This chapter evaluates the emerging electronic “portal” model of information and service delivery to U.S. citizens, businesses, and government agencies. The portal model is being used as a technology framework in the U.S. Federal government to carry out the electronic government strategies set out in the President’s Management Agenda for 2002 and the subsequent 24 electronic government initiatives included in the Budget of the United States Government for 2003 and the E-Government Strategy. FirstGov.gov is the official Federal government portal for all information and services delivered by the Federal executive agencies. The legal and organizational framework for FirstGov, based on an in-depth case study, is presented and evaluated as a model for future electronic government initiatives.

Chapter 3 is a case study on CARE’s work in Korea during and after the Korean War. It traces CARE’s response to a presidential aid appeal in the United States, shows how American NGOs competed for donor dollars and media attention. In addition, it depicts the difficulties private humanitarian players encountered in a foreign setting involving a refugee crisis and a tight web of players with different stakes, meaning military players, Korean and United States government agencies, United Nations organizations as well as diverse foreign aid agencies.

Abstract The United States Navy (USN) 501-K Series Radiological Controls (RADCON) Program was launched in late 2011, in response to the extensive damage caused by participation in Operation Tomodachi. The purpose of this operation was to provide humanitarian relief aid to Japan following a 9.0 magnitude earthquake that struck 231 miles northeast of Tokyo, on the afternoon of March 11, 2011. The earthquake caused a tsunami with 30 foot waves that damaged several nuclear reactors in the area. It was the fourth largest earthquake on record (since 1900) and the largest to hit Japan. On March 12, 2011, the United States Government launched Operation Tomodachi. In all, a total of 24,000 troops, 189 aircraft, 24 naval ships, supported this relief effort, at a cost in excess of $90.0 million. The U.S. Navy provided material support, personnel movement, search and rescue missions and damage surveys. During the operation, 11 gas turbine powered U.S. warships operated within the radioactive plume. As a result, numerous gas turbine engines ingested radiological contaminants and needed to be decontaminated, cleaned, repaired and returned to the Fleet. During the past eight years, the USN has been very proactive and vigilant with their RADCON efforts, and as of the end of calendar year 2019, have successfully completed the 501-K Series portion of the RADCON program. This paper will update an earlier ASME paper that was written on this subject (GT2015-42057) and will summarize the U.S. Navy’s 501-K Series RADCON effort. Included in this discussion will be a summary of the background of Operation Tomodachi, including a discussion of the affected hulls and related gas turbine equipment. In addition, a discussion of the radiological contamination caused by the disaster will be covered and the resultant effect to and the response by the Marine Gas Turbine Program. Furthermore, the authors will discuss what the USN did to remediate the RADCON situation, what means were employed to select a vendor and to set up a RADCON cleaning facility in the United States. And finally, the authors will discuss the dispensation of the 501-K Series RADCON assets that were not returned to service, which include the 501-K17 gas turbine engine, as well as the 250-KS4 gas turbine engine starter. The paper will conclude with a discussion of the results and lessons learned of the program and discuss how the USN was able to process all of their 501-K34 RADCON affected gas turbine engines and return them back to the Fleet in a timely manner.

Effective utilization of oceanic space in Japan is just recent compared to U.S. Since the end of 19th century, water utilization and management for residence constructed on lake was promoted in U.S. It is then the aim of this paper to comprehend the laws and regulations for floating residence as well as water utilization and management of United States. Through web survey, each State in United States will be searched if there are existing laws and regulation on floating residence. After searching and reading all conditions of the U.S. States regarding laws and regulation as well as legal positions on floating residence, two states in the west coast of U.S: Seattle in Washington and Sausalito, California are chosen for this study. Floating residence in U.S. are divided into two; the Floating Homes and Houseboats. Floating Homes are handled by law the same with homes built in land while Houseboats are treated as type of ship. The State managing the water will lease it to the private sector, then, building of Floating Home will be carried out. Furthermore, design and construction of Floating Homes follow the building standards of the counties and cities where it will be built.

Assessing the output of past foreign policy is instrumental for any country to learn policy-relevant insights, to appreciate its experience, and to improve its future conduct. To glean such insights, this article borrows Baldwin’s framework in assessing the success and failure in foreign policy. Using a case study analysis, it assesses the United States’ (U.S.) influence attempt towards Indonesia to resolve the 1999 East Timor humanitarian crisis. President Clinton’s decision to undergo an influence attempt primarily aimed to change Indonesia’s policy while gaining support from U.S. allies in the process. The article finds that Clinton’s decision was a highly successful attempt. This finding is based on several factors: (1) the attempt effectively attained the intended primary and secondary goals at a considerably high degree; (2) it was conducted at a considerably low cost for the U.S.; (3) it inflicted a high cost towards Indonesia; (4) the increase in Clinton’s stake strengthened the U.S. resolve to pursue the influence attempt; and (5) Clinton had successfully overcome the difficult undertaking as Indonesia possessed higher stake over East Timor. These findings provide some lessons for both U.S. and Indonesian foreign policymakers to chart future relations for the two nations.

