Modern patterns of development of the communication and informatization sphere

Information and telecommunication services are currently a full-fledged resource for social development compared to traditional resources. The growth of the level of scientific and technological progress has led to the incredibly fast development paces in the sphere of information and communication technologies, which has a significant impact on the development of the economy. On the basis of a thorough analysis of the sectors of information and communication technologies and components of the ICT development index, the article substantiates the need for accelerated digitization of the majority of enterprises of different spheres of economic activity with the aim of qualitative development of Ukrainian economy in order to increase its competitiveness in the world. This is explained by the fact that information and technology represent the main economic resource in the period of formation of information society and digital economy, and enterprises of the sphere of communication and informatization are a catalyst for social and economic development of the country as a whole. Using a methodological toolkit of the theory of systematic and correlation-regression analysis, an economic-mathematical model of the development of the sphere of communication and informatization in the regions of the world and individual countries of the world is constructed. It is based on the existing pattern of leading development of the communications sector, but takes into account the degree of economy dependence on the ICT development, which in some regions and countries is 100%. This is due to the approaching mass availability of ICT services in some countries in these regions. On the basis of the constructed model, the forecasting of GDP PPP per capita was carried out, which showed faster rates of growth of the country’s economy with the growth of the development level of the sphere of communication and informatization and accessibility of telecommunication services. In turn, the availability of telecommunication services is influenced by the digital skills of society and the level of their prices, which has necessitated determining the dependence of GDP PPP per capita on prices for communication services of countries with varying degrees of socio-economic development. This makes it possible to identify reserves for improving the productivity of individuals while increasing the availability of telecommunications services.

In recent years, enormous changes are noted worldwide during broad  adoption of Information and Communication Technologies (ICT). These unique  technologies – often perceived as economic development incentives – have a great  ability to spread at high pace and low cost in countries all over the world, bringing  people opportunities to contribute to economic development and growth. New Technologies  play a special role in developing countries, where their in-country adoption  lies in the centre of development strategies. ICT are treated as tools which bring  people access to information, education and knowledge, offering unlimited possibilities  for wealth-creation.  The paper, purely empirical in nature, reports on the pace of adoption of new Information  and Communication Technologies in developing countries, and – additionally  – investigates country-specific ICT diffusion patterns. We expect to uncover  the S-shape curve in the diffusion process in most of developing countries, as well as  in the whole country sample.  For the analysis purposes, we apply all counties which – according to the World  Bank nomenclature – are classified as low-income and lower-middle-income econ-  omies. Our sample covers 46 countries (upper-middle-income and high-income  economies are excluded from the study purposefully) which are classified as developing  economies. The time framework is set for the period of 2000-2011. All data  necessary for the analysis are derived from World Telecommunication/ICT Indicators  Database 2012 (16th edition).


This publication studies the impact of information and communication technologies on the global economy; using the main Indices (Network Readiness Index, Global Innovation Index, E-Government Development Index, E-Participation Index and ICT Development Index) the authors analyzed at a on information society development. Information and communication technologies are an integral part of the global economy; the decisive factor of the country's economic development is the level of ICT use in various areas of public life. The fact of the transition from the “old industrial order” to the “new economy”, which affects the processes of production, processing and transmission of information, transforming the economy, politics and culture in the modern world, becomes obvious. The rapid development and spread of new ICT technologies acquire the nature of the global information revolution. This leads to an irreversible transformation into a new post-industrial type of society. The main idea of this research is relevant within the scientific and practical terms. The subject of the research is the informatization of global economic development. The purpose of the research is to study informatization processes and to analyze ICT as a resource of the modern development of the world economy. The object of the study is the dynamics of the informatization process development and the detailed analysis of the impact of ICT on the world economy. The scientific methods are a system analysis, a factor analysis and a graphical method. The study reveals new components of the world economy and countries’ positions on the global market. The authors conclude that due to the development of ICT, almost all areas of the economy, which have an impact on the development of states and people's welfare, are getting intensified.

