When decision-makers want to use evidence from monitoring and evaluation (M&E) systems to assist them in making choices, there is a demand for M&E. When there is great capacity to supply M&E information, but low capacity to demand quality evidence, there is a mismatch between supply and demand. In this context, as Picciotto (2009) observed, ‘monitoring masquerades as evaluation’. This article applies this observation, using six case studies of African M&E systems, by asking: What evidence is there that African governments are developing stronger endogenous demand for evidence generated from M&E systems?The argument presented here is that demand for evidence is increasing, leading to further development of M&E systems, with monitoring being dominant. As part of this dominance there are attempts to align monitoring systems to emerging local demand, whilst donor demands are still important in several countries. There is also evidence of increasing demand through government-led evaluation systems in South Africa, Uganda and Benin. One of the main issues that this article notes is that the M&E systems are not yet conceptualised within a reform effort to introduce a comprehensive results-based orientation to the public services of these countries. Results concepts are not yet consistently applied throughout the M&E systems in the case countries. In addition, the results-based notions that are applied appear to be generating perverse incentives that reinforce upward compliance and contrôle to the detriment of more developmental uses of M&E evidence.

Background: Successful evaluation capacity development (ECD) at regional, national and institutional levels has been built on a sound understanding of the opportunities and constraints in establishing and sustaining a monitoring and evaluation system. Diagnostics are one of the tools that ECD agents can use to better understand the nature of the ECD environment. Conventional diagnostics have typically focused on issues related to technical capacity and the ‘bridging of the gap’ between evaluation supply and demand. In so doing, they risk overlooking the more subtle organisational and environmental factors that lie outside the conventional diagnostic lens.Method: As a result of programming and dialogue carried out by the Centre for Learning on Evaluation and Results Anglophone Africa engaging with government planners, evaluators, civil society groups and voluntary organisations, the author has developed a modified diagnostic tool that extends the scope of conventional analysis.Results: This article outlines the six-sphere framework that can be used to extend the scope of such diagnostics to include considerations of the political environment, trust and collaboration between key stakeholders and the principles and values that underpin the whole system. The framework employs a graphic device that allows the capture and organisation of structural knowledge relating to the ECD environment.Conclusion: The article describes the framework in relation to other organisational development tools and gives some examples of how it can be used to make sense of the ECD environment. It highlights the potential of the framework to contribute to a more nuanced understanding of the ECD environment using a structured diagnostic approach and to move beyond conventional supply and demand models.

This paper presents a new form of discretion that deals with subliminal (personal) preferences, which are present in discretionary decision-making (where the mental, cognitive functions of public servants, mixed with their character and “dressed” with sophistic, logically well-explained and legally allowed reasons are present). This paper presents employee discretion that could be a denominator of the public employees’ will to do or not to do something, to give lesser or greater weight to something. The power to choose is hence not only possible in legal frameworks but also outside of them. So far, informal power has been viewed in the law as the illegal one, although there are many informal, especially personal elements involved in the legal decision-making that are never brought to light. This paper offers a promising approach to how decisions can be similar in similar matters, despite their differences in personal backgrounds, cognitive capabilities or emotional variances. This can be done if Bayes’ theorem is used. Probability can here be established based on how much we believe something after we have seen the evidence; this depends not only on what the evidence shows but also on our pre-existing preferences (pre-investigation, prior probability or just a prior) or weights that affect our view on evidence or how much we believed in the evidence from the start. By assessing priors, decision-makers can become more comfortable with probability and uncertainty, and at the same time, the “echo chambers” of unfounded claims can be avoided. This way, subjective preferences could be known to others, while the principles of equality and equity could be raised to a higher level. Further development of employee discretion is based on the same grounds as this type of discretion – on our personal (in)actions.

The Road to Iraq is an empirical investigation that explains the causes of the Iraq War, identifies its main agents, and demonstrates how the war was sold to decision makers and by decision makers to the public. It shows how a small but ideologically coherent and socially cohesive group of determined political agents used the contingency of 9/11 to outflank a sceptical foreign policy establishment, military brass and intelligence apparatus and provoked a war that has had disastrous consequences.

The profound changes within the Albanian society, including Albania, Kosovo and Macedonia, before and after they proclaimed independence (in exception of Albania), with the establishment of the parliamentary system resulted in mass spread social negative consequences such as crime, drugs, prostitution, child beggars on the street etc. As a result of these occurred circumstances emerged a substantial need for changes within the legal system in order to meet and achieve the European standards or behaviors and the need for adoption of many laws imported from abroad, but without actually reading the factual situation of the psycho-economic position of the citizens and the consequences of the peoples’ occupations without proper compensation, as a remedy for the victims of war or peace in these countries. The sad truth is that the perpetrators not only weren’t sanctioned, but these regions remained an untouched haven for further development of criminal activities, be it from the public state officials through property privatization or in the private field. The organized crime groups, almost in all cases, are perceived by the human mind as “Mafia” and it is a fact that this cannot be denied easily. The widely spread term “Mafia” is mostly known around the world to define criminal organizations.The Balkan Peninsula is highly involved in these illegal groups of organized crime whose practice of criminal activities is largely extended through the Balkan countries such as Kosovo, Albania, Macedonia, Serbia, Bosnia, Croatia, Montenegro, etc. Many factors contributed to these strategic countries to be part of these types of activities. In general, some of the countries have been affected more specifically, but in all of the abovementioned countries organized crime has affected all areas of life, leaving a black mark in the history of these states.

