The problem of resource allocation in the construction industry is a global phenomenon. Resource allocation plays an important role in Indian construction projects. The effective resource management is a prerequisite for project success. This paper aims to identify the critical factors that influence the resource allocation in Indian construction projects in private and public sectors. From extensive literature survey and based on experts’ opinion, forty four factors influencing resource allocation in Indian construction industry were identified. For the quantitative confirmation of the effectiveness of factors influencing resource allocation during the construction stage of a project, a questionnaire survey was conducted with construction professionals like clients, consultants and contractors. Subsequently the collected data was analyzed using the descriptive statistical method and the factors were measured and ranked under each group with Impact index. The findings reveal that the eleven top most critical factors such as materials selection and changes in types and specifications during construction, improper maintenance of equipment, shortage in construction materials, financing between the owner and contractor, force majeure (Fire, Wind damage, Hurricane, Flood), shortage of labours , poor procurement of materials, skill of labours, available of equipment and poor quality of materials. Results show that there is relatively highest agreement between contractor and consultant of about 66.7%. The resources like manpower, materials and equipment related factors are having a total contribution of about 60% and other groups are having of about 40% in resource allocation. However this paper presents recommendations for a better resource management techniques and procedures which can be adopted during conceptual , detailed planning and execution phases of the construction project.

PurposeThe image of the construction industry in China, as in many other countries, is tarnished by its poor safety record. With the rapid development of subway systems in Chinese urban areas, construction workers are being exposed to new risks which are poorly understood and managed. Subway construction projects are large scale and scattered over many construction sites, and involve numerous stakeholders and sophisticated technologies in challenging underground environments. Accident rates are high and have significant economic and social consequences for the firms and people involved. Addressing the gap in research about the safety risk in these projects, the purpose of this paper is to advance understanding of the factors influencing the safety of Chinese subway construction projects with the overall objective of reducing accident rates.Design/methodology/approachA survey was conducted with 399 subway construction professionals across five stakeholder groups. Follow-up interviews were also conducted with five experienced experts in safety management on subway projects to validate the results.FindingsIt was found that the eight most critical factors perceived by stakeholders to influence safety risks on Chinese subway projects are: project management team; contractor-related factors; site underground environment; safety protection during the use of machines; safety management investment; site construction monitoring and measurement; hazard identification and communication; and use of machines in all stages. This indicates that in allocating limited project resources to improve the safety of subway projects, managers should focus on: developing safety knowledge and positive attitudes in leadership teams; formulating effective risk management systems to identify, assess, mitigate, measure and monitor safety risks on site; improving communications with stakeholders about these risks and effectively managing plant, equipment and machinery.Originality/valueThis research contributes a new multi-stakeholder perspective to the lack of safety research in Chinese subway construction projects. The research findings provide important new insights for policymakers and managers in improving safety outcomes on these major projects, producing potentially significant social and economic benefits for society and the construction industry.

Resources play vital role in construction projects. The performance of construction industry depends chiefly on how best the resources are managed. Optimization play pivotal role in resource management, but task is highly haphazard and chaotic under the influence of complexities and vastness. Management always looks for optimum utility of resources available with them. Hence, the project management has got important place especially in resource allocation and smooth functioning with allocated budget. To achieve these goals and to exercise enhance optimization certain tools are used for resource allocation optimally. Implementation of construction project needs a proper planning and scheduling is of vital importance for the project to be executed and run smoothly. A best schedule has to be prepared in such a way that meets the primary objectives of the total project. Those essential destinations are to make a quality venture, finished on time, inside spending plan, and in a sheltered workplace.

