It is widely argued that Blockchain Technology (BCT) is one of the most promising trends nowadays. The most prominent characteristic of this technology is the improved sense of trust to the shared information provided by BCT applications as well as the ubiquitous access to the data ledger. At the same time governments pursue amplified trust from their citizens increasing transparency through shared information and open data. Since BCT supports this strategic goal of governments worldwide, numerous governments try to capitalize on the advances of this technology through testing the results of pilot applications in different vertical governmental sectors. Even though there are several implementations in the Government sector, there is no comprehensive study towards the analysis of the major characteristics of these developments. This paper moves towards the fulfillment of this gap by conducting a thorough analysis of e-Government pilot applications of BCT at a European level providing information to policymakers and practitioners about the grey areas of this technology.

This study was conducted to determine the capacity of Blokchain technology in recording transactions that occurred in the ledger and in general it also offer the government to be applied to the e-Government sector which can increase data transparency, avoid fraud, and increase public trust in the government. This problem also focused on the application, challenges in the future with respect to the allocation of Blockchain technology, and in the e-Government sector, the use of Blockchain technology did not appear to be the main focus therefore it needed deeper observational evidence for the use of Blokchain technology. In its application, the biggest challenges in utilizing blockchain were generally presented as innovations such as security, scalability, and flexibility. In order to approach this problem, theoretical references were used from pre-existing studies that discuss Blokchain technology, e-Government, public services, and the data were collected through indexed journals both on a national and international scale. And the review of this paper concluded that academic research in this sector had only just begun and the issues addressed in the literature were still very limited. Blockchain is considered to be a disruptive core technology. Although many researchers have realized the importance of blockchain, but the research of it is still emerging. It is the record-keeping technology behind bitcoin and is one of the hottest and fastest growing skills in the IT sector today. It serves as an immutable ledger which allows transactions to take place in a decentralized man Blockchain-based applications are rising up, covering numerous fields including finance, healthcare, product management, Internet of Things (IoT), and many more. However, there are still some challenges of blockchain technology such as scalability and security problems which need to be overcome. This paper comprises of a comprehensive study of Blockchain technology. We have included here a deep dive into how blockchains work, its architecture, consensus and various applications. Furthermore, technical challenges are briefly listed.

The purpose of the article. The article considers the Blockchain technology asan innovative tool. In particular, the essence and background of the developmentof blocks, the principles and specifics of the functioning of the system, as well asthe scheme of its work, are determined. The article presents the prospects forusingdistributed registry technologies (blockchain) in various socioeconomic spheresrelated to state administration. Provided examples and forecasts of the use ofblockchain technologies in the provision of state and municipal services forindividuals and legal entities in the following areas: formation of a unified registercontaining the history of the placement of the state, municipal order, as well asprocurement of corporations with state participation and / or control; registers ofdocuments (diplomas, certificates, lost and disavowed passports, policies for movableand immovable property insurance, health, etc.); database of court decisions andexecutive proceedings; public participation portals for citizens of Ukraine district- city – country. The fact that the blockchain technology is, first of all, theprinciples, and not the only possible way of implementing them, allows us to counton maximum openness and multivariate application in a dynamically changingchanging«digital world». Methodology. The research methodology is to use a combinationof methods: analytical, historical, comparative. The scientific novelty. The priorityof state blockchain systems introduction in stationary and distant voting, distributeddocument circulation, medical data registration, land resources registration,electronic auctions (auctions) in Ukraine was grounded. Conclusions. Already today,blockchain systems can change the role and participation of citizens in the conductof the state-management process, by raising the responsibility level, from thetransparent will expression in the elections to regulating the government serviceactivity in the society’s digitization conditions. The main advantages blockchainsystems using by public authorities that will increase the level of citizens trust todigital technologies using in general, namely: reliability and reliability of datastorage, transparency of transactions and virtually absolute protection of informationfrom distortion and unauthorized removal (relocation), are determined. In furtherscientific research it is proposed to consider the promising areas of the blockchaindigital technology usage: service activities of public authorities, legal proceedings,property rights management, implementation of migration control, verification ofgoods and services, registration of data on passing qualifying tests, patenting,intellectual property, digital identification, logistics , taxation, accounting ofbudget funds movement.

