The Malaysian government inspires the country to become a fully developed nation with an emphasis on knowledge-based economy by the year 2020. Though the government has been pushing aggressively for one household to own one computer and at least an Internet connection, it is difficult to see these desires and plans of the Malaysian government going beyond the borders of urban centres and small towns due to the limited infrastructure and amenities. In Sarawak, it has been noted that there are limited mechanisms to ensure that remote rural populations are able to get the same benefits as their urban counterparts due to its vast undeveloped areas and that the majority of Sarawak’s population live in such areas. Harris (1999) has remarked that even though Sarawak’s rural population was promised a full and equitable share in the benefits of national development, it has great potential to be sidelined in the nation’s quest towards a knowledge society. This situation, if left unchecked, would produce an “unbridgeable” digital gap between the developed urban communities and the technologically impoverished rural communities.

Digital technology, artificial intelligence, the internet of things, and innovative technology applications are gradually transforming businesses and governments in emerging markets making them more competitive and offering opportunities for economic growth and prosperity. This chapter demonstrates Egypt's potential to enable a knowledge society through the deployment of emerging technology tools and applications across different sectors of the society. The chapter analyzes the critical success factors that are necessary for the realization of a digitally driven society where information is seamlessly exchanged for the optimal utilization of resources for decision-making purposes at the government, public, and private sector levels. The chapter highlights the need for the formulation of a nation-wide entrepreneurial ecosystem that promotes a tech-startup culture that can effectively contribute to transforming the society by enabling inclusion, universal access to the internet, more diversified educational opportunities and a comprehensive and conducive environment to development.

As Botswana actively transcends to utilizing e-Government as a platform for responsive public service delivery, it is apparent that a probe is done on the role of Freedom of Information (FOI) on government responsiveness. This chapter explores the fundamental concepts of contemporary e-Government and enunciates how FOI can be embedded in the e-Government agenda in the developing world using Botswana as a case. The chapter posits that the delay in adopting FOI in Botswana incapacitates the ability of state actors to exhibit acceptable levels of lucidity and ingenuousness during their delivery of public services and in turn promotes a culture of sluggishness which serves to promote the current existing information asymmetry. The chapter further posits that FOI may help the government of Botswana achieve its commitment towards the attainment of a knowledge-based economy during the period of the National Development Plan (NDP) 10.

Botswana is keen to position itself as a knowledge-based economy as early as 2016 due to the realisation that to compete on a global scale, efficient knowledge value chains must be put in place, which includes indigenous knowledge management systems. This realisation is primarily caused by falling demand in the price of diamonds (due to the world’s recession), which is the country’s current economic mainstay. Today, Botswana is pushing for further economic liberalisation and diversification by employing and encouraging novel frontiers of knowledge with emphasis placed on research and efficient knowledge management as a vital resource for national development. In Botswana, the role of scientific and technical knowledge is being emphasized as the main driver of sustainable development, but not forgetting the potential contribution of indigenous and mythological knowledge to this aim. Several initiatives have been devised or implemented by both the government and the public sector to position Botswana as a knowledge-based economy. This paper surveys the fundamental concepts on which this paradigm shift is based and brings out the different initiatives that have been undertaken while emphasizing the role of research and efficient knowledge management paradigms in shaping Botswana as a knowledge-based economy.

This paper examines the significance of the technology incubator in Brazil's transition from an industrial to a knowledge-based economy. The author examines how incubators can contribute to technology development and enterprise creation, stressing their ability to provide a two-way flow of information between higher education institutions and the private sector, breaking down the mutual distrust that has often hindered the successful exploitation of R&D in the past. The author discusses both the learning needs of companies and the ways in which universities need to change to adapt to the demands of the new knowledge society, placing this analysis in the context of how incubators can be organized to function efficiently. In illustration, she provides the working example of the Biominas Incubator in the state of Minas Gerais.

In modern information and IT society, creativity is elevated to a pedestal as a condition for market success, but also survival. In other words, in post-industrial production, or the entire economy, and certainly media companies, which of course operate according to market principles and are based on information, creativity is the most wanted commodity. In the modern knowledge society, there has been a strong affirmation of the phenomenon of cultural, that is, creative industries that have great importance for the economic, social, political and general development of society. At the same time, changes in the economic, technological and cultural spheres have strongly influenced changes in the media, as an important creative industry. This means that media products (information, videos, pics) and the media are industry, not only because of the rating criteria which dictate the direction of business but also because it is about mass production and consumers. Creativity is an important strategic resource for increasing competitiveness in a knowledge-based economy. However, media policy does not encourage the systematic promotion of creativity. Consumerist entertainment industry suppresses and marginalizes authentic, creative cultural practices, replacing them with pseudo-cultural contests. The integration of theoretical knowledge and education into the Serbian media sphere is practically at the zero points with recurrences that seriously undermine the overall development, application of knowledge, modern technological achievements, and the affirmation of democracy and freedom as the basic precondition for the overall prosperity of society.

The government of Rafael Correa (2007-2017) embarked on an ambitious project of diversifying the national economy to transition from a primary resource exporting economy to a competitive Knowledge Society and a Knowledge-Based Bio-Economy as biodiversity was conceptualized as the country’s most significant comparative advantage. This paper traces how peoples’ and nationalities’ knowledges, so-called ancestral knowledges, were elicited in unprecedented ways in this context of bringing about a change of the productive matrix. While knowledge in general was reframed as an infinite resource, ancestral knowledges were made productive for a state-led project of capitalist modernization.


Malaysia was one of the early adopters of Internet technology to steer innovation policy in a direction that is making the country become a knowledge-based economy. This notion of knowledge-based economy driven by ICT is best exemplified by the borderless connectivity, interactivity, and networking. Since the middle of 1990s, there have been gradual but systematic public and private sector initiatives towards ICT agenda with the prominent role of the state. This chapter aims to unpack ICT developments and examine the implications of the post-MSC formation for Malaysia and its associated issues and challenges. Second, the discussion provides an overview of MSC performance and its importance for enhancing growth, trade, and investment; reducing the digital gap; nurturing innovation; and achieving more inclusive societies. Third, some issues and challenges in MSC development are also highlighted.

The processes of economic globalization and accelerating technological change have led to changes in economic and social life at a global level. New technologies, such as the TICs, systems of artificial intelligence, scanning, connectivity, nanotechnology, and biotechnology, among others, have transformed the national productive structures and human capital that require technologies disruptive today. In this context, education has become the main element of the knowledge society and training of human capital that demands a knowledge-based economy. The objective of the chapter is to analyze the relationship between human capital formations in the construction of a society of knowledge in Mexico. The structure is organized in three sections: 1) an analysis of the knowledge society, 2) the formation of human capital and the institutions of higher education in the knowledge society, and 3) human capital formation and its relationship in the construction of a society of knowledge in Mexico.

Schools in rural communities of the Canadian province of Newfoundland and Labrador have been reorganized in the last decade. Because of rural to urban migration and the consequent challenge to the continued existence of many small schools, new academically and administratively open structures have been established within an Internet-based environment. Accordingly, traditional closed, autonomous schools in this province have increasingly become open sites within Internet-linked teaching and learning environments. What began as a research project linking eight schools in a single Digital Intranet has been extended to include schools across the province managed by a recently established branch of the Department of Education of Newfoundland and Labrador—the Centre for Distance Learning and Innovation. This chapter provides an outline of how information and communication technologies have been used to reshape education in a predominantly rural Canadian province, thereby preparing people for participation in the emerging knowledge-based economy.
