Trends of Educational Informatics in Latin America

Educational Informatics is a multidisciplinary research area that uses Information and Communication Technology (ICT) in education. This article reports a wide overview about the new perspective of educational informatics that has been implemented in Latin America. This general view is the result of the different talks presented during the XIII Conference of Educational Informatics, organized by the Ibero-American Network of Educational Informatics RIBIE (Red Iberoamericana de Informática Educativa) in Colombia. These talks were proposed by international panelists from various parts of Latin America in the lines of ICT for Education and Peace, Thinking and Artificial Intelligence, Emergent Scenarios in Education and Mobiles Technologies and Apps for Entrepreneurship and Learning.

Wearables may have notable potential as an assistive technology for persons with various difficulties. Although quite popular, smartwatches' niches are still revealing. One of them is definitely in the domain of assistive technology due to their communication and location features. Positioning features enable parents or caregivers to know the whereabouts of child or persons with disabilities, thus increasing their safety. The paper presents smartwatch tracking system for people with complex communication needs with emphasis on detection of smartwatch wearer's common movement routes. The application is a result of multidisciplinary research performed in the area of information and communication technology, as an assistive technology aiming to explore the technological possibilities of connecting new generations of mobile devices and their technological supplements, or wearables, in order to establish a different communication and location aids.

Introduction.Information and communication technology (ICT) are becoming a natural part in healthcare both for delivering and giving accessibility to healthcare for people with chronic illness living at home.Aim.The aim was to review existing studies describing the use of ICT in home care for communication between patients, family members, and healthcare professionals.Methods.A review of studies was conducted that identified 1,276 studies. A selection process and quality appraisal were conducted, which finally resulted in 107 studies.Results.The general results offer an overview of characteristics of studies describing the use of ICT applications in home care and are summarized in areas including study approach, quality appraisal, publications data, terminology used for defining the technology, and disease diagnosis. The specific results describe how communication with ICT was performed in home care and the benefits and drawbacks with the use of ICT. Results were predominated by positive responses in the use of ICT.Conclusion.The use of ICT applications in home care is an expanding research area, with a variety of ICT tools used that could increase accessibility to home care. Using ICT can lead to people living with chronic illnesses gaining control of their illness that promotes self-care.

The 21st Century has observed an increase transformation based on economy and social patterns. The challenging of education is now prepared for the future, not for the present. The changing environment of learning is related to competencies and skills rather than in particular subjects and theories. How to teach what is not present yet? Why education must be profoundly related to both Information and Communication Technology and human ethnic? This paper is dedicated to highlight some of these points, bringing some reflections regarding these topics about the relationship between Africa and Latin America, especially Brazil.

The use of information and communication technology ineducation is absolutely necessary to answer problems in the education sector,especially for access and equity and the quality of education. Everything will runsmoothly depending on the technology and network conditions available.Standardization and utilization of ICT in education is very important to ensure thequality of educational processes and outcomes. Teachers as implementers ofeducation are required to design the learning process by presenting the rightlearning atmosphere so that the learning process can take place effectively,efficiently and pleasantly. One learning model that can be used as a reference formodel design and learning based material is the ADDIE model.

This chapter examines the digital divide that exists within Latin American countries. It argues that information and communication technology is creating new opportunities that can be seized to support human development and poverty-reduction strategies. However, it also clarifies that ICT on its own cannot leapfrog the old institutional and organizational weaknesses of Latin American economies and societies. The author hopes that understanding the deep-rooted inequalities that underlie ICT access in Latin America will not only inform researchers on the challenges for the development of the information society in the region, but also assist policy makers in the preparation and implementation of appropriate public policies.
