E-governance uses Internet and communication technologies to automate governance in innovative ways, so that it becomes more efficient, more cost-effective, and empowers the human race even more. E-governance exercises are being attempted for more than a decade now, but have so far achieved only mixed success. The long-term prognosis for e-governance, however, remains extremely positive. The emergence of Web-services technologies, the continually proliferating computer networks, and the irreversible migration towards digital information strongly confirm the view that e-governance is here to stay. The eventual success of any e-governance project is intimately linked to the methodology used, and to that complex mesh between men, machines, and mindsets. We explain the “what,” “why,” and “how” of e-governance. We also talk of e-governance concerns, and discuss a few illustrative case studies.

Aging coke drums and their connected overhead piping in delayed coking units experience fatigue cracks which most commonly occur at the skirt junction and high stress pipe welds. This paper presents 2-case studies of this new cost-effective repair methodology with fatigue resistant design upgrade. The first case study applies to coke drum weld build-up solid skirt crack repair and the second for overhead vapor line weld crack repair. This paper presents new field repair methodology which could also improve long term fatigue resistance. It also suggests optimizing the thermal operation & thermal gradients of coke drums for further reliability improvement. Based on FEA, successful field execution and our experience, these case studies demonstrate a long term improvement in reliability and fatigue life of the order of 2.5 to 3 or higher especially if combined with thermal operation optimization.

Preservation of tooth structure has always been the prime aim of dental practice. Teeth with advanced periodontal disease in multirooted teeth often pose a significant challenge to the clinician, complicating the treatment plan and compromising long term prognosis. The outcome of the treatment is determined by proper case selection and surgical, endodontic and prosthetic parameters. Resective and regenerative osseous procedures are often employed to help preserve the tooth structure, alveolar bone involving the retained root of multirooted teeth and are cost effective over the other treatment options like ridge preservation/augmentation followed by implant placement. This case series describes application of resective and regenerative techniques for molars with extensive combined periodontal-endodontic disease.

AbstractCombination therapy with peritoneal dialysis and hemodialysis (PD+HD) is an alternative dialysis method for patients with end-stage kidney disease (ESKD). The complementary use of once-weekly HD expedites to achieve adequate dialysis and enables to prolong PD duration. Although PD+HD has been widely employed among Japanese PD patients, it is much less common outside Japan. Clinical evidences are still not enough, especially in long-term prognosis and appropriate treatment duration, suitable patients, and generalizability. A retrospective cohort study by Chung et al. (BMC Nephrol 21:348, 2020) compared the risk of mortality and hospitalization between PD patients who were transferred to PD+HD and those who were transferred to HD in Taiwan. Because the mortality and hospitalization rates did not differ between the groups, the authors concluded that, PD+HD may be a rational and cost-effective treatment option. It should be noted that the effects of PD+HD on long-term prognosis are still unknown due to too-short PD+HD duration. However, the study identified the high-risk patient population and showed the generalizability of PD+HD. PD+HD is a treatment of choice in patients with ESKD who prefer PD lifestyles even after decline in residual kidney function.

Esthetics is an increasing concern for patients, particularly in anterior teeth. The current approaches to manage the esthetic demands include options such as prosthodontic rehabilitation, orthodontic treatment, and direct restorations. Direct restorative procedures for anterior teeth have become a reliable alternative, since current composite materials can mimic teeth’s esthetics and function perfectly. This article describes two clinical cases of anterior esthetic rehabilitations where the direct reshaping of the four maxillary incisors was performed using the buccolingual layering technique with the help of a silicone index. In Case 1, a diastema closure was also performed, whereas in Case 2, the replacement of old restorations was also carried out. It was possible to achieve excellent final esthetic results in both cases, recovering the smile symmetry, and both patients were satisfied. The literature supports the use of direct restorations in the anterior region with very good long-term prognosis. It is a minimally invasive approach that is reversible, repairable, cost-effective, and when combined with layering techniques and adequate restorative materials, it is possible to achieve good esthetic and functional outcomes. However, regular maintenance appointments are mandatory, and all cases should be carefully planned to ensure predictable and long-lasting results.

The use of digital information-communication technologies fosters customer base growth and building long-term relations with clients, which forms foundation for business extension and development. The article explains such notions as ‘E-mail marketing’, ‘eDM mail-outs’, ‘strategic approach’, ‘components of strategic approach’, systematizes types of mail-outs, describes specific features of content-plans of different types of mail-outs and gives practical recommendations for their use. Apart from that the author substantiates the idea that e-mail marketing is a promising and widely used trend in advertising and marketing, an effective tool of promotion in conditions of fast changing market environment and that it requires strategic approach to attain the set parameters of efficiency

We propose a new approach for island-wide planning and implementation of ecosystem management in the Pacific, recognizing a lack of replicability, sustainability and cost-effectiveness in other approaches. ʻIntegrated island managementʼ (IIM) operates through coordinated networks of institutions and communities focused on sustainable and adaptive management of natural resources. IIM enables simultaneous and cost-effective achievement of ecosystem-based management, climate change adaptation and disaster risk reduction while conserving biodiversity, maintaining ecosystem services and securing human health and well-being. We present ten guiding principles for IIM, and then use these to evaluate 36 case studies from the Pacific islands. Most case studies were pilot or demonstration projects with little evidence of planning to ensure long-term financial and human capacity needs were sustained, beyond the life of the projects, or could be replicated at significant scales. Management outcomes in the Pacific will be enhanced by: (1) building on foundations of customary management practice and social networks; (2) working holistically across relevant ecological and governance scales, through coordinated but decentralized and nested institutions; (3) empowering local communities to participate in integrated planning and implementation; and (4) embedding IIM practice into national systems for long-term sustainability and replication. These also ultimately depend on the context and externalities, beyond the control of practitioners. Cost-effectiveness and appropriateness are also critical for successful IIM in the Pacific islands but ultimately there is little alternative for effective biodiversity conservation.

As the most cost-effective mechanism, an emissions trading scheme (ETS) plays an important role in mitigating global warming, whilst any such scheme requires the initial allocation of quotas. Current allocation methods, however, pay little attention to the interests of abatement entities, which will hinder the long-term sustainable goals. To mobilize the enthusiasm of different abatement entities, this study proposes a multiplayer asymmetric Nash bargaining model, ensuring that all entities can obtain more quotas after negotiation. To demonstrate the advantages of the proposed method, this study selects Guangdong where the principal allocation method is the grandfathering approach as an illustrative case and develops three preference cases including balanced weighting, economic-oriented weighting, and emission-oriented weighting. The empirical results show that the proposed method not only reflects the “polluter pays principle”, but also helps to save emission reduction costs. In further analysis, this study considers both free allocation ratio and ETS coverage, providing inspirations for policy makers to develop new ETS regulations. In general, the proposed method not only assists policy makers of Guangdong in improving the current ETS deficiencies but also can be generalized into other regions.
