Stakeholder analysis in a systems setting

It is January 2014, and the case protagonist, David Milestone (senior advisor at the Center for Accelerating Innovation and Impact at the U.S. Agency for International Development's Global Health Bureau), is preparing for a meeting of global stakeholders and pharmaceutical manufacturers who are interested in reducing mortality caused by childhood pneumonia and are prepared to donate $10 million to support this effort.Milestone's goal is to propose a strategy to address childhood pneumonia in Uganda, toward which the $10 million donation would go. In addition to effectively and sustainably reducing childhood pneumonia deaths, the plan must align the interests of various stakeholders behind the problem. A successful strategy in Uganda could be a model for interventions elsewhere. The United Nations Commission on Lifesaving Commodities for Women and Children recently identified Uganda as a “pathfinder” country, meaning it could serve as the example for other countries wrestling with the same issues. The Moment

The research on the multimodal transport development within the cross-border area is a result of identified gaps in the system solutions and cooperation between stakeholders of three countries: Poland, the Czech Republic and Slovakia. Freight transport is an especially complex problem. It is an area that is not comprehensively recognized in the context of cross-border cooperation. The results of the research presented in this paper are the continuation of analyses performed within the scope of the international project framework TRANS TRITIA. At the moment, transport policy assumes the struggle for the utilization of multimodality within freight transport. This is justified by the need to reduce external transport costs. At the same time, this necessitates actions of a technical, organizational, and legislation nature as well as cooperation between stakeholders. The multimodal transport ecosystem is a vision of the transport within cross-border areas that assumes the increase in the flow dynamics within the multimodal transport. The main goal of this paper was the stakeholders’ analysis and identification of their roles in the ecosystem of multimodal freight transport within the Polish–Czech–Slovak cross-border area. The conceptualization of the multimodal freight transport ecosystem was essential to achieving the objective. To achieve the objective, a stakeholder analysis has been performed based on expert research. As a result of the research, organizational projects have been proposed to strengthen the idea of the coevolution of the multimodal transport ecosystem. The key conclusion from the performed research is the declaration that a holistic view of the multimodal transport ecosystem necessitates the appointment of a coordinator who will synchronize knowledge, business, and innovation ecosystems.

Nurses, short in production and inequitable in the distribution in Bangladesh, require the government’s efforts to increase enrolment in nursing education and a smooth career progression. Given the importance of an assessment of the current nursing scenario to inform the decision makers and practitioners to implement the new policies successfully, we analyzed relevant policies on education, career, and governance of nurses in Bangladesh. We used documents review and qualitative methods such as key informant interviews ( n = 13) and stakeholder analysis. We found that nursing education faced several backlashes: resistance from diploma nurses while attempting to establish a graduate (bachelor) course in 1977, and the reluctance of politicians and entrepreneurs to establish nursing institutions. Many challenges with the implementation of nursing policies are attributable to social, cultural, religious, and historical factors. For example, Hindus considered touching the bodily excretions as the task of the lower castes, while Muslims considered women touching the body of the men immoral. Nurses also face governance challenges linked with their performance and reward. For example, nurses have little voice over the decisions related to their profession, and they are not allowed to perform clinical duties unsupervised. To improve the situation, the government has made new policies, including upliftment of nurses’ position in public service, the creation of an independent Directorate General, and improvement of nursing education and service. New policies often come with new apprehensions. Therefore, nurses should be included in the policy processes, and their capacity should be developed in nursing leadership and health system governance.
