Ethics and Integrity Training for Czech Public Officials

The purpose of the contribution is to present a newly designed training programme for public administrators in ethics and integrity. The programme was developed based on a broad empirical research among public administrators at the central and local levels of public administration aiming at identification of core values, major ethical issues, attitudes, and ethics instruments in place on the one hand and the training needs of civil servants and other public administrators on the other hand. Attention was paid to differences among rank-and-file administrators and managers and to differences between men and women where relevant.

This chapter discusses social exclusion in European migration from a gendered and historical perspective. It discusses how from this perspective the idea of a crisis in migration was repeatedly constructed. Gender is used in this chapter in a dual way: attention is paid to differences between men and women in (refugee) migration, and to differences between men and women as advocates and claim makers for migrant rights. There is a dilemma—recognized mostly for recent decades—that on the one hand refugee women can be used to generate empathy, and thus support. On the other hand, emphasis on women as victims forces them into a victimhood role and leaves them without agency. This dilemma played itself out throughout the twentieth century. It led to saving the victims, but not to solving the problem. It fortified rather than weakened the idea of a crisis.

Scholars interested in theorizing about political representation in terms relevant to democratic governance in mid-twentieth century America find themselves in a quandary. We are surrounded by functioning representative institutions, or at least by institutions formally described as representative. Individuals who presumably “represent” other citizens govern some 90 thousand different political units—they sit on school and special district boards, on township and city councils, on county directorates, on state and national assemblies, and so forth. But the flourishing activity of representation has not yet been matched by a sustained effort to explain what makes the representational process tick.Despite the proliferation of representative governments over the past century,theoryabout representation has not moved much beyond the eighteenth-century formulation of Edmund Burke. Certainly most empirical research has been cast in the Burkean vocabulary. But in order to think in novel ways about representative government in the twentieth-century, we may have to admit that present conceptions guiding empirical research are obsolete. This in turn means that the spell of Burke's vocabulary over scientific work on representation must be broken.To look afresh at representation, it is necessary to be sensitive to the unresolved tension between the two main currents of contemporary thinking about representational relationships. On the one hand, representation is treated as a relationship between any one individual, the represented, and another individual, the representative—aninter-individualrelationship. On the other hand, representatives are treated as a group, brought together in the assembly, to represent the interest of the community as a whole—aninter-grouprelationship. Most theoretical formulations since Burke are cast in one or the other of these terms.

Sons and Lovers (1913) is one of D.H. Lawrence’s most prominent novels in terms of psychological complexities characteristic of most, if not all, of his other novels. Many studies have been conducted on the Oedipus complex theory and psychological relationship between men and women in Lawrence’s novels reflecting the early twentieth century norms of life. This paper reexamines Sons and Lovers from the perspective of rivalry based on Alfred Adler’s psychological studies. The discussion tackles the sibling rivalry between the members of the Morels and extends to reexamining the rivalry between other characters. This concept is discussed in terms of two levels of relationships. First, between Paul and William as brothers on the one hand, and Paul and father and mother, on the other. Second, the rivalry triangle of Louisa, Miriam and Mrs. Morel. The qualitative pattern of the paper focuses on the textual analysis of the novel to show that Sons and Lovers can be approached through the concept of rivalry and sibling Rivalry. Up to now, in the traditional biomedical paradigm the terms "sex" and "gender" have either been used synonymously and the insertion of gender among the determining elements of conditions of wellbeing/disease has been difficult, and obstructed by disciplinary rigidities that retarded the acceptance of an approach which had already been largely found to be valid in other areas of research. The effected simplification demonstrated its limitations in describing the theme of health; but if, on the one hand, there has been a growing awareness of a subject which can in no way be considered "neutral", on the other hand there continues to be insufficient attention, both in theoretical analysis and in empirical research, given to female differences. The article is intended to support that the sick individual is a person, with his/her genetic heritage, his/her own cultural acquisitions and personal history, and own surrounding life context; but these and similar factors have not traditionally been taken into consideration by official medicine and welfare systems, despite a hoped-for socio-health integration.

