Location Patterns of Section 8 Housing in Jefferson County, Kentucky

The controversial Section 8 Housing Choice Voucher program is the largest federal low-income housing program. Using GIS-based spatial clustering analysis (Getis–Ord’s Gi statistic) and multiple linear regressions, in this paper, the authors examine the locational patterns of more than 13,600 Section 8 housing units in Jefferson County, Kentucky, and explore key social, economic, demographic, and locational factors underlying the spatial distribution of Section 8 housing. The findings reveal that Section 8 housing continues to concentrate in the central city area with predominantly black residents, a high proportion of families in poverty, and abundant low-cost properties. The Section 8 voucher policy has failed to successfully de-concentrate poor families from these urban areas. Residential mobility of low-income families has been restricted by various factors, most important of which is the lack of accessibility to public transportation across the metropolitan area.

The article presents the reasons for which the issue of providing housing to low-income citizens has been a real challenge in Addis Ababa during the recent years and will continue to be, given that its population is growing extremely fast. It examines the tensions between the universal aspirations and the local realities in the case of some of Ethiopia’s most ambitious mass pro-poor housing schemes, such as the “Addis Ababa Grand Housing Program” (AAGHP), which was launched in 2004 and was integrated in the “Integrated Housing Development Program” (IHDP) in 2006. The article argues that the quotidian practices of communities and their socio-economic and cultural characteristics are related to the spatial attributes of co-housing practices. Drawing upon the idea that there is a mutual correspondence between social and spatial structures, it places particular emphasis on the analysis of the IHDP and aims to show that to shape strategies that take into account the social and cultural aspects of daily life of the poor citizens of Addis Ababa, it is pivotal to invite them to take part in the decision-making processes regarding their resettlement. Departing from the fact that a large percentage of the housing supply in Addis Ababa consists of informal unplanned housing, the article also compares the commoning practices in kebele houses and condominium units. The former refers to the legal informal housing units owned by the government and rented to their dwellers, whereas the latter concerns the housing blocks built in the framework of the IHDP for the resettlement of the kebele dwellers. The article analyzes these processes of resettlement, shedding light of the fact that kebele houses were located at the inner city, whereas the condominiums are located in the suburbs. Despite the fact that the living conditions in the condominium units are of a much higher quality than those in the kebele houses, their design underestimated or even neglected the role of the commoning practices. The article highlights the advantages of commoning practices in architecture and urban planning, and how the implementation of participation-oriented solutions can respond to the difficulties of providing housing. It argues that understanding the significance of the endeavors that take into account the opinions of dwellers during the phase of decision-making goes hand in hand with considering commoning practices as a source of architecture and urban planning frameworks for low-cost housing in this specific context. The key argument of the article is that urban planning and architecture solutions in Addis Ababa should be based on the principles of the so-called “negotiated planning” approach, which implies a close analysis of the interconnections between planning, infrastructure, and land.

AbstractBreast cancer is the most common type of cancer and the leading cause of cancer-related death among women worldwide. Hormone receptor-positive (HR+) tumors represent the most common form of this disease, with more than 70% of breast cancers expressing these receptors. Response and benefit to neoadjuvant chemotherapy (NCT) varies according to HR expression, with lower responses in luminal tumors as compared with hormone receptor-negative (HR-) and human epidermal growth factor receptor 2-positive (HER2+) tumors. Neoadjuvant endocrine therapy (NET) is an option for selected patients with HR+ locally advanced breast cancer. Neoadjuvant endocrine therapy has a favorable toxicity profile, and is associated with benefits such as having low cost and being more easily available even for cancer care professionals outside major urban areas or tertiary centers. These factors are particularly relevant, as 70% of breast cancer deaths occur in women from low-income and middle-income countries. Additionally, NET is being increasingly explored, not simply to allow for less extensive surgery, but also as a scientific tool, with the use of biomarkers to predict outcomes in adjuvant trials and for the individual patient. This review details the current and most relevant evidence about NET for breast cancer as well as the future directions of this field.

As with many metropolitan areas, social housing (SH) provision, which can improve living standards and social welfare, is crucial for urban socio-economic development strategies in Ho Chi Minh City (HCMC). However, there have been issues relating to promoting social housing in the Vietnamese context resulting from the property market and the design. The former is a failure to attract investors. The latter relates to lacking housing models for the mid- and low-income communities. Currently, many low-income families who have low access to the general job market in HCMC have to make a living by running their own business at home. This situation leads to low-income housing establishments in some residential areas. Thus, the planning approach in social housing needs to solve both the demand for low-cost housing and promoting self-employed activities. In this paper, mixed methods, including observation, questionnaires, interviews, data aggregation, and comparison, were conducted with supporting legal conditions and corresponding operating conditions to propose appropriate designs for the SH for self-employed people in HCMC. First, observing and analyzing urban spaces helped identify the unused urban areas that solve the investment issue. Then, after studying the development of social housing in different contexts via the questionnaire and in-depth interviews, self-employed households’ basic information and their business needs in using SH spaces were identified in some districts. Then, based on the legal framework and practical projects, optimal space designs were formed.

