A multitude of writings have appeared since the 1970s describing how societies have undergone “information revolutions” (Bell, 1973; Castells, 1998; Masuda, 1981), “the third wave” (Toffler, 1980), etc. Indeed, ICT development has been explosive in both developed and developing countries since the 1990s. This, in turn, has given some countries an opportunity for bigger economic growth; attempts have been made in a majority of countries to rearrange the organization of the public sector, and individuals have experienced a rise in the quality of life due to the introduction of new technologies.

In October 2011, HM Prison Birmingham was transferred from public to private management, under G4S. This was the first time that an existing operational public prison was privatised in the UK. The move marked the third and most far reaching phase of prison privatisation policy, and was intended both to increase quality of life for prisoners, from a low baseline, and to reduce costs. Prior to 2011, private prisons had all been new-builds. Private contractors had thus far avoided the additional challenges of inheriting a pre-existing workforce and operating in old, often unsuitable, buildings. This article reports on a longitudinal evaluation of the complex process of the transition, and some outcomes for both staff and prisoners. As an experiment in the reorganisation of work and life in a ‘traditional’ public sector prison, the exercise was unprecedented, and has set the agenda for future transformations. The example illustrates the intense, distinctive and rapidly changing nature of penality as it makes itself felt in the lived prison experience, and raises important questions about the changing use of State power.

A seminar on "Another Development in Health," organized in June 1977 at the Dag Hammarskjold Center at Uppsala, Sweden, declared that the crisis in health care "is not limited to the Third World but is becoming increasingly evident in the industrialized countries as well." It was made clear that development based on economic growth is not a guarantee of general health and welfare unless it is man-centered and works to improve the quality of life that man is leading.

Резиме: Организација трезорског система доста је сложена с обзиром на многобројне функције које се обављају у оквиру трезора. Извршење једне од тих функција подразумијева и евидентирање трансакција у вези са прикупљањем и трошењем буџетских средстава што свакако има посљедице и на финансијске извјештаје буџетских корисника. Предмет овог рада је управо сагледавање утицаја трезорског система на финансијске извјештаје. На основу података прикупљених техником анкетног упитника и на основу метода анализе, индукције и дедукције на примјеру Републике Српске дошло се до резултата који показују да је увођење трезорског система олакшало доношење одлука и повећало квалитет финансијског извјештавања у јавном сектору, али да би превазилажењем техничких недостатака који тренутно постоје ефекти били још већи. У прва два дијела рада пружа се теоријски преглед основа финансијског извјештавања у јавном сектору и трезорског система пословања, док је у трећем дијелу приказана методологија истраживања и резултати до којих се дошло истраживањем.Summary: The organization of the treasury system is quite complex due to the fact that many functions performed within the treasury system. The execution of the one of these functions involves recording transactions relating to the collection and spending budget funds, which certainly will affect the financial statements of budget users. The subject of the paper is a consideration of the treasury system impact on the financial statements. Based on the data collected using the questionnaire technique and based on the methods of analysis, induction and deduction on the example of the Republic of Srpska, we came to the result that indicates the treasury system facilitate decision-making and in the same time increase the quality of financial reporting in the public sector, but if overcome technical deficiencies that currently exist, effects will be even greater. The first two parts of the paper provides an overview of the theoretical basis of financial reporting in the public sector and the treasury system, while the third section presents the methodology and the results obtained during research.


Subject Outlook for restructuring state-owned enterprises in Indonesia. Significance Faced with slower economic growth, Indonesia is planning a major restructuring of state-owned enterprises (SOEs). President Joko ‘Jokowi’ Widodo’s government -- now in the third year of its five-year term -- plans by 2019 to increase the economic contribution of the public sector by improving the value, efficiency and debt leverage of SOEs. Impacts Even small improvements in SOE management are likely to deliver efficiency gains. Any reduction in public sector red tape would improve the overall business climate. Foreign investor interest in SOE reforms may be limited given that privatisation is not on the agenda.

Traffic accidents aren’t just individual tragedies, traffic accidents could make a negative impact to the economic growth for both developed countries and developing countries. In Jakarta, traffic accidents continues to increase every year due to the lack of signs on road and the lack of strictness from official authorities. Like the quality of signs and the lack of security in the area.  Traffic accidents could also be caused by the public who prefers using their own vehicle rather than public vehicle to travel. Therefore, traffic safety can’t be ignored because traffic accidents in theory can be predicted and preventable. To decrease the risk and frequency of traffic accidents, we have to use traffic safety methods to increase the safetiness of problematic roads. For example iRAP (International Road Assessment Programme) method which is still new in Indonesia. In this study it was discovered H. R. Rasuna Said Road possessed star ratings 3 for bicyclist on its roads. Therefore countermeasure is needed to increase its star ratings to 4 and 5 in order to increase its road safety.ABSTRAKKecelakaan lalu lintas bukan sekedar tragedi perorangan, namun bisa menjadi penghambat pertumbuhan ekonomi di negara maju maupun berkembang. Kecelakaan lalu-lintas di Jakarta setiap tahunnya terus meningkat dikarenakan fasilitas keselamatan jalan yang belum memadai. Seperti kurangnya rambu, marka, dan pengawasan yang kurang ketat. Tingginya kecelakaan lalu-lintas juga dapat disebabkan oleh pengguna jalan yang lebih memilih kendaraan pribadi dibandingkan kendaraan umum. Oleh karena itu peningkatan keselamatan jalan tidak dapat disepelekan, karena pada dasarnya kecelakaan lalu lintas bersifat predictable dan preventable. Untuk mengurangi resiko terjadinya kecelakaan, perlu dilakukan strategi peningkatan keselamatan jalan menggunakan metode yang ada. Seperti metode iRAP (International Road Assessment Programme) yang baru ini dalam masa percobaan untuk diterapkan di Indonesia. Pada penelitian ini ditemukan bahwa kondisi ruas Jalan H. R. Rasuna Said memiliki nilai star rating 3 untuk pesepeda. Maka dari itu perlu dilakukan countermeasure melalui opsi penanganan yang ada untuk meningkatkan star rating menjadi bintang 4 dan 5 untuk meningkatkan keselamatan jalan.

Transit stations are generally well known as nodes of spaces where percentage of people walking are relatively high. The issue is do more planning is actually given to create walkability. Creating walking led transit stations involves planning of walking distance, providing facilities like pathways, toilets, seating and lighting. On the other hand, creating walking led transit station for women uncover a new epitome. Walking becomes one of the most important forms of mobility for women in developing countries nowadays. Encouraging women to use public transportation is not just about another effort to promote the use of public transportation but also another great endeavour to reduce numbers of traffic on the road. This also means, creating an effort to control accidents rate, reducing carbon emission, improving health and eventually, developing the quality of life. Hence, in this paper, we sought first to find out the factors that motivate women to walk at transit stations in Malaysia. A questionnaire survey with 562 female user of Light Railway Transit (LRT) was conducted at LRT stations along Kelana Jaya Line. Both built and non-built environment characteristics, particularly distance, safety and facilities were found as factors that are consistently associated with women walkability. With these findings, the paper highlights the criteria  which are needed to create and make betterment of transit stations not just for women but also for walkability in general.

Given the demographic realities in the developing world, it is not possible to solve the problems of poverty in these countries following the neoclassical model of economic growth. Since the majority of people are ruralites in these countries, the focus should be on rural development directly rather than on waiting for the benefits to trickle down to the rural poor. What is needed is to improve the quality of life and productivity of the small-holders or landless whose livelihood is based on natural resources which are depleting and require urgent attention. More options should be available for the rural people in their own area.