Localization is increasingly making its way into translation training programs at university level. However, there is still a scarce amount of empirical research addressing issues such as defining localization in relation to translation, what localization competence entails or how to best incorporate intercultural differences between digital genres, text types and conventions, among other aspects. In this paper, we propose a foundation for the study of localization competence based upon previous research on translation competence. This project was developed following an empirical corpus-based contrastive study of student translations (learner corpus), combined with data from a comparable corpus made up of an original Spanish corpus and a Spanish localized corpus. The objective of the study is to identify differences in production between digital texts localized by students and professionals on the one hand, and original texts on the other. This contrastive study allows us to gain insight into how localization competence interrelates with the superordinate concept of translation competence, thus shedding light on which aspects need to be addressed during localization training in university translation programs.

The article deals with the gender ideals cultivated within contemporary fitness and gym culture - in particular the paradoxical features of this culture. On the one hand, traditional gender ideals are maintained and strengthened; on the other hand, there is a development towards an androgynous ideal. The hard and "perfect" body is gradually becoming a dial for both men and women. Men as well as women are facinated by this sculptured and well-trained body. Thus the gym and fitness culture contributes to changes in and a more reflexive attitude towards gender and body ideals.

This article discusses English in terms of its role as a contact language among expanding circle users of English from different first languages. It begins by observing both similarities between English as a Lingua Franca (ELF) and other lingua francas, and the difference in scale between them, with ELF involving a far higher number of people and first languages. The article goes on to explore empirical research into ELF, and its key findings: on the one hand, that certain “nonstandard” English forms are regularly preferred to “standard” (i.e. native) ones, and on the other, that ELF is far more affected by context and accommodation processes, and, therefore, far more diverse, than native Englishes. The notion of “community of practice,” it is argued, is, thus, more appropriate to ELF than that of “speech community.” The article concludes by considering three key areas of ELF research that need to be tackled.

This chapter highlights the various aspects of the daily lives of the poor. In Amsterdam, the poor among the Portuguese Jewish community ranged from the highly educated to the illiterate. On the one hand there were those whose sense of honour debarred them from asking for poor relief, and on the other there were those described as inveterate beggars. There were men and women; large, complete families and fragmented units; and there were people left completely on their own. Some were healthy or young or both, others old or sick or both, with all sorts of variations between them. Many applied for poor relief no more than occasionally; others relied permanently on outside help. The poor relief provided by the Portuguese community constituted no more than a supplement to income from work, private funds, and legacies, and help from friends, relatives, private charity, and other sources. Sephardi Jews who had no access to these sources, or who missed out in other ways, found themselves forced to seek their fortune elsewhere sooner or later.

In this paper, we argue that a focus on favouritism magnifies a central ethical ambiguity in leadership, both conceptually and in practice. The social process of favouritism can even go unnoticed, or misrecognised if it does not manifest in a form in which it can be either included or excluded from what is (collectively interpreted as) leadership. The leadership literature presents a tension between what is an embodied and relational account of the ethical, on the one hand, and a more dispassionate organisational ‘justice’ emphasis, on the other hand. We conducted 23 semi-structured interviews in eight consultancy companies, four multinationals and four internationals. There were ethical issues at play in the way interviewees thought about favouritism in leadership episodes. This emerged in the fact that they were concerned with visibility and conduct before engaging in favouritism. Our findings illustrate a bricolage of ethical justifications for favouritism, namely utilitarian, justice, and relational. Such findings suggest the ethical ambiguity that lies at the heart of leadership as a concept and a practice.

A CI (Cochlear Implant) is a medical device that electrically stimulates the hearing nerve in the cochlea (inner ear). Combined with actively training the hearing, it allows Cl-patients to hear again. In my research, I approached the model underlying the training programme linguistically, to see which theories on speech perception could also apply to the speech perception of CI-patients. Specifically, I examined their speech perception on phoneme level using VC-word lists. With the goal of contributing to an effective hearing training, I have tried to answer the following questions: - which phonemes are particularly difficult for patients? - what kind of confusions are made between phonemes? Mainly based on the literature on hard-of-hearing and normally hearing people, some hypotheses and a research question were formulated. Data-analysis was used to further investigate these hypotheses. A number of significant differences in difficulty were found between different phoneme categories, as well as patterns in the confusion of phonemes. It was found, for example, that long vowels are easier to perceive than short vowels and that for consonants a division can be made between plosives and fricatives on the one hand and nasals and approximants on the other, the latter group causing more problems. The research results are now being used for training CI-patients in Leiden.
