Greek–Turkish economic relations in a changing regional and international context

In this paper the different positions concerning the economic role of state are considering. Three main groups of views which taken place in Russia, are highlighting: liberals, statists and lefts. This analysis is providing on the basis of highlighting by Alexandr Buzgalin three main forms of state from the point of view of its economic functions: statebureaucrat, state-capital and state-society. The contradictory nature of the combination of these forms of state is demonstrating. Although the sides in the discussions, as a rule, don’t identifying themselves with one of these forms, the defense of one of this or that form became the main border between the positions of the sides. In the dependence of this the answer on the question of the nature of state is made. The key disagreements on the main questions of economic development, economic relations and institutions between the participants of discussions on economic functions of state are formulating. As a conclusion the view on the prospects of evolution of state in connection with the formation of the transitory post-market relations and on the interaction of state and society in this process is representing. The role of democratic institutions of civil society in this process is stressed. This attitude is presenting as an alternative to the liberal-conservative and statist trend.

Ostpolitik during the era of Willy Brandt signaled a new departure in West German foreign policy. At first a latecomer in European détente, the Federal Republic of Germany (FRG) became its pacemaker. With respect to both security matters and economic relations, the FRG emerged as the main partner of the Soviet Union in Europe. Starting from the international context, the article analyzes the dynamic that emanated from the formula Wandel durch Annäherung (change through rapprochement). The focus is on (1) perceptions and short-term objectives, (2) underlying assumptions and expectations, and (3) the achievements of Ostpolitik. East-West relations were shaped by newly introduced methods of communication that opened avenues for détente and peaceful change. The experience of communicative actions led to a constellation of antagonistic cooperation in Europe. The East-West conflict continued, but conflict behavior had changed for good.


Significance Fernandez is currently focusing diplomatic efforts on garnering support for a major debt restructuring proposal which is to be launched next month and requires the backing of the IMF and creditors. With debt and investment areas of key concern, the foreign ministry has recovered considerable influence over economic relations and foreign trade. Impacts Failure to show results on debt and investment could undermine efforts to pursue a pragmatic foreign policy. Debt talks are likely to advance but investment will be slow to follow. The international context will be largely unfavourable to Argentina in the near term at least.

The development of the system paradigm in economic science leads to the formulation of a number of important questions to the political economy as one of the basic directions of economic theory. In this article, on the basis of system introspection, three questions are considered. The first is the relevance of the class approach to the structuring of the socio-economic space; the second is the feasibility of revising the notion of property in the modern world; the third is the validity of the notion of changing formations as the sequence of “slave-owning system — feudal system — capitalist system”. It is shown that in modern society the system approach to the structuring of socio-economic space is more relevant than the class one. Today the classical notion of “property” does not reflect the diversity of production and economic relations in society and should be replaced by the notion of “system property”, which provides a significant expansion of the concepts of “subject of property” and “object of property”. The change of social formations along with the linear component has a more influential cyclic constituent and obeys the system-wide cyclic regularity that reflects the four-cycle sequence of the dominance of one of the subsystems of the macrosystem: project, object, environment and process.

The article deals with Russian traditions of studies of foreign countries which have become an intellectual pillar for Russian economic expertise. The modern application of experience of Soviet scientific schools in international studies is shown, especially in the fields of world development forecasts, analysis of Russian foreign economic relations and research of economic policy abroad. The article is based on open sources with publications, reports and presentations about expert and analytical activities of the Institute of World Economy and International Relations (IMEMO) and other institutes of the Russian Academy of Sciences, VNIKI-Institute, MGIMO-University and some other centers. It is explained that results of international studies have become a necessary element for consulting of governmental bodies and businessmen in the epoch of globalization.

Economic sanctions against Russia form a completely new context for public and private efforts to cope with crisis trends in Russian economy. With limited access to global goods, capital, and technology markets, it can at best minimize costs of the crisis but not come back to the normal growth path. Strategies to find new trade partners and sources of capital outside the group of countries that have introduced economic sanctions against Russia are welcome, but their potential is rather limited. Under these circumstances, crisis management should be centered neither on the alleged ‘Russia’s pivot to the East’ nor on the wide-scale import substitution but on normalization of economic relations with key country partners, regaining currency stability, and structural reforms aimed at moving national economy away from commodity specialization.
