Resources play vital role in construction projects. The performance of construction industry depends chiefly on how best the resources are managed. Optimization play pivotal role in resource management, but task is highly haphazard and chaotic under the influence of complexities and vastness. Management always looks for optimum utility of resources available with them. Hence, the project management has got important place especially in resource allocation and smooth functioning with allocated budget. To achieve these goals and to exercise enhance optimization certain tools are used for resource allocation optimally. Implementation of construction project needs a proper planning and scheduling is of vital importance for the project to be executed and run smoothly. A best schedule has to be prepared in such a way that meets the primary objectives of the total project. Those essential destinations are to make a quality venture, finished on time, inside spending plan, and in a sheltered workplace.

A best schedule has to be prepared in such a way that meets the primary objectives of the total project. With the help of management tool like primavera, one can manage the scheduling, resource allocation and also time management in a proper and easy way.

The problem of resource allocation in the construction industry is a global phenomenon. Resource allocation plays an important role in Indian construction projects. The effective resource management is a prerequisite for project success. This paper aims to identify the critical factors that influence the resource allocation in Indian construction projects in private and public sectors. From extensive literature survey and based on experts’ opinion, forty four factors influencing resource allocation in Indian construction industry were identified. For the quantitative confirmation of the effectiveness of factors influencing resource allocation during the construction stage of a project, a questionnaire survey was conducted with construction professionals like clients, consultants and contractors. Subsequently the collected data was analyzed using the descriptive statistical method and the factors were measured and ranked under each group with Impact index. The findings reveal that the eleven top most critical factors such as materials selection and changes in types and specifications during construction, improper maintenance of equipment, shortage in construction materials, financing between the owner and contractor, force majeure (Fire, Wind damage, Hurricane, Flood), shortage of labours , poor procurement of materials, skill of labours, available of equipment and poor quality of materials. Results show that there is relatively highest agreement between contractor and consultant of about 66.7%. The resources like manpower, materials and equipment related factors are having a total contribution of about 60% and other groups are having of about 40% in resource allocation. However this paper presents recommendations for a better resource management techniques and procedures which can be adopted during conceptual , detailed planning and execution phases of the construction project.

Purpose The purpose of this paper is to identify challenges faced in resource management in the UK construction industry and to propose some solutions to these problems. Design/methodology/approach Based on a qualitative research methodology, 14 experts from the UK construction industry were chosen to be participants in the study. The participants were equally divided into two focus groups to discuss resource management using five projects as case studies. Thematic analysis of the discussion reveals seven key factors that affect resource management. Findings The results show that most of the problems identified are due to poor data management processes and the practice of having data in silos. Overcoming this challenge requires the adoption of big data approaches for resource management to allow the integration of large and different forms of data. Originality/value This study seeks to bring to the fore challenges faced in resource management by the UK construction industry and to outline some solutions to address them.

Perubahan dalam pembinaan telah lama menjadi isu pertikaian antara pelbagai pihak yang terlibat dalam projek pembinaan. Namun, hanya sejumlah kecil kajian yang rasmi telah dijalankan untuk menganalisis sebab-sebab dan kesan-kesannya. Kajian ini tertumpu kepada analisis kekerapan dan keterukan berbagai-bagai faktor yang mengakibatkan perubahan dalam projek pembinaan rangkaian pembetungan. Adalah penting bagi sesebuah syrikat bukan sahaja mengetahui kos perubahan, tetapi juga mengenal pasti perkara-perkara yang perlu diberi perhatian untuk mengurangkan kos-kos sedemikian dalam projek akan datang. Kesemua data dan maklumat yang diperlukan diperolehi dari fail-fail arkib bagi tiga belas projek yang disahkan melalui temubual. Data-data dikategori untuk menganalisis kekerapan dan keterukan faktor-faktor. Jadual dan carta digunakan untuk menunjukkan hasil-hasil kajian. Daripada hasil analisis, keadaan tapak yang berbeza merupakan faktor utama yang mengakibatkan perubahan. Faktor-faktor ini menyumbangkan 49.3% daripada jumlah bilangan perubahan, 56.2% daripada jumlah kos perubahan dan 3.8% daripada jumlah kos projek. Dua ciri projek, iaitu nilai anugerah kontrak dan gred pendaftaran kontraktor dengan Lembaga Pembangunan Industri Pembinaan (mewakili pengkhususan, kedudukan kewangan dan sumber-sumber lain kontraktor) menunjukkan penyebab yang tertentu dengan perubahan. Kata kunci: perubahan; kekerapan; keterukan; pembetungan; rangkaian; pengkhususan Variations in construction have long been a debatable issue among the different participants involved in construction projects. However, only a few formal studies have been carried out to analyse its couses and effects. This study is focused on the frequency and severity of various factors causing variations in sewerage networks construction projects. It is important for a company not only to know the variation costs, but also to identify the most likely areas on which to focus in order to reduce these costs for the future projects. All the necessary data and information are obtained from archival files of thirteen projects and verified through interviews. These data are categorised to analyse the frequency and severity of factors. Tables and charts are presented to show the research findings. From the analysis, differing site conditions appear to be the major factors contributing to variations. They average 49.3% of the total number of variations, 56.2% of the total variation costs and 3.8% of the total project costs. Two project characteristics i.e. contract award value and the contractor´s registration grade with the Construction Industry Development Board (which represents the contractor´s specialisation, financial and other resources standing) show certain causal relationships with variations. Carbon estimating plays a vital role in the construction industry. The current focus on introducing zero-carbon construction projects reduces operational carbon, at the expense of Embodied Carbon (EC). However, it is important to reduce overall net carbon emissions. There are various methods to estimate carbon, but the accuracy of these estimates is questionable. This paper reviews a novel methodology, the Supply Chain based Embodied carbon Estimating Method (SCEEM), which was introduced recently to accurately estimate EC in construction supply chains. SCEEM is compared against existing EC estimating methods (Blackbook and eToolLCD) using a case study approach. It is also supplemented with a comprehensive literature review of existing EC methods. The EC values calculated using Blackbook and eToolLCD were mostly higher than SCEEM. Since SCEEM uses actual site data and considers first principles-based value addition method to estimate EC, it is considered accurate. The cross-case analysis revealed that SCEEM provided consistent results. Hence, SCEEM is recommended to accurately estimate EC of any type of project.

