Barriers to Information Seeking in the Digital Libraries

Adequate knowledge about the information needs and seeking behaviour of users is vital for developing digital library collections, services and facilities to meet their information needs effectively. Information seeking as an underlying feature in research cannot be done without an enabling environment where needed resources and services are provided. The available literature reveals that although librarians have made good progress in adapting primary values of librarianship which are to support intellectual freedom and equitable access to information, information seeking process in the Digital Libraries has, however, been found not to be without limitations. Seeking scholarly information in the Digital Libraries is limited by the availability of reliable and affordable information and communication technologies. Information seeking in the Digital Libraries has been found to be limited to those scholars who are affiliated with organisations which have the money and skills to provide access. It has been found limited to those who are literate, information literate and have a command of the major languages of commerce and scholarship (English in particular). Infrastructure, education and skills as well as content were the three spheres identified in this Chapter as preconditions that must be satisfied if broad digital scholarly information is to be sought without restrictions. Provision of effective service in the Digital Libraries as recommended in this Chapter requires sufficient understanding of the real needs of information users and making precise efforts to satisfy them. This can best be achieved through formal in–depth studies of the information needs and seeking behaviour of users. Librarians, especially those involved in bibliographic instruction should be interested in ways individuals approach the library (be it digital or physical) and the methods they use to search for needed information. Strategies intended to improve the provision of library services should be redesigned towards information skills development and information resource awareness.

The study was motivated by the need to harness technological advancement to enhance agricultural production in Osun State. The study assessed the utilization of Information and Communication Technologies (ICTs) tools for sharing of agricultural related information in Osun State, Nigeria. The study illustrated the socio economic characteristics of the Respondent, identified the available ICT tools for sharing of various agricultural related information, identified agricultural related information shared through various available ICT tools, measured the frequency of utilization of the identified ICT tools and assessed the severity of challenges encountered by Respondent in the utilization of ICT tools in the study area. Sixty percent of Extension Agents in each of the three zones in the study area were sampled. The data collected were examined using descriptive statistics tools while regression analysis was used to test the significant relationship between the socio-economic characteristics of Respondents and their frequency of utilization of ICT Tools for sharing of agricultural related information in the study areas. The analysis of the data was carried out with the use of SPSS version 22. The findings revealed that the average age of Respondents was 39 years; more than half of the respondent (67.1%) were male; most (81.4%) of the respondent were married; majority (68.6%) of the respondent were Christian; about (70%) of the respondent had tertiary education. The mean household size was 5 members per household; majority of the respondents belonged to one association or the other and they access the internet with their own data plan. Radio (wms 2.7) was ranked first as most available ICT tools for sharing information in the study area. Furthermore, information on availability and sources of farm inputs (wms2.3) was ranked most shared information while information on storage facilities (wms1.0) was ranked the least shared information by the Respondents. Also, the initial cost of procurement of ICT gadgets, cost of maintenance, risk of theft of gadget, and fluctuating power supply were the major challenges encountered with the use of various ICT tools. Regression analysis identified a significant relationship between selected socio-economic characteristics of the Respondents and frequency of Utilization of ICT Tools for sharing Agriculture related information. The study recommended use of Radio as medium through which agricultural related information should be shared bearing in mind its ease of access, little cost of procurement and maintenance, extent of reach and frequency of usage among the respondents. Provision of access to internet facility was recommended in order to afford respondents a limitless right to use information on the World Wide Web. Finally, alternative source of power to enable respondents recharge their ICT gadgets was recommended to make up for unreliable electricity supply.

The “Bnei Menashe” are a marginalized community that immigrated from India to Israel. The community has diverse information needs, yet they are characterized by difficulties that prevent them from acquiring vital information. In this study, we utilized Sen’s (1993) “capabilities approach” as well as Friedland et al. (2012) “critical information needs” for the identification of the Bnei Menashe’s information capabilities, and the ways in which they answer them. The study was conducted using semi-structured individual in-depth interviews. The findings of the study relate that the Bnei Menashe succeed only partially in realizing the capability of being informed. This is a result of the partial technological exclusion that characterizes the community. This is a first-of-its-kind study, as the Bnei Menashe have not been studied methodically. Furthermore, the utilization of the capabilities approach represents a major contribution to existing communication theories, as the approach allows for a more wholesome understanding of the role of information and communication technologies in society.

The article deals with significant changes that are associated with total informatization, which is a powerful converter of economic, social and other types of life activity of society. The author notes that at the same time, the satisfaction of information needs, the state of the information space for minors should be subject to moderate regulation. Attention is drawn to the fact that the intensive growth of the diversity of information and communication technologies is today the dominant environment for the development of a modern child. The characteristics of information harmful to the health and development of children are given. It is proved that relying on the principles of a systematic approach makes it possible to competently organize and correctly carry out the process of achieving the state of protection of children in the information space by various methods and means. Ensuring the information security of childhood is defined by the author as a system; the components of the system of ensuring the information security of childhood (methodological, regulatory, organizational and activity, effective) are highlighted.

Information and Communication Technologies (ICT) are increasingly used in education settings, and graduates from teacher education programs are expected to have adequate knowledge and skills to integrate ICT in their teaching. Inspired by some studies that report cases about pre-service teachers’ ICT-related learning in different countries in Asia, this article presents, in case-study format, the experimentations carried out regarding the teaching of ICT as part of the curriculum to pre-service teachers in a teacher education program in Ontario, Canada. The aim is to share with instructors and researchers in teacher education institutions and programs what we can learn from our experiences, and how we can use these experiences to improve our practice.

Spiraling health care costs have many governments seeking to promote more judicious (and presumably more cost-effective) use of health care by consumers. One such method is through centralized, government-run health information services that rely heavily on information and communication technologies.

This paper examines how pregnant women living in South Australia use information and communication technologies (ICTs), principally Internet and mobile phones, to access pregnancy-related information. It draws on 35 semistructured interviews conducted as part of the ‘Health-e Baby’ project, a qualitative study designed to assess the information needs and ICT preferences of pregnant women cared for at a South Australian metropolitan teaching hospital. Our research shows that although ICTs offer exciting possibilities for health promotion and the potential for new forms of communication, networking and connection, we cannot assume the effectiveness of communicating through such channels, despite near universal levels of ICT access. In turn, this highlights that if e-mediated health promotion is to be effective, health promoters and practitioners need to better understand ICT access, usage and content preferences of their clients.
