An enterprise should establish an emergency management mechanism that includes accident warning mechanism and fast reaction mechanism. Accident warning mechanism can let the enterprise do predictive analysis and judgment and make reasonable strategies and suggestions. Fast reaction mechanism can help the enterprise make correct decisions in a short time and improve efficiency and effectiveness of emergency management. Rules and regulations are necessary to ensure smooth implementation of accident warning mechanism and fast reaction mechanism.

Biodiesel is one of alternative renewable energy source to substitute diesel fuel. Various biodiesel productionprocesses through transesterification reaction with a variety of catalysts have been developed by previousresearcher. This process still has the disadvantage of a long reaction time, and high energy need. DielectricBarrier Discharge (DBD) plasma electro-catalysis may become a solution to overcome the drawbacks in theconventional transesterification process. This process only needs a short time reaction and low energy process.The purpose of this study was to assess the performance of DBD plasma rector in making biodiesel such as: theeffect of high voltage electric value, electrodes gap, mole ratio of methanol / oil, and reaction time. TheResearch method was using GC-MS (Gas Cromatography-Mass Spectrofotometry) and FTIR (FourierTransform Infrared Spectrofotometry) and then it will be analysed the change of chemical bond betweenreactant and product. So, the reaction mechanism can be predicted. Biodiesel is produced using methanol andpalm oil as reactants and DBD plasma used as reactor in batch system. Then, reactants contacted by highvoltage electric. From the results of this research can be concluded that the reaction mechanism occurs in theprocess is the reaction mechanism of cracking, the higher of electric voltage and the longer of reaction time leadto increasing of product yield. The more of mole ratio of methanol / oil and widening the gap between theelectrodes lead to decreased product yield. From this research, product yield maksimum is 89,8% in the variableof rasio mol metanol/palm oil 3:1, voltage 10 kV, electrode gap 1,5 cm, and reaction time 30 seconds.

Current time of turbulent changes is related to the necessity of innovation, of both the products and the entire organization management system. However, innovation activities must be implemented in a short time. Unfortunately, most of the organizations struggle with insufficient costs and the lack of creative and active human resources. All of this might lead to a loss of market position and a decrease in competitiveness. If an organization wants to succeed on the market and survive in the long term, the trial and error method is ruled out. The project management is a possible way of dealing with the issue. Project management is characterized by a detailed examination of all the aspects of the project, their detailed planning, culminating in the implementation of the change and innovation. Therefore, the current managers need to define the precise goals, the responsible persons, and deadlines, allocate the tasks, costs and define the procedures crucial for project management clearly. Only in this way an organization is able to react to major changes quickly and without any mistakes. The aim of the paper is to evaluate the factors, important for the manufacturing enterprises in the projects, and to find out the relations of such factors. The research was carried out in 2019 in 116 manufacturing enterprises in the Czech Republic. The project managers often focus their attention on customer satisfaction and cost magnitude in evaluating of the projects.

Emergency departments of hospitals are busy. In recent years, patient arrivals have significantly risen at emergency departments in Turkey like other countries in the world. The main important features of emergency services are uninterrupted service, providing services in a short time, and priority to emergency patients. However, patients who do not need immediate treatment can sometimes apply to this department due to several reasons like working time and short waiting time. This situation can reduce efficiency and effectiveness at emergency departments. On the other hand, computers solve complex classification problems by using machine learning methods. The methods have a wide range of applications, such as computational biology and computer vision. Therefore, classification of emergency and non-emergency patients is vital to increase productivity of the department. This chapter tries to find the best classifier for detection of emergency patients by utilizing a data set.

The thesis of this article is drawn from the governance, competence and relationship perspectives. It discusses what factors will enhance the government’s administrative efficiency and effectiveness and how to improve organization performance. For the first question, this article founds some factors including: organizational structure, management mechanism, resources and ability, partnerships, and so on. As for the second issue concerning how to improve organizational performance, this article argues that including: compatibility, complementary, collaboration, knowledge sharing, information technology, and effective governance. The results of this article will be able to be followed by other researches and as reference for practical applications. In the years after the 9/11 tragedy, the United States continues to face risks from all forms of major disasters, from potentially dangerous terrorist attacks to catastrophic acts of nature. Professionals in the fields of emergency management and homeland security have responsibilities for ensuring that all levels of government, urban areas and communities, nongovernmental organizations, businesses, and individual citizens are prepared to deal with such hazards though actions that reduce risks to lives and property. Regrettably, the overall efficiency and effectiveness of the nation's ability to deal with disasters is unnecessarily challenged by the absence of a common understanding on how these fields are related in the workforce and educational arenas. Complicating matters further is the fact that neither of these fields has developed agreed definitions. In many ways, homeland security and emergency management have come to represent two different worlds and cultures. These conditions can have a deleterious effect on preparedness planning for public and private stakeholders across the nation when coordinated responses among federal, state, and local activities are essential for dealing with consequential hazards. This article demonstrates that the fields of emergency management and homeland security share many responsibilities but are not identical in scope or skills. It argues that emergency management should be considered a critical subset of the far broader and more strategic field of homeland security. From analytically based conclusions, it recommends five steps that be taken to bring these fields closer together to benefit more from their synergist relationship as well as from their individual contributions.

The article assesses the efficiency and effectiveness of the credit risk management mechanism that the bank is guided by when issuing loans to both the population and enterprises. Problems associated with this mechanism for overcoming credit risk are substantiated, and recommendations are given to overcome these problems.