The public procurement sector plays a vital role in the economic development in developing countries such as Vietnam. However, public procurement activities usually perform poorly. This situation can be attributed to ineffective procedures and system (“hardware”) and human resource management (“software”), which occurs at every stage in project purchasing. The poor performance has reduced the effectiveness and efficiency of project delivery in the construction industry, causing delays, cost over-runs, and defects in construction projects. This paper, through working experience and observation by the first author, problems of public procurement were obtained as hypotheses and then validated based on questionnaire surveys and CIS (Construction Industry Structure) model analysis. The survey results indicated a relative correlation with CIS model in description of current construction industry. The study aims to identify issues of public procurement at all stages: pre bid, bid information, evaluation, and award. Based on identified major problems and determined risks, the results are expected to provide a valuable perspective, and thus, to propose necessary strategies to deliver high performance, competition and transparency for the public procurement. In further studies, it is relevant to propose a new model for sustainable public procurement based on the best value approach.


The largest share of investment capital in all developing countries finds its way in to construction. In our India construction industry are growing rapidly. The development of construction industry is the bare for all industrial activities in any developing country, since the economic progress depends on the investment of the capital for future production; the rate of construction activity has a significant effect upon the economic health of the nation and its future growth. Construction equipment plays a significant role in the execution of modern high-cost time-bound construction projects. Equipment is an economic investment and the contractors must apply time value analytical formula to the process of machine utilization. The most important aspect of estimating and building a construction project is determining production and cost and controlling both during the progress of work. The planning & selection of equipment is depends upon construction structure, location, and various construction methods. Also that depends on various construction operations. This study emphasizes the vital role of construction equipment in construction industries to optimize the profit by reducing the labour hours and also aimed to identifying the best practices of improving the productivity of construction for the Indian scenario. With this aid planning would be more systematic, logical and efficient as resource allocators and managers would be aware of output for particular equipment.

Planning and scheduling is extremely important role in construction projects thank to the increasing difficulties during this field. Construction Planning is that the necessary warning to Scheduling and determining general sequence, defining labour tasks, construction methods and assigning responsibilities, inappropriate planning can cause major delays with the project work. For the planning and scheduling work requires huge amount of  paperwork, which makes the management very burdensome. These problems may be solved employing a  project management software which helps to grant a planned approach to planning. Nowadays use of project management (PM) software as a tool for managing and organizing work has gained its importance in construction industry and continues to grow at a faster pace in other industries also. During this study, attempt is made  to check project management software such as MS project and Primavera and their feasibility is studied.

The construction projects in Pakistan have inherent problems of erroneous planning and schedule development. This dilemma has led to the failure of the majority of construction projects in Pakistan. Earlier researches have tried to curtail the increasing spectrum of inaccurate planning and schedule development. But not many research studies have shed light on the major factor of 2D CAD drawings interpretation problems, which are playing a key role in defective planning and scheduling. Moreover, the role of BIM, i.e., Building Information Modeling with respect to efficient planning, has not been also discussed in detail. This study has concluded a positive impact of BIM on effective planning and scheduling in the construction industry of Pakistan. About 210 responses were obtained from experienced construction professionals of Pakistan and tested via regression analysis in order to validate this argument. It has been analyzed that 2D CAD drawings are now getting primitive and 3D technology BIM is taking its place. BIM is an efficient tool for planning and scheduling. With the start of CPEC and Multi-Billion Dollar investment on infrastructure, construction industry of Pakistan needs to uplift its existing standard in order to meet with international requirements. For this purpose, BIM has been recommended. It will not only assist in attaining flawless planning but will also increase the success rate of CPEC projects in Pakistan.

Cloud computing is a powerful technology of computing which renders flexible services anywhere to the user. Resource management and task scheduling are essential perspectives of cloud computing. One of the main problems of cloud computing was task scheduling. Usually task scheduling and resource management in cloud is a tough optimization issue at the time of considering quality of service needs. Huge works under task scheduling focuses only on deadline issues and cost optimization and it avoids the significance of availability, robustness and reliability. The main purpose of this study is to develop an Optimized Algorithm for Efficient Resource Allocation and Scheduling in Cloud Environment. This study uses PSO and R factor algorithm. The main aim of PSO algorithm is that tasks are scheduled to VM (virtual machines) to reduce the time of waiting and throughput of system. PSO is a technique inspired by social and collective behavior of animal swarms in nature and wherein particles search the problem space to predict near optimal or optimal solution. A hybrid algorithm combining PSO and R-factor has been developed with the purpose of reducing the processing time, make span and cost of task execution simultaneously. The test results and simulation reveals that the proposed method offers better efficiency than the previously prevalent approaches.
