Information technology is currently well known by many people, such as children, teenagers, adults, and even parents nowadays, they must follow the latest technology, one of which is Microsoft office technology. Everyone knows this in schools, offices, and institutions. One of them is the women of Family Welfare Development (PKK) in the Kavling Kamboja RT 02 RW 03, Sei Pelungut Village, Sagulung District. PKK women in this area are quite active in various ways, of course, in the administrative process implemented at the Microsoft office, these PKK women must be orderly such as the correspondence process, making activity announcements, and managing household budgets in the PKK environment. Currently Microsoft office always makes new breakthroughs by updating its application to Microsoft office 2013. However, PKK women in the Kavling Kamboja want to learn administration in a simple way, so I try to use Microsoft office 2013. I use the application, because currently the process is correspondence is still asking for typing services, many PKK women still don't understand how to use Microsoft office. So the servants tried from the simple ones first, and the continuity of this activity could be understood by the PKK women.

The subject. Doctrinal approaches that reveal the place and role of public authorities, as well as organizations performing the functions of these authorities in the administrative process carried out in the Russian Federation, the principles and norms of the Constitution of the Russian Federation, administrative procedural legislation that form the legal basis of the administrative process in Russia.The purpose of the article is scientific substantiation of the integration of non-judicial bodies carrying out the administrative procedure into a special subsystem of public power, called public administration in the Russian Federation.The methodology. Formal logical and dialectical methods as well as private scientific methods such as method of interpretation of legal norms, method of comparative jurisprudence were used.The main results, scope of application. The article reveals the scientifically based content of the integrative approach to understanding the administrative process in contemporary Russia, taking into account the norms of the Russian Constitution and the analysis of existing doctrinal developments of administrative scientists. The article substantiates the structure of the administrative procedural legislation of the Russian Federation ant it’s constituent entities, which includes the judicial administrative process and the executive (non-judicial) administrative process implemented by the public administration (executive authorities, local self-government bodies, other administrative and public bodies). Administrativeindicating legal norms are distinguished, the analysis of which allows us to reveal the content, form, structure of the judicial administrative process and the executive (extra-judicial) administrative process, as well as to establish an integrative relationship between them with the help of such special categories as “judicial administrative case”, “extra-judicial administrative case”, “administrative proceedings”, “administrative proceedings”. A number of key proposals are put forward to systematize the judicial administrative process and the executive (extrajudicial) administrative process in Russia on the basis of developed scientific positions. The article reveals the question of a scientifically based theory for understanding the administrative and public functions of public administration, as well as the system and structure of public administration in modern Russia.Conclusions. The presented integrative approach to understanding the administrative process and its differentiated systematization for the judicial administrative process and the executive (non-judicial) administrative process are the only true way to develop the Russian model of administrative process. The question of the need to systematize the administrative and public functions implemented by the public administration is raised. It is proposed to develop and adopt a federal law “On Public Administration in the Russian Federation”, the authors substantiate the content of the structure of this law.

The administrative process at Kotaratu health center still uses manual means. So, it takes a long time in handling patient visits and making reports. The goal of the study was to build a desktop-based medical record information system using the Microsoft Visual Basic. Net Programming Language and MySQL as its database. Data collection techniques through interviews, observations and literature studies. Meanwhile, to develop software (system) with waterfall method, while testing uses blackbox-testing. Our findings are in the form of a desktop-based information system at Kotaratu health center. Furthermore, Blackbox-testing results show that all components in this system are running well, and all medical record data is stored in the database to provide a convenience in managing patient data, searching for medical records, managing medical records and making reports periodically.

Administrative procedural law is full of numerous and varied procedural time limits which, as time-related categories, define the temporal boundaries of the administrative process and can act as an effective regulator of administrative procedural legal relations. The article examines the concept of time limit in administrative procedural law from the standpoint of integrativeness. It notes that the studied issue was not thoroughly elaborated in science, which appears to result from the young age of administrative procedural law as a separate branch. The research identifies substantial characteristics of the administrative procedural time limit. It reveals the temporal content of time limit in administrative procedural law. A conclusion is reached that the administrative procedural time limit results from the impact of temporal categories on the administrative procedural legal regulation when administrative cases are settled by a public administrative authority and a court. The administrative procedural time limit is recognised as a tool used for temporalizing the administrative process and aimed at ensuring the dynamism of administrative procedural activities through duration, speed, rhythm and cyclicity. The article identified the trend towards the legislative refinement of the administrative procedural time limits. In an integrative sense, the attributes inherent to the administrative procedural time limit reveal the versatility and rich inner content of the concept of time limit in administrative procedural law, which results from the legal synthesis of temporality and authoritative procedural activities of public administrative authorities and courts in settling administrative cases. The article proposed the definitions for the category of time limit in administrative procedural law both in a narrow and broad sense, as well as with an emphasis on the temporal side of the examined category.

