Administrative Challenges

Business led the e-learning development in the 1990s, capturing the market. Public universities watched and wrote papers. It took 15 years for the non-profits to recapture the market. The next online market is global. Borderless online degrees are needed in Africa, Asia, and South America to supply industry with skilled workers. The problem is that many of the countries cannot afford to build the campuses that will be required. One solution is low-cost borderless online degrees that quality graduates for jobs in industry and further education. The degrees generate income for the providers. The degrees also provide a public benefit for the receiving nations that cannot meet the educational demand. This chapter discusses the administrative approaches that will be used to infuse a business mentality within public education without destroying the sense of public service.

This chapter will focus on the process of building and sustaining collaborative reusable e-learning object development across three educational sectors, Higher Education (HE), the UK National Health Service (NHS) and Further Education (FE) Colleges, using the LOLA project as a case study. A qualitative evaluation of ‘process’ ran alongside the entirety of the LOLA project. This chapter reports the findings of this qualitative research, and analyses how collaboration was achieved between the diverse institutions who were project partners. The strengths of this approach included the commitment of the team members to collaboration, while practical challenges included the location of the team members, but also wider issues in the institutions involved, and in particular, the role of the Media Developer and the perception of it by other team members.

This chapter describes a case study of collaborative e-learning, in which technological and human adaptability was fostered in a community of practice (CoP). The chapter reflects on the use of the extended metaphor of the camel in the JISC-funded eLIDA CAMEL and JISC infoNet CAMEL projects. Technological and social insights were gained through this use of the camel metaphorical model in a designed community of practice. A series of nomadic journeys held in oases provided by partners enabled honest exchanges amongst a community of ‘CAMEL’ practitioners, improving e-learning practices. The creation of an intentional e-learning community of practice fostered shared understandings about learning technology innovations. The camel metaphor was formative in stimulating understanding about building communal solutions to sustainability, low-cost innovative engagement and improved cooperation with others. The CAMEL metaphorical model has been validated in numerous other UK e-learning applications from which transnational insights for e-learning development can be drawn.

The 12 Apps of Christmas course is a free open online course that has run at the Dublin Institute of Technology, Dublin, Ireland in both 2014 and 2015. The 2014 iteration of this course was aimed specifically at instructors and went on to win the Mobile Learning Division of the International E-Learning Award (iELA), and come joint third-place at the eLearning Excellence Awards run as part of the 14th European Conference on eLearning. The 2015 iteration was aimed primarily at students of all ages undertaking further education, third level education, and/or post-graduate study, but also included additional supporting information for educators. This case study sets out our experiences of designing and delivering the 2015 iteration of this innovative and effective student and educator support.

Efficient use of educational technology and digital learning possibilities has always been the strategic area of high importance in border guards training at the State Border Guard College of Latvia. Recently, issues related to training during the Covid-19, have spurred and revived the discussion, topicality and practical need to use the potential of e-learning opportunities which brought up unexpected, additional, previously unsolved, unexplored, challenges and tasks to border guards training. New opportunities and challenges for trainers, learners and administration of training process both in online communication and learning administration contexts. In order to find out and define further e-learning development possibilities at the State Border Guard College the authors of this research explore the scientific literature on the current research findings, methodologies, approaches on developing interactive e-learning systems in educational contexts, particularly within the sphere of law enforcement. Based on scientific literature research findings authors put forward suggestions on improving the e-learning systems for border guards training.

Media Development E-Learning in Computing I course at the university.This study aims to acquire e-learning instructional media are valid for self-study student in the course of computing I. Population in the study were all students of third semester of mathematics education IKIP PGRI Semarang. This study is a research and development. In media studies e-learning development is carried out with 4 (four) stages, namely (a) a preliminary analysis, (b) Design, (c) Evaluation, (d) Revised. Processing the data using descriptive qualitative data analysis techniques. Corresponding results of questionnaires about the development of e-learning in the obtained value sig = 0.00 and R = 0,541, which means it affects the motivation for 54.1% of the student learning outcomes. Gained an average of better learning outcomes between the experimental class at 84.27 compared with 80.05 for the control class. The results obtained from the e-learning instructional media are valid for independent study students on computing courses I according to developmental theory Akker and student learning outcomes.

