Background: Students with disabilities in the tertiary education sector are more than a just a phenomenon, they are a reality. In general, little attention is devoted to their needs despite the fact that they need more care and attention.Objectives: This paper, through a case study at the University of Mauritius, sought to answer some pertinent questions regarding students with disabilities. Does the University of Mauritius have sufficient facilities to support these students? Are students aware of existing facilities? What additional structures need to be put in place so that students with any form of disability are neither victimised, nor their education undermined? Are there any local laws about students with disabilities in higher education?Method: To answer these questions and others, an online questionnaire was sent to 500 students and the responses were then analysed and discussed. The response rate was 24.4% which showed that students were not reticent to participate in this study.Results: Our survey revealed that most students were not aware of existing facilities and were often neglected in terms of supporting structures and resources. ICT facilities were found to be the best support that is provided at the University of Mauritius. The right legal framework for tertiary education was also missing.Conclusion: Ideally, students with disabilities should have access to special facilities to facilitate their learning experiences at tertiary institutions. Awareness about existing facilities must also be raised in order to offer equal opportunities to them and to enable a seamless inclusion.

This paper explores the potential opportunities that OpenCourseWare (OCW) offers in providing wider access to tertiary education, based on the ideal of ‘the right to education’. It first discusses the wider implications of OCW, and its underlying philosophy, before using a case study of a tertiary preparation program (TPP) at the University of Southern Queensland (USQ) to draw out the issues involved in offering a program that is created in a particular national and social context on a global scale. This paper draws specific attention to the digital divide, its effects in national and global contexts, and the particular obstacles this presents with regards to OCW. This paper argues that OCW provides many opportunities, both in terms of access to education and in terms of student recruitment and marketing for universities. To take full advantage of those opportunities, however, requires a concerted effort on the part of tertiary education institutions, and it requires a vision that is fundamentally informed by, and committed to, the principle of ‘the right to education’.

Entrepreneurship education helps to form appropriately entrepreneurial mindsets and behaviors in students. This is not only for normal students but also students with special needs in tertiary institutions. This study aims to identify the entrepreneurial intention of students with special needs (disability) at Jakarta State University (UNJ). This research used the case study research method, where the casesare students with disabilities at UNJ who are registered as active students. Data was collected using unstructured interviews. The research revealed three core indicators of student entrepreneurial intention. These are 1) elements of intention (cognition, emotions and conations), 2) characteristics of an entrepreneur and 3) business ethics. The results of this study state that students with disabilities know about entrepreneurship (cognition) and have a desire to become an entrepreneur (emotion) and have experience in trying entrepreneurship (conations). In addition, the students with disabilities also know what needs to be prepared to become an entrepreneur such as the readiness of the risks to be faced and how to run a good business. In the present era of globalisation, higher-education institutions are required to focus on innovation to deal with the various challenges. Considering what Islamic higher-education institutions in Indonesia, have achieved in recent times, they face an uphill struggle to compete at the global level. This study aimed at identifying and analysing the dynamics of resilience for globalisation in a state Islamic–University in Indonesia. The results of studies on the management of Islamic tertiary institutions, specifically on organizational resilience, are very difficult to find. This study used the qualitative analysis method of a case-study and comprised in-depth interviews with key people concerned with the management of the university, observation, and secondary data namely academic documents, photos, and information from the university’s official website. The findings showed the university’s continuous efforts to improve not only the academic community’s management skills, knowledge, and expertise but also the implementation of international-curriculum standardization and cooperation with overseas universities. These actions cannot be separated from obstacles faced by university from within and without particularly in terms of funding-related policies. The university’s program-based innovations which are yet to be carried out by other Islamic-universities in Indonesia indicate this institution’s initiative to break the obstacles.

The first 150 years of Agricultural Tertiary Education in Debrecen. The Georgikon in Keszthely was founded in 1797 as the first one in the line of subsequent agricultural tertiary institutions and was followed by one in Magyaróvár in 1818. It was fifty years later – that is one and a half centuries ago – that the National Higher Institution of Agriculture opened its gates in Debrecen. The speech that opened the first academic year at the new agricultural higher school was delivered by the then director Péter Papi Balogh and it has been preserved for later generations. On 5 September 2018, a hundred and fifty years later, Dean István Komlósi had the honour to recall the first 150 years of agricultural tertiary education in Debrecen. His speech is published in full length by Gerundium, the journal devoted to papers on the history of the University of Debrecen.

