Factors Influencing ICT Development in BRICS Countries

The hasty development of information and communication technologies (ICTs) has overwhelmingly altered many aspects of life and societies all around the globe. High-quality information and communication technology (ICT) infrastructure is essential for developing countries to match the pace of economic growth. This can be achieved only with sophisticated infrastructure. Enormous competitive pressure on businesses across the world has made Information and Communication Technologies (ICTs) one of the main drivers of economic growth. This paper studies a select set of economic factors and their respective impacts on ICT development in five leading emerging economies known as BRICS (Brazil, Russia, India, China, and South Africa). The authors' findings demonstrate that in addition to deregulation, existing conditions (socioeconomic factors) must also be considered. They conclude by avowing that policy makers can more easily realize economic development via ICTs if they consider these conditions while cultivating their technology strategies.

This paper investigates, using annual data from 1980 to 2014, whether adoption of information and communication technologies (ICT) fosters economic growth in Indonesia. We employ an Autoregressive Distributed Lag cointegration technique on an augmented neoclassical growth model. The empirical results indicate a positive effect of ICT development on economic growth in both the long-run and short-run. The other regressors, such as total factor productivity, human capital, and capital per worker, also positively affect economic growth. From a policy perspective, the Indonesian government should promote ICT development through greater investment.

This study evaluates the influence of Information and Communication Technologies (ICT) investment and diffusion on Rwanda's economic growth. At the level we recommend, ICT imports greatly improve intermediate inputs to capital goods, resulting in increased economic growth. We use the most recent available data on technical innovation and investment for our empirical study, which spans the years 2005Q1 to 2020Q4. The results of regression analysis show that ICT development has little effect on Rwanda's economic growth. However, we notice a patchwork of information on ICT investment. We utilize ICT goods exports and imports as a proxy for ICT investment, based on previous research. Surprisingly, ICT goods exports have had no impact on Rwanda's economic growth. We do notice, however, that a 1% increase in ICT goods imports boosts economic growth by 3.9 percent. At this level, ICT goods import greatly boost the intermediate input to capital goods, resulting in increased economic growth. As a result, officials should ensure that ICT goods imports should be prioritized through supporting ICT investment to boost economic growth.

Information and telecommunication services are currently a full-fledged resource for social development compared to traditional resources. The growth of the level of scientific and technological progress has led to the incredibly fast development paces in the sphere of information and communication technologies, which has a significant impact on the development of the economy. On the basis of a thorough analysis of the sectors of information and communication technologies and components of the ICT development index, the article substantiates the need for accelerated digitization of the majority of enterprises of different spheres of economic activity with the aim of qualitative development of Ukrainian economy in order to increase its competitiveness in the world. This is explained by the fact that information and technology represent the main economic resource in the period of formation of information society and digital economy, and enterprises of the sphere of communication and informatization are a catalyst for social and economic development of the country as a whole. Using a methodological toolkit of the theory of systematic and correlation-regression analysis, an economic-mathematical model of the development of the sphere of communication and informatization in the regions of the world and individual countries of the world is constructed. It is based on the existing pattern of leading development of the communications sector, but takes into account the degree of economy dependence on the ICT development, which in some regions and countries is 100%. This is due to the approaching mass availability of ICT services in some countries in these regions. On the basis of the constructed model, the forecasting of GDP PPP per capita was carried out, which showed faster rates of growth of the country’s economy with the growth of the development level of the sphere of communication and informatization and accessibility of telecommunication services. In turn, the availability of telecommunication services is influenced by the digital skills of society and the level of their prices, which has necessitated determining the dependence of GDP PPP per capita on prices for communication services of countries with varying degrees of socio-economic development. This makes it possible to identify reserves for improving the productivity of individuals while increasing the availability of telecommunications services.

This paper provides an overview of the current and emerging issues in learning technology research, concentrating on structural issues such as infrastructure, policy and organizational context. It updates the vision of technology outlined by Squires' (1999) concept of peripatetic electronic teachers (PETs) where Information and Communication Technologies (ICT) provide an enabling medium to allow teachers to act as freelance agents in a virtual world and reflects to what extent this vision has been realized The paper begins with a survey of some of the key areas of ICT development and provides a contextualizing framework for the area in terms of external agendas and policy drivers. It then focuses upon learning technology developments which have occurred in the last five years in the UK and offers a number of alternative taxonomies to describe this. Information and Communication Technologies (ICTs) have been seen as pioneering tools for the promotion of the better delivery of government programmes and services, enabling the empowerment of citizens through greater access to information, delivery of more efficient government management processes, better transparency and accountability, and the mitigation of corruption risks. Based on a literature survey of previous research conducted on ICT systems implemented in various countries, this chapter discusses the potential of different ICT tools that have the capacity to help to promote public participation for the purpose of reducing corruption. The chapter specifically reviews the different ICT tools and platforms and their roles as potential weapons in fighting corruption. This chapter also evaluates different ICT tools, including e-government and public e-procurement. Finally, the authors develop a theoretical research model that depicts the anti-corruption capabilities of ICT tools, which in turn, has implications for academics, policy makers, and politicians.

The spread of new Information and Communication Technologies (ICTs) has been recognized worldwide. ICTs are broadly perceived as tools facilitating economic growth and development, especially in backward countries. They are easy and cheap to adopt, require minimum skills for effective use, and bring opportunities for disadvantaged societies. They enable education, knowledge dissemination and sharing, and processing and storing of all kinds of information. The existence of causal relationships between technology diffusion and general economy performance is highly probable. This chapter seeks empirical evidence in existing quantitative links between the process of Information and Communication Technologies (ICTs) adoption and dynamics of economic growth and development in Latin American countries. The authors consider ICTs diffusion patterns in Latin American countries, approximating the diffusion process by S-shaped curves. Afterwards, they aim to detect if there is any quantitative relationship between ICTs adoption dynamics and economic growth and development, and they estimate to what extend ICTs contribute to economic growth and development. The authors hypothesize on existing statistically significant and strong links between the two. They use panel data for Latin American economies from the years 1990-2011. All necessary data are derived from World Telecommunication/ICT Indicators Database 2012 (16th edition) and World Development Indicators 2012.

During the past few years, information and communication technologies and especially the internet are increasingly used in a vast range of human activities, including citizens' interaction with government. In this context, advanced technologies are also being used to more actively engage citizens in democratic processes, which are termed as electronic participation (eParticipation). eParticipation has attracted considerable attention worldwide. In Europe, a large number of initiatives have been funded providing valuable lessons. The aim of this chapter is to map the current state of eParticipation in Europe and provide practical recommendations. More specifically, the authors first present the results of a review of policy documents in the European Union in order to understand how eParticipation fits into European policies. They then present an analytical framework to aid theoretical understanding of eParticipation, followed by the results of a European study on eParticipation initiatives. Based on all these, the authors propose a number of recommendations on eParticipation for policy makers, practitioners, evaluators and research funders.

The tremendous developments in information and communication technologies (ICTs) over the last 20 years have substantially changed communication practices across the world. The Internet and mobile phones help to open new horizons for connections between people, leading to a global network for the sharing of information and ideas. In this new environment, human rights need to have a place, and traditional notions related to mass media need to be adapted to the needs of civil society. Freedom of expression has become much more individualistic, with information exchanges no longer relying on the traditional intermediaries (mass media) but on the exchange of ideas on social networking and other platforms. Civil society participation in the information world requires the necessary infrastructure however. And since states have an obligation to see to it that human rights are realized in practice, this may mean the facilitation of private investments to improve the ICT infrastructure. In this context, ICT policies favoring human rights must encompass a right to development.