The priority vector of development of many countries of the world is digital transformation and creation of a hypercompetitive digital economy. The key trend of modern global economic development in all countries of the world is the rapid spread of information and communication, digital technologies and the development of the digital economy, which causes changes in the business environment, transaction methods and the level of connections between individual entities. The digital economy is an innovative dynamic economy based on the active introduction of innovations and information and communication technologies in all types of economic activities and spheres of society, which increases the efficiency and competitiveness of individual companies, the national economy and living standards. In the third wave of globalization, the digital economy plays an important role in the development of countries, the most important factor of which is information and knowledge, as well as ways to access them. Increasingly, the digital economy is intertwined with the traditional economy, making clear demarcations increasingly difficult. The main products of the digital economy are the same goods and services of the traditional economy provided by computer equipment and digital systems such as the global Internet. However, the rapid development of digitalization is becoming a source not only of new opportunities, but also of serious threats and problems for all segments of the population that need to be taken into account. That is, the digitalization of the economy and all spheres of public life, on the one hand, becomes a challenge and threat to established business models and successful strategies of behavior of enterprises in a market economy, on the other - opens new opportunities for improvement and competitive advantage. Digitalization has significant benefits for economic development. Benefits at the level of the whole society include: economic and social effect of digital technologies for business and society; improving the quality of life; increasing the productivity of all social labor; the emergence of new models and forms of business that can increase profitability and competitiveness; increasing the transparency of economic transactions and ensuring the possibility of their monitoring. During recent decades, the rate of structural shifts in the world economy has been especially fast. One of the factors used to influence these processes was to actively develop hi-tech industries and information and communication technologies. With the course of time, the level of informatization of society becomes a defining factor for a country’s competitiveness and predefines its ability to integrate into the global economy. The article characterizes the readiness of different countries to make a move to an innovative way of development based on analysis of combined rating tables that contain integral indices of society’s informatization level. The level of accomplishment of the task to form an innovative type of economy can be assessed in the link between implementation of science and technology progress achievements (i.e.: through the use of information and communication technologies) and the level of socio-economic development of the world countries. Current positions held by Russia and Poland according to some integral indices are also being analyzed.

Сфера информационно-коммуникационных технологий (ИКТ) на сегодняшний день является одной из наиболее динамично развивающихся сфер в мире. Страны с сильнейшими экономиками мира вкладывают большое количество ресурсов в цифровизацию и интеграцию достижений отрасли высоких технологий в экономику. В рамках данного исследования предпринята попытка оценить влияние развитости сферы информационных технологий на показатели социально-экономического развития в группе развитых и развивающихся стран. ИКТ могут ускорить достижение Целей Организации Объединенных Наций (ООН) в области устойчивого развития, которые на сегодняшний день являются центральными задачами многих стран мира. Этим и объясняется актуальность выявления и исследования факторов, оказывающих влияние на развитие сектора ИКТ и использование сферы высоких технологий в достижении социально-экономических Целей ООН в области устойчивого развития. Для оценки влияния развитости ИКТ на социально-экономические показатели стран выбран метод регрессионного анализа. В качестве центральной переменной, измеряющей уровень развитости сферы ИКТ по странам, выбран показатель развития ИКТ (ICT Development Index). Полученные результаты демонстрируют положительное влияние развитости сферы информационно-коммуникационных технологий на социально-экономи­ческие показатели стран, в то же время в группе развивающихся стран влияние достаточно слабое. Результаты данного исследования могут быть использованы для формирования стратегии развития сектора ИКТ для стран с разным уровнем социокультурного и экономического развития. The field of information and communication technologies (ICT) is today one of the most dynamically developing areas in the world. The countries with the strongest economies in the world are investing a large amount of resources in digitalization and the integration of the achievements of the high-tech industry into the economy. Within the framework of this study, an attempt was made to assess the impact of the development of the information technology sphere on the indicators of socio-economic development in the group of developed and developing countries. Information and communication technologies can accelerate the achievement of the United Nations Sustainable Development Goals, which are now central to many countries around the world. This explains the relevance of identifying and studying the factors influencing the development of the ICT sector and the use of high technologies in achieving the socio-economic UN Sustainable Development Goals. To assess the impact of the development of information and communication technologies on the socio-economic indicators of countries, the method of regression analysis was chosen. The ICT Development Index is chosen as the central variable that measures the level of development of the information and communication technologies sector by country. The results obtained demonstrate the positive influence of the development of the sphere of information and communication technologies on the socio-economic indicators of countries, at the same time in the group of developing countries the influence is rather weak. The results of this study can be used to formulate a strategy for the development of the ICT sector for countries with different levels of sociocultural and economic development.