With the passage of the Eighteenth Amendment, the federal government developed and enforcement strategy that charged the U.S. Coast Guard with preventing the illegal importation of liquor on the high seas surrounding the United States. The U.S. Customs Bureau guarded the nation's ports and borders, and the Prohibition Bureau working with state and local law enforcement patrolled the nation's interior. Congress, however, failed to appropriate the resources needed to enforce the law. The Coast Guard lacked enough ships to patrol U.S. waters, and faced uncertainty over the extent to which American authority extended out from shore. The Coast Guard picketed, tracked and trailed suspected rum runners, and disrupted the Rum Rows that developed off the coasts of American cities, but could not fully stop liquor smuggling.

During the past 10 years or so, governments in the United States have rushed to adopt and implement electronic government or e-government (defined as the electronic delivery of governmental information and services 24 hours per day, seven days per week, see Norris, Fletcher, & Holden, 2001). Today, the federal government, all 50 state governments (and probably all departments within them), and the great majority of general purpose local governments of any size have official presences on the World Wide Web through which they deliver information and services and, increasingly, offer transactions. In this article, I examine the current state of the practice of e-government at the grassroots in the U.S.—that is, e-government among American local governments. In particular, I address the extent of local adoption of e-government, including the reasons for adoption, the relative sophistication of local e-government, and barriers to and initial impacts of e-government.

In general, there are many disincentives standing in the way of promoting change in public procurement practices by government agencies. Because engaging in sustainable purchasing requires some level of entrepreneurialism and risk-taking, a sorting framework is adopted to gauge whether some organizations are systematically more likely to pursue sustainable public purchasing (SPP) efforts than others. One-way analysis of variance and other methods are applied to a survey of public procurement practitioners across over 300 governments in the U.S. Results strongly suggest that agencies of various scope and reach tend to abstain from aggressively pursuing SPP efforts. However, when they do employ SPP, these efforts tend to be quite variable across and within levels of government and organizational size. In an effort to bridge theory with empirical data, a strong case can be made that the current state of SPP in the United States is the result of random and very cautious experimentation with little systematic pattern to SPP adoption.

Many problems exist for United States (U.S.) descendants of Cabo Verde (In 2015, the government of Cabo Verde asked in the United Nations that the official name be Cabo Verde in all documents, opposed to the colonial version, “Cape Verde”) Islands seeking dual citizenship. Much of this is due to multiple 20th century racial discriminatory practices by the U.S. in soliciting cheap labor from Cabo Verde Islands, including changing the birth names of Cabo Verdean immigrants when they entered the United States. Without knowing the true birth names of their ancestors, descendants such as myself have no access to proof of birth in the dual citizenship process. Years often pass by as Cabo Verdean Americans search for clues that may lead to proving their legal status through family stories, and track related names as well as birth and death records. For many, dual citizenship may never be granted from the Cabo Verdean government, despite having U.S. death certificates that state that the family member was born in Cabo Verde. This autobiographical case study explores why so many Cabo Verdean Americans seek dual citizenship with a strong desire to connect to their motherland. Moreover, issues related to language, class and colorism discrimination between Cabo Verdean-born immigrants and descendants in the U.S. are explored. In so doing, the researcher hopes to ameliorate the divisions between the current government policies and Cabo Verdean American descendants, as well as build greater intracultural connections between those born in the Cabo Verde Islands and those born in the U.S. and elsewhere.

Abstract Six foods representative of a wide variety of processed, dried powder processed, and raw food types were analyzed by the Visual Immunoprecipitate Assay (VIP®) for Salmonella and AOAC INTERNATIONAL culture method. Paired samples of each food type were simultaneously analyzed; one sample by the VIP method and one by the AOAC culture method. A total of 24 laboratories representing federal government agencies and private industry, in the United States and Canada, participated in this collaborative study. Food types were inoculated with species of Salmonella with the exception of raw ground chicken, which was naturally contaminated. No statistical differences (p < 0.05) were observed between VIP for Salmonella interpretation and the AOAC culture method for any inoculation level of any food type or naturally contaminated food. The method was adopted Official First Action status by AOAC INTERNATIONAL.
