Based on the AHP and TFN, this paper establishes the indicator system, and develop the strategic framework using the fuzzy Delphi method. Then the triangular fuzzy number model is established using Fuzzy Analytic Hierarchy Process, and the key factors influencing agricultural industry are extracted. The manufacturers and government decision-making body can use this as the basis, to promote the development of the agricultural industry.

The development of multi-country consolidation services has become a major feasible direction for major ocean freight forwarding firms in Taiwan. However, ocean freight forwarding firms must ponder which factors are most important when considering with the development of multi-country consolidation services. Therefore, the main purpose of this article was to apply the fuzzy analytic hierarchy process method to evaluate the key factors influencing the development of multi-country consolidation services for ocean freight forwarding firms in Taiwan. Based on the literature and experts’ opinions, a hierarchical structure with 4 assessment aspects and 16 assessment factors was first constructed, and the steps of fuzzy analytic hierarchy process method then proposed. Finally, based on the analytic hierarchy process experts’ questionnaires, we used the fuzzy analytic hierarchy process method to evaluate the key factors. The results showed that (1) “cost” is the most important aspect influencing the development of multi-country consolidation services for ocean freight forwarding firms in Taiwan; (2) in order of relative importance, the top eight key factors influencing the development of multi-country consolidation services for ocean freight forwarding firms in Taiwan are “cargo accuracy and tracking management,”“consolidation cost,”“deregulation of operations,”“transport cost,”“integrated logistics information management,”“high frequency of ship sailings,”“logistics-related operating costs,” and “convenience of customs clearance,” respectively. Furthermore, some discussions and recommendations concerning practical implications are provided for ocean freight forwarding firms operating in the multi-country consolidation market.

Arctic shipping routes attract more and more attention because of the increasing possibility to build commercial shipping routes which connect East Asia and Western Europe. To build profitable commercial shipping routes, shipping companies should study many issues about the Arctic carefully since it is a new and unfamiliar frontier. To find out key factors influencing the building of Arctic shipping routes, the authors applied the fuzzy Analytic Hierarchy Process (AHP) model in this study. Based on the AHP experts’ questionnaires, we applied the fuzzy AHP model to analyse the opinions of respondents. This article presents the results of an empirical survey conducted among shipping companies and academic researchers with ship captain experience to explore their attitudes toward the building of Arctic shipping routes. The findings showed that: ‘Safety and risk’ is the most important aspect affecting the building of Arctic shipping routes and in order of relative importance, the top six critical assessment factors are ‘navigation safety and risk analysis,’ ‘governance and cooperation,’ ‘navigation information,’ ‘cargo sources,’ ‘cost,’ and ‘navigator ability,’ respectively.

This research uses the fuzzy Delphi and Analytical Hierarchy Process (FAHP) to analyze the key factors involved in evaluating and screening industry managers of intellectual property (IP) rights within Taiwan. Firms can utilize the key factors of human resource management to provide self-growth opportunities and obtain competitive advantage opportunities that can expand their global market share. This study summarizes the evaluation and screening criteria used for IP rights managers via a questionnaire distributed to 29 management experts, from the governmental departments related to IP rights body, and scholars with backgrounds in IP rights related teaching, who had actually participated in IP rights managers' specialty decisions, and who had employed fuzzy Delphi screening criteria, uses Analytic Hierarchy Process (AHP) calculate relative weight. The findings include five key competency factors: Evaluating IP rights, locating the core patent group, calculating the chance that patents will be granted, deciding the best time to patent, and deciding whether to apply for patents inland or overseas.

In the context of the “Internet +” era, educational information has become an inevitable trend in educational development. The successive introduction of relevant policies has laid the foundation for the steady development of educational information. Online open courses are an important means to expand teaching space and time, and this article aims to open up a new direction for the teaching reform and development of ideological and political courses through the combination of ideological and political courses and online open courses. This article proposes the analytic hierarchy process and the Delphi method. First, the Delphi method is used to revise the initially constructed indicator system; then, the analytic hierarchy process is used to design the weights of the indicator system; finally, we try to apply the established index system. The experimental results of this paper show that teacher expression and curriculum content have a greater impact on classroom teaching. The weight of teacher expression is 0.25, and the weight of curriculum content is 0.26.