In Nigeria, the number of unemployed persons in recent times increased to 23,187,000 in the fourth quarter of 2020 from 21,765,000 in the second quarter of 2020, hence this paper is an exposition on the role of tertiary institutions in the entrepreneurial development of engineering graduates most of whom are unemployed. A brief discuss on the need for engineering-based entrepreneurship is presented. The key challenges hindering engineering entrepreneurship in Nigeria are highlighted. Some of the roles and strategies which the tertiary institutions in Nigeria can deploy to foster entrepreneurship amongst engineering graduates are presented and include; highly functional and strategic entrepreneurship development centers with think tanks, funding support for the most promising business ideas of students, business and entrepreneurship-motivated research, engaging with government and policymakers to make entrepreneurship fostering policies and minimize bottlenecks to business amongst others. Edo State University Uzairue is presented as a case study of a tertiary institution in Nigeria that has taken some steps in the right direction as regards entrepreneurial development. It is concluded that all stakeholders such as the government, industry, NGOs, and the students/graduates must partner with the tertiary institutions to achieve commendable results on the uphill task under consideration. A training at Higher Education level needs, in addition to improve the skills specific in the area chosen, to develop a set of skills and/or personal attributes that make him or her more likely to succeed in the profession. In this context, this paper was developed and has the objective to identify the relationships between engagement, satisfaction, and employability of students who completed the university as University for All Program (ProUni) scholarship. This target group of students was chosen because of the importance of ProUni for the Advancement of Education policies of affirmative actions in Brazil. The ProUni gives scholarships to students from minority (underrepresented) groups to study at private universities, through the National Secondary Education Exam – ENEM (Brasil, 2005). Among these groups are students who attend public high schools (a proxy for lower social class), low-income students, African Brazilian students, Indigenous Brazilian students, students with disabilities, and not graduated teachers that work in public elementary and secondary schools. The research involved 198 ProUni graduates invited to answer an online questionnaire. There were 134 respondents, 123 (91.8%) were working since we were interested in employment, only these participants were included in the analysis. The results suggest that employability consolidates and reflects in the conquest of labor activity, as well as in graduate satisfaction with their training and job. These results are indicative of the engagement of the student with their learning, therefore with their graduate degree.

The simple idea of rationing appears unacceptable both for the relatively poor "socialist" health care in Russia and for the most expensive USA health care. In Russia the idea of rationing is unacceptable, because the Constitution promises free and unlimited medical care. Therefore, discussion is blocked from the top. In the USA the idea is unacceptable, because citizens are understood as having the right to free choice of legal access to any care, without intervention of a 'death jury'.<br/> We analyse the similarities and differences in the arguments rejecting explicit rationing in health care in the USA and Russia. We describe the legal framework in Russia related to rationing, and the results of a qualitative study of the understanding of the concept of rationing by Russian doctors and of the practices in Russian health care organizations to limit the use of expensive diagnostic and treatment options.<br/> While the Russian Constitution promises free medical care, unlimited, legally there are limits imposed by the quota of specific treatments, limited access to care abroad, and problematic access to drugs not included on the essential drug list for inpatient care. Explicit rationing is not rejected by society or by the medical profession. In medical organizations the more explicit techniques are a second opinion by a committee (physicians' commission), especially in the case of prescription of drugs and diagnostic tests. Physicians tend to behave as medical professionals do: provide more care to people in greater need.

The educational orientations of 1,331 internal and external students and 154 staff at the University of New England were investigated using two recently developed U.S. measuring instruments. Significant differences between the views of staff and students were found in the areas of assessment, the role of students in decision-making, and (in the case of the internals) the vocational relevance of courses and the importance of learning for its own sake. The views of the teaching staff more closely corresponded to those of the external rather than internal students. The importance of these findings is discussed in the context of the desirability for our tertiary institutions to adapt to the possibly changing needs of their student bodies.

Purpose – This paper aims to explore academics’ perspectives on the quality of appraisal evidence at a Chinese university. Design/methodology/approach – An online survey with both closed items and open-ended questions was distributed among all academics at the university (n = 1,538). A total of 512 responded to the questionnaire. The closed items were initially analysed using EXCEL and SPSS; the open-ended questions were thematically analysed. Findings – The academics believed that the quality of student survey and peer observation of teaching were affected by subjectivity and the lack of understanding of appraisal. Academics also suggested that appraisals should be contextualised and the approach standardised. The study suggests the need for training that informs and engages relevant stakeholders to ensure the rigour of appraisal. Originality/value – The study raises the issue of quality assurance regarding appraisal data from the perspective of academics. It is based on the collaborative effort of academics in Australia, China and New Zealand, with the support of the management staff at the case study university. The study informs both appraisers and academics of quality assurance issues in appraisal. It also contributes to the literature, in that it initiates dialogues between communities of practices through collective questioning on the quality and mechanisms of appraisal in tertiary education.