The effects of the Great Recession on housing equity and homeownership have been well-documented. However, we know little about how rental households fared and the efficacy of housing subsidies in addressing affordability gaps. This paper examines the extent to which rental housing became less affordable for Extremely Low-Income (ELI) households – those earning less than 30% of the Area Median Income (AMI). I then run regression models to determine the local characteristics most strongly associated with larger affordability gaps, with a focus on whether housing subsidies are effective at combating such gaps. Rental affordability gaps became more pronounced during the Great Recession. In nearly 70% of the counties in my sample, there was an increase from 2007 to 2010 in the number of ELI households per affordable rental unit. Across the country, the increase was 17%, a dramatic increase in only three years. There is considerable variation across the country, with acute affordability crises often concentrated in the South, particularly Florida. Regression models provide compelling evidence that housing vouchers, public housing, and project-based Section 8 subsidies play an important role in limiting the extent to which large numbers of ELI households are competing for a shortage of low-cost rental units. However, these programmes do not respond quickly to local needs – such as those brought about by the Great Recession. A pilot study where local housing authorities had funding to be more agile and responsive would be an important step toward crafting better policy.

The year 2014 had witnessed the scenario where most of the states in Malaysia pledged to declare themselves as Zero Squatter state. Thus far, most of the states in Malaysia are still striving to achieve the goal. The government has therefore aspires to reach the target by the year 2020. The Malaysian government under its 5-years National Plan has since introduced the low, medium and high cost housing categories. The housing policy was therefore designed to provide the public of all income levels, particularly the low-income groups, with affordable housing as part of an effort to eradicate squatters. However, despite the various policies, the number of squatter families remains large, especially in the urban areas. This paper therefore, intends to examine the instruments put forward by the government to eliminate squatters and assess the roles of related parties assigned to achieve the government’s mission. Through a qualitative approach, results demonstrated that Malaysia has various types of polices and guidance at both the federal and state levels in relation to low-cost housing provision. These would have supposed to help reduce the number of squatters in the country. However, to date, Malaysia is still experiencing problems with squatters. This calls for further investigation.

The U.S. Department of Housing and Urban Development (HUD) recently issued rules requiring that federally funded authorities administering public housing must have smoke-free policies. Importantly, this requirement does not extend to Section 8 housing. Under the Section 8 program, public housing vouchers provide subsidies for private rental housing to low-income residents. This study examines support for smoke-free policy options in Section 8 housing. Using a nationally representative survey of adults, we asked 3,070 respondents to agree or disagree with two potential policies. The majority (71%) supported prohibiting indoor smoking everywhere inside buildings that have Section 8 housing units. Alternatively, respondents were less supportive (38%) of a policy to prohibit smoking only inside units with Section 8 subsidies, and allowing smoking in nonsubsidized units. Prohibiting smoking in all units in multiunit housing (MUH) buildings would help protect the health of both the 2.2 million households who receive Section 8 subsidies and their neighbors.

Low cost housing in Jakarta – Indonesia is provided by the government for low-income people in urban areas, in line with the program to redevelop or renew slum areas or densely populated neighborhoods for supporting sustainable living environment in urban area. Sustainable living environment will be achived if people who live in low cost housing have the culture which support and apply green principles. The purpose of research is to give knowledge about the change of life-cycle and life stage of low-income people as the first residents as long as they stay in vertical housing, and their culture to green principles. The research objectives are to determine the characteristics of residents as urban people and the factors which influenced, to know how their culture to apply green principles. The research was conducted at four low cost housing in Jakarta. The results showed that currently the families still have characters as informal-traditional, nuclear family and extended family. The residents generally are as employee or entrepreneur in informal sector, and still as low income family. Demographic, socio-culture, and economic are the factors which influenced life-cycle and life stage of low-income people as urban society. People who live in low cost housing still have traditional culture which support to green principles.

In most urban areas, buses are the most heavily used form of public transportation[1] and more so in Indian cities where buses make up for over 90% of public transport ridership[2]. In the selected Indian metro cities, where formal bus based PT systems are operated by public agencies, they are over-reliant on state support to sustain operations as fare box collections are inadequate in spite of having relatively high ridership. The main challenge for all this is to achieve long term financial sustainability of public transport systems while providing good quality and affordable bus services.This paper investigates internal and external factors that led to the steep and recurrent fare increases in the Bangalore city bus services in the period from 2012–2014 which are operated by Bangalore Metropolitan Transport Corporation. In order to estimate the impact of the recent bus fare increases that have had on the economically weaker sections of the society dependent on these services, the paper presents the results of a random sampling survey study carried out in a central locality in the city that has a large slum area.The key findings throw light on the various ways in which the low income bus users have adapted to reduce their travel costs through changes in travel behavior, travel pattern and modal shifts. The cost of the behavioral changes through lost opportunities and the cost of the modal shifts of the persons earlier favoring public transportation draw attention to the significance of public transport fare policies. Furthermore, the management and operations of the BMTC agency show scope for improvement which can translate into better revenue generation and consequent reduction in fares.

This article reports on the social experiences of tenants moving from low–income neighborhoods in the City of Los Angeles to a racially mixed, lower poverty suburb—the Antelope Valley—using Section 8 Housing Choice Vouchers. Voucher tenants experience significant social exclusion and aggressive oversight. Local residents use racial shorthand to label their black neighbors as voucher holders and apply additional scrutiny to their activity. They aggressively report voucher tenants to the housing authority and police, instigating inspections that threaten tenants’ voucher status. Tenants react to these circumstances by withdrawing from their communities in order to avoid scrutiny and protect their status in the program. These findings illustrate that the social difficulties documented in mixed–income developments may also exist in voucher programs, highlight the ways in which neighborhood effects may be extended to include social experiences, and suggest the limits of the voucher program to translate geographic mobility into socioeconomic progress.
