Contracting business in public sector within various counties has a transaction cost to incur. This paper reviews transaction costs magnitude of developed and developing countries using standard sampling and procedure by analyzing data from four (4) developed countries; United States of America, United Kingdom, Newzealand, and Czech Republic and two (2) developing countries in Africa; Ghana and Nigeria. According to thefindings Newzealand have the highest TCs magnitude among all countries compared of about 16.5% averagely and with Czech Republic with 0.13% minimum that are incurred by stakeholders when bidding public sector construction projects. This is an important comparison and strengthens the assumption that there is a significant link between transaction costs incurred in bidding and public sector procurement, and that reducing such costs must be important for the contracting firms of various countries. Public-Private Partnership (PPP) projects have been gaining in popularity in many developing countries along with developed countries. While there has been sufficient research on private sector capacity to make the partnership successful, not much research exists on the importance of the financial health of the public sector in PPP projects. The premise of the current research is that strong public sector finances instil confidence in the private sector of governments’ ability to honour PPP commitments and that, in turn, increases the attractiveness of PPP projects. Through a number of case studies relating to government finances of Indian states and other countries, it is seen that governments which have checks and balances to issuance of guarantees and other forms of indirect support for PPP projects are actually able to attract higher levels of PPP investment.

The popularity of Open Source Software (OSS) in developing countries is quiet evident from its widespread adoption across government departments and public sector organizations. The use of OSS saves economic resources of cash starved countries, provides an opportunity to promote e-government, and to utilize their resources in other sectors. Many developing countries have a large pool of skilled developers who can modify the source code of the OSS at a very low cost. Many governments in developing and developed countries have switched to OSS which probably encourages others to follow the trend. It was not possible to follow the adoption trend in all the developing countries but the usage of OSS in countries like India, Brazil, and Venezuela provides us an insight. The successful adoption of OSS requires thorough analysis of its advantages as well as the issues associated with it. This chapter will provide an overview of OSS, characteristics of OSS developers, and their motivation to volunteer by contributing in OSS projects, followed by the advantages and issues associated with OSS.


The rationale for this publication emanated from the challenges facing the efficient delivery of construction projects in developing countries. Although, some aspects of the book focus on key applications in Cameroon, a holistic approach was adopted where an overview of challenges related to construction for developing countries was considered. To re-focus issues addressed in this book, this last Chapter provides a summary of what has been covered in each Chapter. Also, major achievements and challenges will be discussed. Nevertheless a construction matter can not be seriously handled today without taking into account environmental issues. For this reason, we will say just a few words about environment. Indeed, wherever infrastructures in general and buildings in particular through production and emission of toxic matters and gas have harmful consequences on the environment. They must be assessed and monitored to reduce the risk of pollution. Among many environmental assessment methods, life cycle assessment (LCA) seems to be the most suitable. Wherever, it involves a lot of data and must be handling with a lot of caution. The life cycle assessment tools used in developed countries is not suitable in developing countries context. It should be benefit for them to develop a simple and suitable methodology easy to manage, in order to propose an environmental impacts measurement of construction projects' and buildings. The High Environmental Quality, which a priori ensures minimized environmental impact and promotes the principles of sustainable development, is the solution that seems best suited for the design of many social infrastructures projected in developing countries. This is going to be for them the future challenge for the next decades.

Accounting reforms in the public sector have become one of the most debated aspects of the public sector financial management during the last three decades. Following the steps of developed countries around the globe, Sri Lanka as a developing country made initiatives to adopt international public sector accounting standards (IPSAS). The purpose of this study is to analyse the progress and the challenges they face in adopting IPSAS as a new public management (NPM) reform in Sri Lanka to enhance public sector accountability. Public sector accounting reforms in the developing countries in Asia is relatively under researched. Using the NPM concept, this study attempts to fill this gap. This chapter argues that even though Sri Lanka has initiated the move towards adopting IPSAS, developing countries face practical problems in adopting reforms due to their contextual factors such as limited institutional capacity and resources, high political involvements in decision-making, and high informality.

Developing countries, opting to pursue services-oriented economies, have invested in information and communication technologies (ICT) to enhance their competitiveness in the global environment. This has called for improved management in both public and private sectors and as a consequence governments, some of which have undertaken public sector reform, now seem ready to embrace e-Government. However, experience even in developed countries has shown that incorporating e-Government practices is not a sure means of attaining desired goals. This paper examines the position of Vietnam, as it becomes a member of WTO in implementing E-Government. Some E-Government initiatives taken are identified and an IT roadmap is recommended as a means of achieving a successful transformation. This roadmap emphasizes a holistic approach to analyze existing performance gaps and identify E-Government opportunities for Vietnam.