Studies on policy learning in the formulation of public policies have received less attention in the era of decentralization. This article aims to discuss policy learning in the formulation of local poverty reduction policies. By taking a case study in Gunungkidul Regency, this study shows that the learning carried out is conceptual learning which changes the perspective on local poverty reduction, from problem-based to asset-based. The form of policy learning that occurs is by selective imitation, which is taking certain elements to be included in the policy and not taking it in detail to avoids political risks. This policy learning model has implications for the implementation of policies that do not explicitly create new activities, but complement existing activity programs. The policy learning process at first glance appears as an administrative process, but in essence it is very political because it involves various actors with various interests.

AbstractAlong with the development of information technology (IT) whose role is very supportive of human activities in this era of globalization, it is believed that the role of IT is also to optimize working time more practically, effectively, and efficiently. Appropriate and good information management really supports the performance of each existing element. IT has become one of the basic needs at this time, both in the government and private sectors, requiring IT to be an important part of supporting the administrative process and the process of changing situations and conditions that are developing rapidly.This study aims to develop or create a Simarsip application in the hope of being able to provide information about the archive shrinkage time in accordance with the archive retention schedule (JRA) which is able to accommodate archive shrinkage activities within the Research Institute for the Public, State University of Surabaya and facilitate the destruction of archives. The Simarsip application is targeted by users who are archivists, especially researchers and general administrative staff within LPPM Unesa offline, with the hope that it can also be used by other units in need by hosting and to facilitate the use of the Simarsip application, implementing research, making user manuals, and for development. Penelitian ini bertujuan untuk mengembangkan atau membuat Aplikasi Sim arsip dengan harapan mampu memberikan informasi tentang waktu penyusutan arsip sesuai dengan jadwal retensin arsip (JRA) yang mampu mewadahi kegiatan penyusutan arsip dilingkungan Lembaga Penelitian dan Pengabdian kepada Masyarakat (LPPM) Universitas Negeri Surabaya (Unesa)  serta mempermudah pemusnahan arsip. Purpose In Turkey, where the environmental impact assessment (EIA) has been applied since 1993, there have been numerous amendments in the legal and administrative process of the EIA. This study aims to evaluate the effectiveness of those amendments to the EIA process. Design/methodology/approach This paper evaluated EIA system performance in the context of procedural effectiveness in Turkey from the day implementation was begun. From its beginning to the present day, the positive and negative developments at the EIA process in Turkey caused by the amendments were evaluated and at which stages. Measures recommended increasing the effectiveness of each of the EIA systems were also identified. Findings As the EIA Directive first came into force in the USA in 1970, EIA procedures have been widely adopted throughout the world. Although it has been implemented for many years, expectations regarding the EIA process have still not been realized which has forced countries to conduct studies to increase the effectiveness of the EIA process. Turkey, like other countries that are implementing the EIA, acknowledges that the EIA is a significant impact assessment tool and continues its studies to implement this system effectively. In this respect, in Turkey, where the EIA has been applied since 1993, there have been numerous amendments in the legal and administrative process of the EIA. Originality/value The results obtained from this study were expected to facilitate the evaluation of the EIA process in Turkey and to guide other similar countries.

The quality of students who graduated from Nigerian universities and the role played by universities in the growth of society is a significant concern to every stakeholder. This study examined the impact of distributed leadership on the effectiveness of public universities and the mediating role of the quality administrative process. A correlational survey research design was adopted. A total of 450 lecturers were sampled and were given questionnaire of which 346 questionnaire were returned and, only 305 questionnaires were usable after the data cleaning. The results of the analysis showed that distributed leadership does not directly connect to institutional effectiveness. Furthermore, it is evident that administrative process intervenes in the correlation between distributed leadership and public university effectiveness. The findings imply that the various leaders at the unit level, departmental, faculty, and university-wide must ensure quality administrative processes to bring about the desired University system in the country.   Keywords: Distributed leadership, administrative process, university education, Nigeria, smartpls, hierarchical model;

Research topics related to concepts such as “process”, “procedures”, “administrative process” remain the most controversial, and, therefore, relevant. Unfortunately, not many scientists are ready to take part in the creation of a modern theory of the administrative process, the development of unified approaches to its terminology, the formation of a unified Russian model of the administrative process. At the same time, knowledge of the works of recognized classics of Russian procedural law is very important and timely. This article attempts to analyze individual works of the classics of Russian administrative procedural law, who stood at the origins of its creation, to compare their position and draw their own conclusions. The excerpts are given and the positions on the subject and essence of the concepts o process, procedure, stages of such scientists as B. M. Lazarev, V. D. Sorokin, N. G. Salishcheva and some others are demonstrated. The purpose of the work was to prove that the ideas of the scientists who stood at the origins of the Russian administrative procedural law are not only alive, they are relevant and should be relied on in order to: 1) develop unified approaches to the terminology of the administrative process, 2) create a unified modern model of the administrative process. The tasks correspond to the purpose of the study and are aimed at understanding the works of recognized classics of Russian procedural law, popularizing their works, ideas, developments, etc. and highlight the signs of the concepts under study. The applied methods made it possible to individualize the essence of the approaches of the classics of Russian administrative procedural law to the concepts of “process”, “procedure”, “administrative process”, develop their own position, give an author's definition and draw other conclusions corresponding to the study.