Among the 47 options reviewed in this book, most show some evidence of effectiveness in at least one country, but the evidence is less than definitive for many others, either because the interventions are ineffective, or the research is inadequate. Unfortunately, policies that have shown little or no evidence of effectiveness continue to be the preferred options of many countries and international organizations. The evidence reviewed in this book supports two overarching conclusions. First, an integrated and balanced approach to evidence-informed drug policy is more likely to benefit the public good than uncoordinated efforts to reduce drug supply and demand. Second, by shifting the emphasis toward a public health approach, it may be possible to reduce the extent of illicit drug use, prevent the escalation of new epidemics, and avoid the unintended consequences arising from the marginalization of drug users through severe criminal penalties.

Without high-quality data, even the best-designed monitoring and evaluation systems will collapse. Chapter 7 introduces some the basics of collecting high-quality data and discusses how to address challenges that frequently arise. High-quality data must be clearly defined and have an indicator that validly and reliably measures the intended concept. The chapter then explains how to avoid common biases and measurement errors like anchoring, social desirability bias, the experimenter demand effect, unclear wording, long recall periods, and translation context. It then guides organizations on how to find indicators, test data collection instruments, manage surveys, and train staff appropriately for data collection and entry.

Modern society is witnessing a data revolution which necessarily entails changes to the overall behavior of citizens, governments and companies. This is a big challenge and an opportunity for National Statistics Offices (NSOs). Especially after the outbreak of COVID-19, when the public debate about the number of mortalities and tested and infected persons escalated, trusted data is required more than ever. Which data can modern society trust? Are modern societies being subjected to opinion rather than fact? This paper introduces a new statistical tool to facilitate policy-making based on trusted statistics. Using economic indicators to illustrate implementation, the new statistical tool is shown to be a flexible instrument for analysis, monitoring and evaluation of the economic situation in the Republic of Serbia. By taking a role in public policy management, the tool can be used to transform the NSO’s role in the statistical system into an active participant in public debate in contrast to the previous traditional, usually passive role of collecting, processing and publishing data. The tool supports the integration of statistics into public policies and connects the knowledge and expertise of official statisticians on one side with political decision makers on the other.

The rapid changes in science and technology witnessed in recent decades have significantly contributed to the arousal of the awareness by decision-makers and the public as a whole of the need to strengthen the connection between outreach activities of universities and research institutes and the activities of educational institutions, with a central role played by schools. While the relevance of the problem is nowadays unquestioned, no unique and fully satisfactory solution has been identified. In the present paper we would like to contribute to the discussion on the subject by reporting on an ongoing project aimed to teach Particle Physics in primary schools. We will start from the past and currently planned activities in this project in order to establish a broader framework to describe the conditions for the fruitful interplay between researchers and teachers. We will also emphasize some aspects related to the dissemination of outreach materials by research institutions, in order to promote the access and distribution of scientific information in a way suited to the different age of the target students.

Abstract Issue Public health problems and interventions are often addressed in sub-optimal ways by not prioritizing them based on the best available evidence. Description of the Problem The public health report 2019 for the Stockholm region aims to inform decision makers, politicians, and public health workers about the risk factors and diseases that account for the biggest part of the burden of disease with a clear focus on high quality evidence and communication of main messages. How did the public health report 2019 affect public health policy in the Stockholm region? Results The public health report 2019 influenced agenda setting, resource allocation and priority setting in the Stockholm region. Lessons We identified the following facilitating factors in the process, of which most also are supported in scientific literature, in chronological order: 1) understanding the policymaking context to be aware of windows of opportunity, 2) establishing relationships with relevant policymakers, engage with them routinely in the decision-making process, and being accessible for questions, 3) doing high-quality research by considering the latest scientific literature, multiple data sources and involving academic experts in the field, 4) communicating clear and relevant messages for generalists by translating research into easy-understandable texts and attractive figures, and 5) active dissemination of the report through multiple channels. In addition, the following barriers were identified: 1) the timeframe of the policymaking process was not in line with the research process, and 2) involving politicians in an early stage can potentially harm the objectivity of research in media messages. Key messages By focussing on major problems, high quality evidence and clear messages a public health report can contribute to more evidence-informed policy making. Engaging decision makers in the process of public health reporting is critical for the impact on agenda setting, resource allocation, and priority setting.
