This chapter explores the institutional opportunities and challenges of adopting wireless communications for mobile government at the local level. The basic ingredients of wireless for m-government include the wireless devices and the wireless infrastructure. The proliferation of wireless devices provides opportunities for transforming field operations, coordinating emergency management, enhancing citizen services and participation, and narrowing the digital divide. Challenges, however, exist in terms of wireless security, interoperability, and infrastructure provision.

Wireless security is the prevention of unauthorized access to computers using wireless networks .The trends in wireless networks over the last few years is same as growth of internet. Wireless networks have reduced the human intervention for accessing data at various sites .It is achieved by replacing wired infrastructure with wireless infrastructure. Some of the key challenges in wireless networks are Signal weakening, movement, increase data rate, minimizing size and cost, security of user and QoS (Quality of service) parameters... The goal of this paper is to minimize challenges that are in way of our understanding of wireless network and wireless network performance.

VANET is a type of Mobile Ad-hoc network (MANET) that provides wireless communication between close by moving vehicles as well as between vehicles and road side fixed equipment. It requires the vehicles to be equipped with sensors and wireless devices and fixed roadside wireless infrastructure. There are number of research issues like Highly Dynamic Topology, Signal fading, Limited Bandwidth, Intermittent Connectivity, Mobility Modelling, Propagation Model, Routing which needs attention. The scope of this chapter is focused on various advances in Greedy Forwarding routing techniques. Various VANET routing protocols are reviewed and compared in this chapter.


Wireless Security has become increasingly important in recent years. The amount of devices that connect to the internet has skyrocketed with the capability of connecting wirelessly to these devices being recently added. Very few of these devices are equipped with proper security methods. One such device that only recently has been added to the pool of wireless devices is implantable medical devices such as pacemakers. Patients and doctors can connect to these devices to update firmware, view information, and manage the device in other ways; however, the devices still lack the proper cybersecurity and are vulnerable. This paper presents a review of security risk of wireless implantable medical devices, the obstacles and solutions to address security threads that these devices might be exposed to.

In today’s society, the use of social media has increased the public’s desire to receive information quickly and to be able to interact with communicators. During a disaster, the trend to turn to social media for information has risen in popularity. Society’s reliance on social media and quick access to information has led the field of emergency management and the role of a Public Information Officer to adapt to include social media as a crisis communication channel for information dispersal. Existing frameworks for the use of social media as a channel for crisis communications provide guidance for emergency management agencies across all levels of government but fail to account for the varying access to communication resources at the local level. Due to the differing access to communication resources and unique relationships with stakeholders at the local level, there is a need for guidance on how local emergency management agencies can use social media to disperse essential information. The proposed Communication Hub Framework utilizes local emergency management professionals’ relationships with key community stakeholders to aid in the distribution of essential information to community members via social media during a disaster.

This essay explores the development of wireless communications from radiotelegraphy to broadcasting. An under analyzed and important topic, Porfirian and revolutionary wireless officials and policies laid the foundation for Mexico’s powerful broadcasting and telecommunications industries. From the beginning, communications specialists used radio for state and nation building, especially in the hinterlands. The Revolution briefly shifted the focus of wireless experts away from the frontiers and toward warfare; however, the upheaval actually expanded the number of wireless devices and technicians. These professionals subsequently became essential figures in communications projects carried out during the presidencies of Venustiano Carranza and Álvaro Obregón, as well as during the rise of broadcasting in the 1920s. El presente ensayo analiza el desarrollo de las radiocomunicaciones, desde la radiotelegrafía hasta la radiodifusión. El tema ha sido poco analizado, pero es importante: los oficiales y las políticas de radiocomunicación porfiristas y revolucionarios sentaron las bases de las poderosas industrias de la radio y la telecomunicación en México. Desde un principio, especialistas en comunicaciones utilizaron la radio para la construcción del estado y la nación, especialmente en las fronteras del país. La revolución desplazó brevemente la atención de los expertos lejos de las fronteras y hacia la guerra; sin embargo, el levantamiento no hizo sino aumentar el número de aparatos y técnicos de radiocomunicación. Más adelante, estos profesionales se convertirían en figuras esenciales en proyectos de comunicación emprendidos durante las presidencias de Venustiano Carranza y Álvaro Obregón, así como durante el florecimiento de la radiodifusión en la década de 1920.

Purpose – The purpose of this paper is to identify barriers that prevent local governments from applying PPPs in their road development projects. Design/methodology/approach – Based on insights from a literature review, interviews were held with relevant staff to identify barriers. These were verified and their relative significance was determined through the use of a questionnaire, before being reflected upon and compared with literature findings. Findings – The research identified 37 barriers to local governments using PPPs in road development projects and showed that four barriers consistently stand out. First, the application of PPPs requires local governments to adapt their current working methods, which amounts to a large impediment to local governments applying PPPs. Second, local government employees believe that applying PPPs might effectively exclude local contractors from involvement in projects. Finally, local governments experience the whole PPP approach (the third barrier) and the PPP contract (the fourth) as overly complicated. Practical implications – To increase the use of PPPs for infrastructure provision at the local level, one has to focus on removing dominant local barriers as identified in this research. Originality/value – Although local-level PPPs have seen increasing interest, this is one of the first studies paying attention to the barriers to using PPPs for local road development projects.

The rapid development in wireless communications has demanded multiband or wideband antennas to support wireless communication devices such as smart phones, tablets, laptop computers, radar system, satellite communication, airplane, and unmanned airborne vehicle (UAV) radar. It has also demanded compact wireless devices that allow more space to integrate other electronic components. The aim of this chapter is to provide an idea of current R&D trends and novel approaches in design, analysis and synthesis of broadband, multiband and reconfigurable antennas for the new generation of mobile communication devices, as well as for UWB communications, radars and so on.

Research and practices in electronic business (e-business) have witnessed an exponential growth in the last few years (Liautand & Hammond, 2001). Wireless technology has also evolved from simple analog products designed for business use to emerging radioactive, signal-based wireless communications (Shafi, 2001). The tremendous potential of mobile computing and e-business has created a new concept of mobile e-business or e-business over wireless devices (m-business).
