Organizations with unique characteristics and transaction processing requirements, such as government agencies, often satisfy these requirements by (a) acquiring software from vendors who have developed applications for that particular type of organization, or (b) developing software internally from scratch. When either of these approaches is taken, the development costs are spread over a relatively small number of organizations, and the resulting system can be very expensive. Also, due to the uniqueness of the application and the relatively small number of users, it may take a long time to identify and correct any processing errors. An alternative is to acquire generalpurpose software that has been developed for a wide range of organizations, and to adapt it for the agency in which it will be installed. However, this alternative approach is frequently not undertaken because it is often believed that general-purpose software is unable to provide all of the information required by the organization. When the required information can be provided, though, general-purpose software can be less expensive and less timeconsuming to implement.

Opening ParagraphOne of the most interesting problems of pre-colonial history is the relation of so-called secret societies to indigenous government. In West Africa they are concerned mainly with the ownership and use of supposedly supernatural medicines and the propagation of certain cults.These are the functions also of other associations, but what principally distinguishes secret societies from the ordinary medicine society or cult is the esoteric basis of their activities. Not only do the secret societies employ particular rituals, signs, symbols, and forms of knowledge which are withheld from non-initiates, but these things are regarded as a special source of power through being kept private. Associations of this kind are prevalent in southern Nigeria, and are particularly numerous in the coastal area of rain-forest in general, including the Ivory Coast, Liberia, Sierra Leone, and parts of Ghana and Portuguese Guinea. They are not secret in any other respect. On the contrary, not only is the existence and general purpose of these societies known to every grown-up person, but in many places the wide range of their activities makes them the dominant social force. They are frequently responsible for tribal education, regulate sexual conduct, supervise political and economic affairs, and operate various social services, including entertainment and recreation as well as medical treatment.

A bibliographic retrieval package developed on the database management system (DBMS), dBASE II, under the CP/M operating system is described, together with its use by the author. The background to its development and a discussion of the DBMS approach is included. The system is intended for use by non-trained staff and its acceptance of a wide range of document types makes it ideal for use in special libraries. The article demonstrates how general purpose software may be utilized by information units.

The role of monetary factor in generating inflationary processes in Russia has stimulated various debates in social and scientific circles for a relatively long time. The authors show that identification of the specificity of relationship between money and inflation requires a complex approach based on statistical modeling and involving a wide range of indicators relevant for the price changes in the economy. As a result a model of inflation for Russia implying the decomposition of inflation dynamics into demand-side and supply-side factors is suggested. The main conclusion drawn is that during the recent years the volume of inflationary pressures in the Russian economy has been determined by the deviation of money supply from money demand, rather than by money supply alone. At the same time, monetary factor has a long-run spread over time impact on inflation.

Deep learning techniques are being increasingly used in the scientific community as a consequence of the high computational capacity of current systems and the increase in the amount of data available as a result of the digitalisation of society in general and the industrial world in particular. In addition, the immersion of the field of edge computing, which focuses on integrating artificial intelligence as close as possible to the client, makes it possible to implement systems that act in real time without the need to transfer all of the data to centralised servers. The combination of these two concepts can lead to systems with the capacity to make correct decisions and act based on them immediately and in situ. Despite this, the low capacity of embedded systems greatly hinders this integration, so the possibility of being able to integrate them into a wide range of micro-controllers can be a great advantage. This paper contributes with the generation of an environment based on Mbed OS and TensorFlow Lite to be embedded in any general purpose embedded system, allowing the introduction of deep learning architectures. The experiments herein prove that the proposed system is competitive if compared to other commercial systems.

Abstract Professionals who work with grandparents raising grandchildren have cross-cutting training needs that span content in gerontology, social services, child welfare and program development. To address these needs, a unique, asynchronous, online continuing education program was launched by the UMaine Center on Aging. To-date the program has 177 individual program completers with learners from across the U.S. and Hong Kong that are affiliated with a diverse set of organizations and perform a wide range of professional and lay functions. Participant data indicate that the program has appealed to a wide variety of learners including participants who serve caregivers generally (60.8%) and grandparents raising grandchildren specifically (81%). A small majority (55.6%) of the agency-based learners reported serving, on average, more than 40 grandfamilies annually. Self-reported learning levels were notable ranging from a mean low of 3.46 out of 4 points (N = 157, SD = 0.59) for the volunteer recruitment and mentorship programming module to a mean high of 3.79 (N = 167 ,SD = 0.45) for the caregiver self-care module. Evaluation results from the first seven learner cohorts underscore the efficacy of program content as well as the utility of performing an initial program needs assessment to guide curriculum development. Practice implications for future continuing education efforts targeting grandfamilies professionals and lay leaders include: the need for easily accessible online education in combination with supplemental training opportunities addressing topics such as the long-term impact of substance use disorder and trauma combined with locally relevant content on grandfamilies and legal resources.

AbstractInteractions between light and matter during short-pulse laser materials processing are highly nonlinear, and hence acutely sensitive to laser parameters such as the pulse energy, repetition rate, and number of pulses used. Due to this complexity, simulation approaches based on calculation of the underlying physical principles can often only provide a qualitative understanding of the inter-relationships between these parameters. An alternative approach such as parameter optimisation, often requires a systematic and hence time-consuming experimental exploration over the available parameter space. Here, we apply neural networks for parameter optimisation and for predictive visualisation of expected outcomes in laser surface texturing with blind vias for tribology control applications. Critically, this method greatly reduces the amount of experimental laser machining data that is needed and associated development time, without negatively impacting accuracy or performance. The techniques presented here could be applied in a wide range of fields and have the potential to significantly reduce the time, and the costs associated with laser process optimisation.

AbstractThe entities of real-world networks are connected via different types of connections (i.e., layers). The task of link prediction in multiplex networks is about finding missing connections based on both intra-layer and inter-layer correlations. Our observations confirm that in a wide range of real-world multiplex networks, from social to biological and technological, a positive correlation exists between connection probability in one layer and similarity in other layers. Accordingly, a similarity-based automatic general-purpose multiplex link prediction method—SimBins—is devised that quantifies the amount of connection uncertainty based on observed inter-layer correlations in a multiplex network. Moreover, SimBins enhances the prediction quality in the target layer by incorporating the effect of link overlap across layers. Applying SimBins to various datasets from diverse domains, our findings indicate that SimBins outperforms the compared methods (both baseline and state-of-the-art methods) in most instances when predicting links. Furthermore, it is discussed that SimBins imposes minor computational overhead to the base similarity measures making it a potentially fast method, suitable for large-scale multiplex networks.
