Post- war social policy reforms: containing welfare expansion

AbstractLatin America's “left turn” expanded cash transfers and public services, contributing to lower poverty and inequality. Recently, right-leaning candidates and parties have begun to win back seats in the legislature, and in some cases have captured the executive branch. This shift has sparked debate about the future of Latin America's welfare states. This article analyzes social policy reforms enacted by two recent right-leaning governments: that of Sebastián Piñera in Chile (2010–14) and Mauricio Macri in Argentina (2015–). It finds that contrary to neoliberal adjustment policies of the past, neither Macri nor Piñera engaged in privatization or deep spending cuts. Instead, both administrations facilitated a process of policy drift in some sectors and marginal expansion in others. Policy legacies and the strength of the opposition help to explain these outcomes, suggesting that Latin America's political context has been transformed by the consolidation of democracy and the experience of left party rule.

The focus of this article is on family policy reforms in four European countries – Austria, Finland, Portugal, and Slovenia – between 2008 and 2015. These years were marked by the ‘Great Recession’, and by the rise of the social-investment perspective. Social investment is an umbrella concept, though, and it is also somewhat ambiguous. This article distinguishes between different social-investment variants, which emerge from a focus on its interaction with alternative social-policy perspectives, namely social protection and austerity. We identify different variants along the degree of social-investment: from comprehensive, over crowding out, towards lean forms. While the empirical analysis highlights variation, it also shows how there is a specific crisis context, which may lead to ‘crowding out’ of other policy approaches and ‘leaner’ forms of social investment. This has led to strong cutbacks in family cash benefits, while public childcare and parental leaves have proved more resilient in the investigated countries. Those findings are revelatory in the current Covid-19 pandemic, where countries are entering a next, possibly larger economic crisis. Key words: family policy; crisis; social investment; austerity; case studies denoted as the end of the ‘golden age’ of the welfare state, putting a halt to its expansion in post-war prosperity. Faced with low growth rates and rising unemployment, the recipe chosen by many countries was to ‘relieve’ labour markets. Alongside such measures as early retirement schemes, family policy was a key part of the reform programme and recourse to parental leave

The current literature on the politics of social policy has two major shortcomings: health care reforms are undertheoretized and research on Anglophone Africa tends to neglect health reforms. To tackle this, a case study on Kenya presents (failed) re-forms such as universal or categorical free health care or the introduction of health insurance and the expansion of its coverage. The case study clearly shows that there is no single theoretical explanation of social policy reforms or their failure. Rather, there are different combination of factors at work in Kenya.

There is an assumption in public debate that Scotland and England are drifting apart in social policy, whatever the outcome of the referendum in Scotland in September 2014 on whether Scotland should become an independent country. Three broad examples of policy divergence in education are discussed to examine the claim—in connection with student finance in higher education, with the structure of secondary education, and with the school curriculum. It is concluded that the apparent divergence owes more to rhetoric than to the reality of policy, of public attitudes or of social experience. Despite the origins of a shared educational philosophy in the post-war welfare state, and despite the partisan strife of current politics, a weakening of that state through greater Scottish autonomy does not in itself signal an end to the project of common welfare.


The chapter examines the income inequality and social exclusion in Nigeria. The gap between the haves and have-nots has become an issue of concern in Nigeria. This chapter, therefore, seeks to examine a methodical approach for measuring inequality in Nigeria; Nigeria's ranking in human development index (between 1990 and 2017); trends in inequality, poverty, unemployment, and life expectancy from 1980 to 2017; and the income inequality in Nigeria relative to other Sub-Saharan African countries along with sex disaggregated HDI relative to other Sub-Saharan African countries and the implications to social policy reforms.