A inclusão digital abre inúmeras possibilidades para integração, promoção do bem estar social (e-inclusion), educação complementar (internet voltada para aplicação de softwares com grande capacidade para educação) ou à distância (e-learning) e desenvolvimento profissional. A velocidade constante e a necessidade de alta capacidade de transmissão multimídia no meio educativo só serão viáveis se existir uma rede internet de banda larga com preços acessíveis. Este trabalho pauta-se em ampla pesquisa de tecnologias inovadoras para internet de banda larga voltada para implantação em municípios brasileiros onde a mesma não esteja disponível. Buscando a redução do valor final para o usuário, tanto residencial quanto comercial. Assim, propomos apresentar, elaborar e selecionar informações atuais relativas às implantações das tecnologias EPON (Ethernet Passive Optical Networks) e GPON (Gigabyte-capable Passive Optical Networks) nas redes ópticas de acesso. Uma vez que permanecem em aberto na literatura especializada trabalhos analisando a viabilidade técnica e econômica de redes GPON e EPON, as quais continuam concorrendo até hoje, sem uma dominação ou exclusão definida. Após análise em trabalhos anteriores atualizamos e ampliamos informações de implantações recentes destas redes, comparando tendências dessas tecnologias aplicadas em nível nacional e internacional. Como metodologia de modelamento, criamos tabelas com valores hipotéticos baseados nos números do mercado de equipamentos, para termos um panorama do investimento e do custeio total na implantação de projetos, isto visando a comparação técnica-econômica das tecnologias GPON e EPON. Após a análise técnica-econômica da implatação de ambas, concluímos que devido aos investimentos e aos custos na implantação da rede banda larga nos países latino americanos é mais conveniente a utilização dos equipamentos GPON devido aos valores de investimento e custos serem atrativos. Além de que temos que buscar novos meios de baratear os valores cobrados nas mensalidades das empresas fornecedoras do serviço de banda larga, visando especialmente a obtenção do custo zero para as instituições de ensino presencial e no menor custo para o EAD. EAD.   ABSTRACT Digital inclusion opens up numerous possibilities for integration , promotion of social welfare (e-inclusion) , further education (internet facing application software with great capacity for education) or distance learning (e-learning) and professional development . The constant speed and the necessity of a high-capacity multimedia transmission in the educational world will only be possible if there is an acessible price in broadband internet network.This is an extensive research of innovative technologies for broadband internet to implant in Brazilian´s cities where this kind of resource is not available, aiming a reduction in the final value to both users, residential and commercial. So, we intend to present ,to prepare and to select current information regarding deployments of EPON (Ethernet Passive Optical Networks) and GPON technologies (Gigabyt-capable Passive Optical Networks) in optical access networks. Once there is a lack, in technical literature, of other projects analysing the technical and economial feasibility of GPON and EPON networks , which continue running until today , without domination or exclusion set. After analysis in previous papers, we updated and expanded information from recent deployments of these networks by comparing trends of these technologies applied in national and internacional levels. As a methodology for modeling the project, we created tables with hypothetical values based on the numbers of the equipment market , in order to have an overview of the investment and the total cost to implement this project, aiming at technical-economic comparison of EPON and GPON technologies . After the technical - economic analysis of implanting both , we conclude that due to investments and the costs in the deployment of the broadband network in Latin American countries, it is more convenient to use the equipment GPON, because the values and costs are more attractive . Besides, we have to look for new ways to cheapen the monthly payment of suppliers of broadband service, especially aiming zero cost to the institutions of classroom teaching and the lowest cost to the EAD(d-Learning). The greatest boon to public education will come through an improvement in social conditions. Strange as it may seem, elimination of unemployment will help our schools immeasurably. Passage of a national health plan will improve the well-being of the pupils, mentally as well as physically. Well-nourished and healthy students will provide fewer discipline problems. Furthermore, a federal campaign to provide low-cost housing would help to ameliorate the deplorable conditions in which many children live. Plants cannot grow well in barren ground. In short, our schools cannot improve until the nation as a whole emerges from poverty and desperation of deprived Americans.

This chapter reviews and investigates the models and acceptability of E-Learning to the emerging students markets for Higher Education Institutions (HEIs) from the More Developed Countries (MDCs) and seeks to evaluate the differing models of delivery from a practical and a socio-economic perspective. The research also investigates the impact of the shifts in population growth and the subsequent impact upon the levels of demand from students in Less Developed Countries (LDCs) for higher education. In addition, the logistical and quality factors affecting E-Learning are evaluated, looking at the aspects of academic rigour, plagiarism, and the methods of managing the originality and authenticity of student work. Similarly, the research looks at the viability of situations where the education provider may never physically meet the students through the exclusive use of VLEs, and the possible credibility issues that this may present to institutional and awarding body reputations.
