Analysing a Rural Community's Reception of ICT in Ghana

The Fiankoma Project was a development awareness (DA) initiative run by the Video Educational Trust aiming to link the small rural community of Fiankoma (Ghana) with people and institutions in Brighton UK through Information and Communication Technologies (ICT). People in both settings produced accounts of their lives using digital media that were turned into a Web site for cultural exchange and development education. A parallel research project Understandings of education in an African village: The impact of information and communication technologies1 studied the effects of the intervention on the Ghanaian community, seeking to gain the perspective of rural Africans on ICT and development and particularly education. Ethnographic and participatory methods enabled the research to achieve an unusual perspective on these issues (Thomas & Ahmed, 2004; Chambers, 2003).

The impact and benefit that information and communication technologies (ICT) have in the educational field require new teaching skills. This fact has been increased by the recent crisis caused by COVID-19. This study tries to investigate the level of digital teaching competence (DTC) of Higher Education teachers of Health Sciences, and its relationship with several variables. For this, it has the participation of 300 teachers from the 9 universities of Andalusia (Spain). The research is structured through a descriptive (RQ1) and inferential (RQ2) design. The answers given to the DigCompEdu Check-In questionnaire adapted to the Spanish context are analyzed. The results, which show high levels of reliability of the questionnaire (Cronbach and McDonald) and validity (CFA), indicate that the level of competence is basic-intermediate. In addition, the area in which teachers excel is digital resources. For this reason, it is proposed to structure personalized training plans and continue expanding the characteristics of this study at an international level.

The article is devoted to e-diplomacy (also known as digital diplomacy) which is a component of public diplomacy. Digital diplomacy is a one of the new tools of foreign policy that is aimed to solve the problems of international and interethnic relations. The article examines the concept and definition of digital diplomacy that concentrates on the use of social networks and digital media in the field of foreign policy. Purpose: To identify the current strategic stability problems associated with the destructive impact of information and communication technologies (ICT) on the basis of analysis and systematization according to various parameters of cyber risks and threats to international security and global stability that can reduce the level of strategic stability and to develop relevant proposals that can lay the foundation for creation of a deterrence policy in the ICT domain. Research method: analysis, synthesis and scientific forecasting, expert assessment, comparative analysis of the cyber domain within the framework of a systematic approach. Result: the article presents analysis and systematization risks and threats to international security and global stability emanating from the cyber sphere according to various parameters. The article proves the impact of the accelerated development of information and communication technologies (ICT) on strategic stability, and that ensuring the cybersecurity of nuclear weapons requires special attention. The global problems of strategic stability at the current stage are posed and the conclusions are that the protection of strategic weapons, early warning systems, air and missile defense, communications, command and control over nuclear weapons from harmful ICTs are the pressing global problems of our time. Specific scenarios of cyber threats leading to a decrease in the level of strategic stability below the necessary and sufficient level have been elaborated, and proposals have been formulated to minimize the corresponding escalation threats. Proposed measures can become a basis for a deterrence policy in the ICT domain, as it was done during the period of bipolarity with regard to nuclear weapons, and become the foundation for broader international agreements on arms control in the so-called nuclear information space of the future.

Introduction. Modern education of children is one of the most rapidly changing systems, actively using modern capabilities of information and communication technologies and e-learning tools. Information and communication technologies increase the load on the visual, auditory analyzers, the nervous system and contribute to the development of overwork in children. The use of digital media is becoming increasingly widespread, not only in school, before and in preschool education. To substantiate the concept and integrated system of the hygienic safety of electronic educational content and children’s life in conditions of hyper-informatization, physiological and hygienic studies are required. Materials and methods. In order to develop the scientific foundations and technologies for ensuring the hygienic safety of children in the “Digital School”, an expert-analytical study was carried out based on the results of representative hygienic observations and non-randomized controlled studies with Contribution of volunteers. Results. Studies of childhood hygiene allowed justifying the modern system of hygiene and health care of children and adolescents in a hyper-informational society, including criteria of the hygienic safety, including in the editorial, intended for children and adolescents; sanitary rules and norms of ensuring the hygienic safety of the new generation; federal recommendations of medical support of students in the conditions of using information and communication technologies; federal guidelines for students ’mental health and well-being; recommendations to the family in the field of ensuring the safety of children’s life in a digital environment; recommendations to producers and distributors of content in the field of ensuring the medical, psychological and pedagogical safety of children’s life, including the age marking of information products; gaming educational and educational programs on the rules for the safe use of children on the Internet; a system for monitoring the effectiveness of hygienic safety policies and protecting children from negative information in a hyper-information society. Conclusion. The developed system and technologies for ensuring the hygienic safety of the “Digital School” are significant for the medical and preventive basis of the health saving of students in the Decade of Childhood in Russia (2018-2027).

The purpose of this research was to study the impact of project-based learning and information and communication technologies on students’ motivation. Two second-year classes in electrical engineering at the University Tahri Mohamed in Béchar, Algeria, were involved in the study. The experiment compared the level to which one class of students mastered goals without the use of information and communication technologies, to the mastery achieved by a second class which participated in a tutorial that has a technological tool built into the project-based approach. The subject of power electronics was chosen for this study because of its different knowledge, which is strongly represented in difficult learning contents for students. A questionnaire about motivation was used to collect data within an experimental research plan. After three months of conducting the study, the results demonstrated that the integration of the tutorial with the project-based approach is likely to increase students’ motivation to learn and to master the subject of power electronics.