Currently, the world encounters the outbreak of an unprecedented epidemic named novel coronavirus COVID -19. World Health Organization (WHO) advises maintaining social distancing, preserving personal hygiene, and staying informed with the latest guidelines. WHO also reports the patients with robust immunity can combat the virus. However, the workers in the construction industry work and live in a crowded and non-hygiene environment. Moreover, they are characterized by illiteracy, a dearth of awareness, and chronic health problems that prove weak immunity. Therefore, this study aims to find the relationship between the virus and the prevailing conditions and the environment of the construction industry, under focus, and study so that the construction industry is not a vulnerability gap that may exacerbate the crisis. An extensive literature exploration for the latest research deals with coronavirus, the construction industry ergonomics, and its relevant diseases. This study makes robust alerts to motivate the governments, organizations, and individuals to collaborate to find solutions to close the gap between the current situation in the construction of ergonomics and the required precaution to avoid the outbreak of the virus. This study makes a crucial and novel contribution by paving the way for providing solutions to save humanity worldwide. The management system should review the conventional risk assessment procedures, and developed criteria must be introduced and become an everyday practice of all construction projects. This will help identify the gaps within the safety procedures associated with the COVID – 19 protection aspects. This article also introduces a framework in this regard.

Background: Claims have increasingly become inevitable in construction projects. A great amount of money, time, and merit of claims are the most critical factors that prudent companies should not overlook. Objective: The objective of the study is to survey claim practices in the Vietnamese construction industry by collecting data from both contractors and consultants. Material and Methods: This paper presents findings that the lack of awareness of the on-site people is the major problem of claims management. Moreover, the inadequacy of supporting evidence, originating from the unawareness of personnel as well as improper documentation system, is also a serious problem causing the loss of chances to recover incurred damages. Conclusion: To overcome these problems, it is recommended that the management should pay more attention to these aspects in order to have effective claim management, by which unnecessary losses could substantially be reduced and deserving compensation would be recovered.

Purpose The purpose of this paper is to identify challenges faced in resource management in the UK construction industry and to propose some solutions to these problems. Design/methodology/approach Based on a qualitative research methodology, 14 experts from the UK construction industry were chosen to be participants in the study. The participants were equally divided into two focus groups to discuss resource management using five projects as case studies. Thematic analysis of the discussion reveals seven key factors that affect resource management. Findings The results show that most of the problems identified are due to poor data management processes and the practice of having data in silos. Overcoming this challenge requires the adoption of big data approaches for resource management to allow the integration of large and different forms of data. Originality/value This study seeks to bring to the fore challenges faced in resource management by the UK construction industry and to outline some solutions to address them.

Purpose In the global construction industry, experience gained in various countries is a major source of competitive advantage. By transferring the knowledge gained in previous projects using an effective knowledge management strategy, they can increase their competitiveness by adopting best practices and by not repeating the same mistakes under similar conditions. The purpose of this paper is to demonstrate how similar countries can be clustered to facilitate learning in global markets. Design/methodology/approach Initially, country factors that can affect success in international projects and can be used to assess the similarity of markets were identified by an extensive literature review and prioritised by a web-based questionnaire. A country evaluation form was prepared to collect country-specific data to be used in the cluster analysis of 39 countries where the Turkish contractors have been frequently working since the last 45 years. Cluster analysis was performed with SPSS 23.0. Findings Three country clusters were obtained and validated. Ultimately, how obtained country clusters may be used to facilitate learning from international construction projects was demonstrated by using an illustrative example. Research limitations/implications The findings depend on the experience and perspective of Turkish contractors doing business abroad. Thus, the identified clusters are not generic. Moreover, country clusters were not identified considering only the country factors such as economy, culture, politics, etc.; thus, countries in the same cluster do not necessarily represent “similar” countries in terms of macro-factors. Clusters were identified so that the lessons learned can be effectively transferred within the same cluster considering construction and project-related factors as well as country-related factors. Although the findings cannot be generalised and clusters are not static, it is believed that the methodology used in this research is repeatable for different countries considering different timeframes. Originality/value Theoretical contributions include the identification of factors that can be used for similarity assessment of countries for transferring lessons learned as well as a methodology for clustering. Findings may also have a practical value for the Turkish contractors.

Variation order refers to any changes from the scope, plan, specification or contract document in the construction project. This changes of work is a common problem in construction projects in Malaysia. It is inevitable in any construction project and this problem can become more serious when variation order causes work progress to be impaired as a results it increased the construction time and cost that affects the construction industry in Malaysia. This paper critically review the causes of variation order in the construction industry on the double-storey terrace housing project in Malaysia. The discussions began with the construction industry in Malaysia and then related parties involved in the construction industry. The extensive local and abroad literature review on the definitions of variation order and analysis of past studies conducted on variation order and the previous study of the prediction model of variation. The extensive literature on variation order in the construction of building project may help to improve the performance in term of time, cost and quality of the construction of building projects in Malaysia.

