At a time when countries seek to redefine their education policies towards stabilization, prosperity, and democratization of opportunities, the idea of community college offers a powerful connective solution to community, industry, and national economies. The powerful but flexible idea of community college infrastructure is open for adaptations through a wide range of unique economic contexts around the world.

Higher education massification has broadened access to universities throughout the world. However, admission remains highly competitive. Alternative institutions emerged in each country to provide opportunities that would otherwise not exist. These institutions share specific commonalities and are seen as a unique higher educational sector. The Community College and global counterpart sector exists alongside the university sector and shares similarities in mission, philosophy, and institutional design.

While over a third of American college students are enrolled in community colleges, there is surprisingly little research on these institutions to inform our views of the role they play—or can play—in the world of higher education. Turning our attention to these long-ignored but widely attended institutions may mean challenging some common assumptions about what students can and should get out of postsecondary education.

The article describes the features of public (community) US colleges as a part of the US system. This reference provides some aspects of the community college in America. The mission of America’s community colleges is focused on three areas of commitment: access, responsiveness to community need, and equity. It is found that US community colleges are focused primarily on meeting the needs of the local community and cooperation with it, providing training for local organizations and businesses. They offer a wide range of educational programs for the training specialists who are prepared directly for work in the workplace and continuing education (academic (associate degree), labor and vocational (vocational and occupational education) programs; programs in adult education and continuing education, ensuring the implementation of the concept of “life-long learning” corporate training programs for the needs of a particular company or organization, etc.), as well as providing correction a previous level of education and, in some cases, providing a complete secondary education. Community colleges in the United States have a considerable popularity, which is growing every year. Community colleges serve the region where they are located, usually a city and district. College students often study in various forms of education (day, evening, distance form) and have the opportunity to work during the day. The commitment to access is exemplified by the open admissions policies of community colleges and the multiple ways colleges remove financial, physical, and academic barriers to entry. That access has resulted in entry into higher education by first generation, low-income, minorities, dropouts, working adults, and others who lacked the financial, academic, time, or location means to participate in traditional higher education systems. The author summarizes the experience of public (community) US colleges through the prism of the feasibility of its implementation in the domestic educational practice. A special interest of educational manager of Ukrainian colleges is paid on issues concerning governance, financing, access into higher education and cooperation with employers at community colleges. This article will be valued by everyone interested in the past, present, and future of the community college in America.

More than a third of students enter higher education at a community college; most aim to earn a baccalaureate. Drawing on sense-making theory and longitudinal qualitative data, we examined how community college students interpret state transfer policies and how their interpretations influence subsequent behavior. Data from 3 years of interviews revealed how students adjudicate between multiple intersecting policies. The higher education context, where institutions provided competing signals about policies, left students to navigate complex messages to achieve their transfer goals. Students’ approaches to understanding transfer policies primarily followed one of two patterns: adopting policy signals as step-by-step procedures or adapting and combining policy signals to create a customized transfer pathway. Both approaches had important implications for students’ transfer outcomes.

Community colleges are under persistent pressure to spend more on technology. In lieu of bolting technology onto essential academic and administrative process at additional net cost, savvy community college leaders are planning and implementing academic service redesign strategies to achieve measurable outcomes constituting gains in academic productivity. This paper presents case studies of four higher education institutions that contracted with Collegis for a range of planning, marketing, student recruiting, academic, and technology management and support services. To be able to accomplish more with less, three strategies are discussed: (1) redesigning individual course sections to increase learning and convenience, (2) redesigning common courses to decrease costs and increase learning outcomes, and (3) redesigning program delivery to participate in flex markets.

American higher education is currently experiencing a convergence of three trends: a rise in adult learners as the largest population of students on college campuses, an increased focus on academic STEM degree programs and credentials, and the proliferation of promise programs that provide financial assistance to students. Community colleges as open access institutions are at the nexus of where these three trends converge and thrive. This chapter provides an overview of these three trends with recommendations for practice to guide community college leaders and faculty who are charged with management of these three trends during this unique time in higher education.

Language education in higher education has been significantly impacted by COVID-19, and this has placed significant pressure on practitioners around the world irrespective of their respective experience prior to the pandemic. Teachers are now expected to deliver classes utilising new mediums whilst learning how to use different technologies. This can place a significant strain on individuals, institutions, and education sectors as everyone is expected to become proficient in a new normal working environment. In light of this, this chapter considers the in-service professional development needs and experiences of 88 language teachers at a Sino foreign university in Mainland China. The aim is that the insights provided here will help education providers better understand the challenges that their staff may be facing and consider ways in which teacher learning can be addressed. This chapter should be of interest to educators, managers, leaders, and policymakers in a wide range of international settings.

This paper discusses the development of community colleges in the United States and Canada, outlines some of their key distinguishing characteristics and the main models that have developed with regard to student entry to higher education and student transfer between institutions, and attempts an evaluation of the community college idea, looking at both strengths and weaknesses. With rising and wide spread expectations that commu-nity colleges will become stronger forces throughout the nation, the stage is now set for these institutions to become even bigger players in the landscape of higher education, economic development and social justice by helping to create a more inclusive, well-educated and engaged citizenry. This article looks inward at what com-munity college leaders, faculty and student services pro-fessionals need to do to transform their institutions into colleges that are truly ready to meet these rapidly grow-ing expectations and to be able to take full advantage of these new opportunities. Four key areas at the institution-al level are discussed that must be addressed in order for community colleges to make substantial and necessary improvements in student learning and development. These include: (1) expanding the definition and under-standing of what leads to student learning and success; (2) realigning and tightly coupling every function and activity at the college to better support student learning and success; (3) confronting the myth that community colleges are innovative and flexible institutions; and (4) instituting a new kind of leadership that is focused firmly on improving student learning and success. There are enormous opportunities waiting for community colleges that will require dramatic transformation and change throughout the organization.

The World Trade Organization (WTO) agreements cover a wide range of activities such as agriculture, textiles and clothing, banking, telecommunications, government purchases, industrial standards and product safety, food and sanitation regulations and intellectual property. Under the WTO agreements, countries cannot normally discriminate between their trading partners. Imported and locally produced goods should be treated equally. The same should apply to foreign and domestic services, and to trademarks, copyrights and patents. Education has been considered as one of the trades in the WTO.