Purpose of the study. Information and communication technologies are becoming a powerful tool for the development of electronic business. Today, the leaders in the global economic and political space are precisely those countries that have learned to determine the vector of development of information technologies and use new opportunities for their application. The development of innovative digital technologies in Russia and in the world is widely discussed in the framework of various discussion platforms. In particular, at the International Forum “The Digital Future of the Global Economy” (January 31, 2020 Almaty), digitalization of trade processes between the EAEU membercountries became one of the main topics. The annual Tech Week conference (Moscow) is becoming a traditional place for discussing the implementation of innovative technologies in business, as well as for the exchange of experience of leading Russian and world corporations in the field of electronic business. In this regard, there is a need for a comprehensive statistical assessment of the development level of electronic business of the territory.Materials and methods. The research was based on the data of the Federal State Statistics Service for 2018 for the regions of the Volga federal district, and the results of monitoring the development of the information society in the Russian Federation. As a tool for assessing the degree of digitalization of business in the regions of the Volga federal district, the graphic polygon (radar) method is used.Results. The article provides a retrospective analysis of the stages of development of electronic business in Russia. Among the characteristic features of the modern stage of its development are the mass introduction of Internet technologies and the transformation of traditional business methods. The introduction of advanced information and communication technologies contributes to greater involvement of the business sector in electronic business. In terms of the level of development of information and communication technologies (ICT Development Index), Russia ranks 45th among the countries of the world. For the period 2010 - 2018 the development of electronic business in Russia has a positive trend. According to the results of 2018, the volume of the Russian e-commerce market amounted to 1280 billion rubles, or 4.1% of the total trade turnover. According to forecast estimates, by 2023 the volume of Russian e-commerce market will grow to 8.5% of the total turnover and amount to 2780 billion rubles. An integrated assessment of the development level of electronic business was carried out according to sixteen local criteria. As a result of calculating the private and local ranks of the values of the relevant criteria, fourteen polygons of the level of development of electronic business were constructed by the number of regions of the Volga federal district. The results obtained allow us to state the existence of a high degree of heterogeneity of the regions of the Volga federal district according to the integral indicator under study. Among the leading regions in terms of electronic business development are the Republic of Tatarstan, Perm krai and Nizhny Novgorod region. Outsider regions – the Mari El Republic, the Republic of Mordovia, and the Kirov region – are characterized by a low percentage of organizations that used the capabilities of the Intranet and Extranet, the absence of special software for managing sales of goods (works, services), and limited use of software, in particular ERP, CRM and SCM systems.Conclusion. The widespread use of information and communication technologies entails the expansion of opportunities and improving the quality of coordination of business activities. We should remember that if modern business cannot quickly adapt to the new requirements of the digital economy, then it risks becoming uncompetitive. The results of the study revealed a differentiation in the development of electronic business in the regions of the Volga federal district. A similar situation is observed in most constituent entities of the Russian Federation and is due in many respects to specific reasons for each region. The timely fulfillment of the goals and objectives of digital transformations in the Russian Federation reflected in the Digital Economy of the Russian Federation Program and other regulatory documents will help to smooth out the existing imbalances.

In this chapter the authors discuss two central themes: the changing nature of literate activity brought about by Information and Communication Technologies (ICT), and suggestions for how educators could respond to this guided by principles of authentic learning. The access many young people have to ICT has resulted in new forms of literacy as they manipulate technology, using this new knowledge to assist the process of meaning making. Each new technology brings with it navigational concepts, space to negotiate, new genres and a range of modalities, all of which need to be interpreted. ICTs have the potential to reshape literate practices in classrooms as students create, collect, store and use knowledge as they connect and collaborate with people and resources across the world. What is crucial though, is that the nexus between technology and literacy within classrooms is conceptualised through meaningful, relevant and authentic connections with curricula.