Technology changes will always be for the better, not only to the end users but also to the intellectual property owners of the technology and the implementers of the technology. The objective of this paper is to study the feasibility and viability for entrepreneurs to become service providers for the dispensation of fertilizers, pesticides, fungicides and supporting services such as aerial crop reconnaissance using Unmanned Aerial Vehicles (UAV) or drones. The methodology used for this study is SWOT Analysis. Both primary and secondary data is used for this analysis. This study finds that paddy farming employing drones is feasible. The beneficiaries of this study shall be the government, by way of lowering financial cost to subsidise the paddy planting, the farmers who no longer need the services of migrant workers, thus saving production cost, and finally the drone service providers and their downstream business associates who can engaged themselves in very lucrative businesses.

We have tested the feasibility of a method to prevent the occurrence of so-called Questionable Research Practices (QRP). A part from embedded pre-registration the major aspect of the system is real-time uploading of data on a secure server. We outline the method, discuss the drop-out treatment and compare it to the Born-open data method, and report on our preliminary experiences. We also discuss the extension of the data-integrity system from secure server to use of blockchain technology.

The presented study addresses the current problems in the implementation of the distributed ledger (blockchain) technology in supply chain management mechanisms in the context of the digital economy. Aim. The study aims to analyze the application of the blockchain technology in modern economic processes from the perspective of logistics.Tasks. The authors consider the possibility of using the blockchain technology in the supply chain management system and explore ways to use the findings of the Eurasian Economic Commission (EEC) in the fieldof digital economy to organize information standardization processes within the supply chains of foreign and mutual trade.Methods. This study uses general scientific methods of cognition to examine approaches to the implementation of the blockchain technology in transport and logistics processes and to find opportunities for the implementation of smart contracts to ensure the traceability of the entire chain of commodity and information fl ws.Results. Implementation of the distributed ledger (blockchain) technology in the logistics processes of foreign and mutual trade increases the transparency of information fl ws and the speed of decisionmaking. This technology would allow the parties to negotiate directly, minimizing potential risks and the time required to approve a supply deal.Conclusions. The authors consider the possibility of using a systematic approach to the digitalization of transport and logistics processes and the subsequent standardization of information interaction at the B2B, B2G, and G2G levels, segmented by separate fields of transport and foreign trade and individual economic sectors. As a conclusion, the study assesses the prospects of the practical implementation of blockchain mechanisms in the creation of industrial platforms — digital platforms that provide integrated services for businesses and the government using a single window system.

Since the advent of the second digital revolution, the exponential advancement of technology is shaping a world with new social, economic, political, technological, and legal circumstances. The consequential disruptions force governments and societies to seek ways for their cities to become more humane, ethical, inclusive, intelligent, and sustainable. In recent years, the concept of City-as-a-Platform was coined with the hope of providing an innovative approach for addressing the aforementioned disruptions. Today, this concept is rapidly gaining popularity, as more and more platform thinking applications become available to the city context—so-called platform urbanism. These platforms used for identifying and addressing various urbanization problems with the assistance of open data, participatory innovation opportunity, and collective knowledge. With these developments in mind, this study aims to tackle the question of “How can platform urbanism support local governance efforts in the development of smarter cities?” Through an integrative review of journal articles published during the last decade, the evolution of City-as-a-Platform was analyzed. The findings revealed the prospects and constraints for the realization of transformative and disruptive impacts on the government and society through the platform urbanism, along with disclosing the opportunities and challenges for smarter urban development governance with collective knowledge through platform urbanism.

Blockchain technology is the most cutting-edge technology in the field of financial technology, which has attracted extensive attention from governments, financial institutions and investors of various countries. Blockchain and finance, as an interdisciplinary, cross-technology and cross-field topic, has certain limitations in both theory and application. Based on the bibliometrics data of Web of Science, this paper conducts data mining on 759 papers related to blockchain technology in the financial field by means of co-word analysis, bi-clustering algorithm and strategic coordinate analysis, so as to explore hot topics in this field and predict the future development trend. The experimental results found ten research topics in the field of blockchain combined with finance, including blockchain crowdfunding, Fintech, encryption currency, consensus mechanism, the Internet of Things, digital financial, medical insurance, supply chain finance, intelligent contract and financial innovation. Among them, blockchain crowdfunding, Fintech, encryption currency and supply chain finance are the key research directions in this research field. Finally, this paper also analyzes the opportunities and risks of blockchain development in the financial field and puts forward targeted suggestions for the government and financial institutions.
