Digitalization in Cinema in Turkey

The chapter deals with the topical issue of cultural policies through digitalization in cinema in Turkey, discussing the appropriate frameworks that need to be put in force. In a rapidly developing society like Turkey, the problems of digitalization in cinema vis-à-vis neoliberal regulation are being debated. Three crucial areas for a digital cultural policy in cinema are identified, namely expanding public service mindset on new services and national digital platforms, creating a communications policy framework of the different parties involved as government, parliament, regulatory authorities, the public service media, and the designated third parties as civil society and market representatives, and stimulating debate to follow an anti-monopolistic progression in (digitalized) cinema.

The objective of Busway development is to provide transportation services faster, safer, comfortable, and affordable for people in Jakarta. Under these provisions, if the third party wants to sue for damages, ketigalah party must prove the fault of the carrier, the claim is based on the basis of tort or on the basis of error set forth in Article 1365 of the Civil Code which stipulates that any action unlawfully harming others, require the person who carries the loss offset. This study examines changes in the cultural policy in Hong Kong amid the transformations of political economy in the 1990s, following the handover in 1997, and under the administration of three Chief Executives (and their teams) up to 2015. When reviewing the literature on cultural policies in Hong Kong, this study examines the interaction the policies have with the political-economic development in Hong Kong (within the scope of this study) and subsequently explores changes in the principles of the policies. In other words, this study attempts to understand the conditions under which cultural policies were formulated in Hong Kong (the conditions of the production of local culture). The analytical framework of this study is based on two observations of the political and social changes occurring in Hong Kong (1997–2015): (1) changes in the government’s governance attitude since the handover in 1997, and (2) a series of economic blows Hong Kong has endured since 1998. Differing from the ‘descriptive literature’ defined by Schuster, this study understands that these changes are a result of the influence of a postcolonial state and neo-liberalism on public policy formulation. It is argued that the Hong Kong cultural policy framework has shifted from checks-and-balances towards centralised market orientation.

Abstract: The consequent enlargement of the European Union in 2004 and 2007 gave the new-member-states an access to programs and financial sources with significant capacity and impact. The present paper aims to analyze the influence of the social policy framework over the public service delivery in Bulgaria. The first part of the paper is devoted to the general categorization of social services’ suppliers and the already established mechanism of their functioning. In the second part the focus on the conceptual framework introduces the main dimensions of the policy, institutional regulations and operational programs. The third part provides empirical results from the efficiency analysis of the social programs implementation and discussion on their impact.

Abstract The present paper examines the debate on the future of public service broadcasting (PSB) in Norway and Sweden in the 2000s. I have analysed the discourses on PSB that dominate the public debate in the two countries, the cultural policy related to PSB, as well as the legitimizing rhetoric of the Norwegian public service broadcaster Norsk rikskringkasting (NRK) and that of the Swedish public service broadcaster Sveriges Television (SVT). Theoretically, the analysis draws on normative theories on the role of PSB in promoting democracy, culture and a well-functioning public sphere, as well as theories on democracy and the public sphere per se.

In January 2003, the British government approved the BBC's Digital Curriculum, a new £150 million initiative to provide educational software to schools and homes. The decision was widely criticised by representatives of the UK software publishing industry, and by defenders of public service broadcasting. This article traces the debates that led to the decision, and the broader issues that it raises. It suggests that the initiative can be seen as symptomatic of the interpenetration of public and private imperatives that is characteristic of New Labour policy-making; but it also suggests that, when educational and cultural policy come together, there may be unresolved tensions between them.