Over the past three decades, the Kingdom of Saudi Arabia (KSA) has witnessed a significant increase in new building projects and construction industry activity. The KSA construction industry is expected to continue developing and growing at a significant rate in the coming decades. However, several serious issues currently face the construction industry, in particular low productivity, which have contributed to poor outcomes where projects have been delayed or postponed. This paper discusses the major factors influencing productivity in the KSA construction industry. A questionnaire survey using a 5-point Likert scale was used to measure the importance of these factors. It was administered to 176 respondents from Grades 1, 2 and 3 construction companies, which are registered in the Contractors Classification Agency under the Ministry of Municipal and Rural Affairs (MMRA). The questionnaire included five major factors identified from the literature review: managerial, labor-related, materials, tools and equipment, financial, and project-related. Using descriptive statistical analyses, it was found that the most important factors influencing construction productivity were financial factors, including issues such as the limited financial liquidity of the company, payment delays by owners, and limited cash flow. The next main influential factor was project-related, followed by factors related to materials and equipment, labor-related factors, and administrative and managerial factors.

The construction project is a complex sector which characterized with low productivity, cost and time overruns and conflicts. The major challenges in construction project risk assessment which may attributed to knowledge requirements for determining the level of uncertainty and development of complex models to predict . Portfolio theory and capital market theory stipulate that risk consists of two types, First, systematic risk, which cannot be controlled, emanates from external factors such as acts of God, natural disasters, market risk, interest-rate risk, and purchasing-power risk. Second, unsystematic risk, which can be controlled, relates to organization-specific factors such as business risk and financial risk (Fischer and Jordan 1996).) . To identifies the risk factors that influence the cost-effective management, operation, and maintenance of construction project, as well as how and when in the project life cycle the identified risk factors impact to the associated costs . The identification and design of risk is the first step of risk management. It contain the recognition of potential risk event conditions in a project and the clarification of risk responsibilities. A total of 50 risk factors on construction for stake holders (client , contractor ,consultant ) share projects were identified after conducting an extensive literature survey. A questionnaire survey was conducted from 60 project managers(20 from each category) in all three proficiencies with background experience in buildings ,road and bridges with minimum 15 years experience , to identify the most significant risk factors impact in construction projects . Interviews were conducted face to face, ensuring a 100 percent response rate. The questionnaire was amended by incorporating feedback of the experts to suit the local environments of the construction industry. The weight or rate of each risk factor gained by using a five-point Liker scale from a consolidated conceptual framework of all 50 risk factors identified from the deep literature work . The main aim of these research is to identify ,categorize and ranking common risks, exert management techniques to address those risks , effective risk management and risk status in the construction industry and to help stakeholders to take stock of their ongoing and future projects, with a focus on important risks, their management techniques and barriers to effective implementation of risk management systems.

Poor road infrastructure in Nigeria is a significant challenge, just like poverty, insecurity, and unemployment. The construction of road in the country is characterized by numerous challenges throughout the project life cycle. Some of these challenges are project delay and cost overrun, corruption and fraud, faulty contractual process among others. Objectives of this study are to identify factors influencing delays and cost overruns in road construction project, to rank these factors base on their impacts and importance, and to suggest conservative ways to address the future challenges that can result from delays and cost overruns of future road construction projects. The research instruments include in-depth literature review, fieldwork, questionnaire administration, and interview. Inferential statistics such as Relative importance index (RII) and Mean Value techniques were used to analyze collected data. The result of the study identified factors influencing delays and cost overruns in road construction projects as; man related, money-related, machine-related, material related, environmental-related, and method related factors. Analysis using RII and MV ranked man and money related as the highest factors for delay and cost overrun respectively. Hence, the research recommends that the Government should create an enabling environment, making suitable policy for the construction company to operate.