<p>Public employees’ poor performance has been cited as one of the leading factors in the failure of reform programmes in developing countries. Although previous employee performance reforms have targeted selection, training, appraisal and compensation, agreement exists that these problems persist. Improving employee performance has proven difficult in developing and developed countries alike.  Motivated by the New Public Management (NPM), employee performance management (PM) has been widely introduced by developed and developing countries as a public sector reform. Employee PM supposedly furthers development objectives by improving performance, enhancing accountability and aligning employee efforts with organisational goals. Unfortunately, the literature has reported many failed PM reforms. Arguably, employee PM in the public sector usually faces several difficulties, including the diversity of stakeholders, bounded delegated authority, ambiguous organisational and job goals, as well as the inherent complexity of employee PM activities. The situation is even more challenging for developing countries due to contextual problems of weak institutions, weak capacity and traditional cultures. There are perspectives that employee PM may not be compatible in developing contexts.  Although there is no shortage of research on employee PM, most is theoretical research or conducted in developed countries. Empirical research in developing countries, particularly in the public sector, remains sparse. To address this gap, this research investigates whether employee PM is applicable or effective in the developing context, as well as exploring which contextual factors affect its development.  To answer these research questions, a mixed methods approach guided by the research philosophy of pragmatism was adopted. The data for this research was gathered from 30 interviews and a survey of 322 respondents from 29 different organisations across five central Ministries and two provinces in Vietnam as a transitional economy with a strong effect of Confucian culture.  This study contributes to the literature by providing some key findings. Firstly, it confirms that if well designed and implemented, PM can work in the public sector in developing countries. This finding supports the perspective that the failure of PM schemes is mostly because of implementation shortcomings rather than theory defects. Secondly, it proposes a formula for the effective implementation of PM in the developing context. Specifically, it is a combination of five PM practices, including goal-based appraisal, feedback, reward-for-performance, addressing poor performers and employee participation. Thirdly, the development of employee PM in developing countries is driven by three contextual factors: agency accountability, HR autonomy, and entrepreneurial leadership. Fourthly, PM is not only a tool to improve organisational performance, but also an important mediation agent to transmit the effect of other reform activities on desirable outcomes. Finally, the effect of the contextual factors on development of employee PM is weakened by interpersonal relationships and nepotism while being strengthened by communication and training.  Based on these findings, this research proposes strategic solutions for policy-makers while providing specific suggestions for practitioners to develop effective PM systems. It also discusses some implications and identifies gaps for researchers in the future.</p>

For decades, reputation of the construction industry has been tainted by poor cost performance caused by project cost overrun. In addition, studies by scholars worldwide have also found cost overrun to be more serious in developing countries compared to the developed countries. Despite the numerous researches addressing the issue of cost overrun in the construction industry through the years, the issue remains. Acknowledging that maintaining good cost performance is a key factor of project success and that the issue has persisted for decades, this study aims to explore the distinction of cost overrun studies that has been conducted between developed nations and developing nations. In achieving this aim, a systematic literature review is performed by following the integrative steps of PSALSAR (Protocol, Search, Appraisal, Synthesis, Analysis and Report) and PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) for screening and selecting the retrieved studies. The synthesis and screening of literatures have yielded with 152 articles which are then classified into their countries, developed countries (44) and developing countries (108). The results indicated a significant difference in the domain of research on cost overrun between the 2 nations. Despite the numerous studies on cost overrun in the developing nations compared to developed nations, the majority of the studies are not directed to any specific type construction while developed nations have moved forward to focus on more specific projects. The project with the highest attention in the developed nations is transport infrastructure construction projects, particularly rail infrastructure projects. The findings of this study have shown that there have been broad studies conducted on cost overrun in both developing nations and developed nations. However, there is a slight lacking in comprehensiveness of cost overrun studies in the developing nations, perhaps future studies on cost overrun in developing nations can be directed to more specific areas of construction projects such as those that have been performed by researchers of the developed nations.

Purpose The purpose of this paper is to explore building information modeling (BIM) implementation and practices in developed economies by developing a benchmarking model that will enhance BIM adoption and implementation in developing countries. Design/methodology/approach The research design adopted a qualitative approach which includes the desktop review of the extant literature as well as case study reviews of ten BIM projects using an explanatory case study technique to form the foundation upon which the study proposed the model. The moving basis heuristics technique was adopted to develop the scoring system. Findings The BIM benchmarking model and assessment template were developed which consisted of three-level concepts modeled to aid project organizations and project team in developing countries to assess and score the level of improvement and implementation of BIM in a project. A desktop review of BIM projects in developed countries demonstrated the significant improvements and benefits possible through the implementation of the established BIM benchmarking model. Practical implications The assessment template in conjunction with the benchmarking model is useful for a comparative evaluation of similar BIM projects and benchmarking purposes. The study also discussed how current findings extends and contradicts previous findings. Originality/value The findings have provided policymakers, construction stakeholders and professional bodies in the construction industry in developing countries with valuable insights and counter-intuitive perspective that could facilitate the uptake of BIM in construction projects.
