Purpose The purpose of this paper is to benchmark the operational and financial performances of the major Indian seaports to help derive useful insights to improve their performance. Design/methodology/approach A two-stage data envelopment analysis (DEA) methodology has been used with the help of data collected on the 13 major seaports of India. The first stage of the DEA captured the operational efficiencies, while the second stage the financial performance. Findings A window analysis over a period of three years revealed that no port was able to score an overall average efficiency of 100 per cent. The study identified the better performing units among their peers in both the stages. The contrasting results of the study with the traditional operational and financial performance measures used by the ports helped to derive useful insights. Research limitations/implications The data used in the study were majorly limited to the available sources in the public domain. Also, the study was limited to the major seaports which are under the Government of India and no comparisons were carried out with other local or international ports. Practical implications There is a need to prioritize investments and improvement efforts where they are most needed, instead of following a generalized approach. Once the benchmark ports are identified, the port authorities and other relevant stakeholders should work in detail on the factors causing inefficiencies, for possible improvements in performance. Originality/value This paper carried out a two-stage DEA that helped to derive useful insights on operational efficiency and financial performance of the India seaports. A combination of the financial and operational parameters, along with a comparison of the DEA results with the traditional measures, provided a different perspective on the Indian seaport performance. Considering the scarcity of research papers reported in the literature on DEA-based benchmarking studies of seaports in the Indian context, it has the potential to attract future research in this field.

This study analyses how port governance systems in Europe have influenced the implementation of port initiatives focused on promoting modal shifts in freight transportation. Through a comprehensive review of port strategies, this research identified 49 individual modal shift initiatives among 21 port authorities in Europe. The results show that ports located in the Northern regions and managed by local governments, particularly in Belgium and the Netherlands, are leaders in executing strategies for modal shifts in freight transportation. Technological solutions and promoting intermodal transportation were found to be the most popular initiatives used to promote hinterland movements of freight by rail and waterborne transportation.

AbstractIn this paper, the advantages achievable from the use of two prototype systems that are being developed to increase safety and security in ports are shown. Both systems start by monitoring environmental parameters in harbors, and then process data acquired. The first system has been conceived to be helpful to port communities (port authorities, pilots) to optimize harbor waterside management (ship’s navigation and cargo, dock performances, boat moorings, refloating of stranded ships, water quality control). By monitoring and processing sea level and atmospheric pressure in port areas, it can help port communities, e.g., to choose the best time when a ship with a certain draft can enter or leave a harbor, or to plan the best route inside the basin for that vessel (port safety). The second system, instead, has been designed for port protection purposes: by monitoring and processing the Earth’s magnetic field below the sea surface in harbors (where the natural field is disturbed by a high artificial component), it is able to detect the possible presence of intruders (e.g., divers) swimming underwater in prohibited areas (port security). Here, the results of monitoring and processing activities of the two systems performed in Livorno and La Spezia harbors are shown (Italy). The processing procedures and the graphical interfaces of the systems are based on applications under development by the research team the author belongs to, by using C# and C++ languages; Matlab environment has been employed for simulations.

<p>This presentation discusses a downstream application from Copernicus Services, developed in the framework of the IMPRESSIVE project, for the monitoring of  the oil spill produced after the crash of the ferry “Volcan de Tamasite” in waters of the Canary Islands on the 21<sup>st</sup> of April 2017. The presentation summarizes the findings of [1] that describe a complete monitoring of the diesel fuel spill, well-documented by port authorities. Complementary information supplied by different sources enhances the description of the event. We discuss the performance of very high resolution hydrodynamic models in the area of the Port of Gran Canaria and their ability for describing the evolution of this event. Dynamical systems ideas support the comparison of different models performance. In the provision of public services, the standard of immigration services is an essential element as well as a form of effort to protect the sovereignty of the Indonesian State. Public facilities at control points for maritime immigration (TPI) tend to be involved and erratic. Data collection and monitoring of foreign ships and members of the crew is also conventionally carried out. The existence of Inapornet (Indonesia Port Integration System) which was initiated by the Ministry of Transportation has been implemented to help improve the performance of port authorities in the field of public services because as the basis of a system, it helps change conventional traditions to become modern with the help of information communication technology. The Inaportnet system itself is able to speed up the port clearance process. However, until now the Inaportnet system has not been applied by the Directorate General of Immigration. Then the research was carried out using a qualitative research methodology with a qualitative - descriptive method to analyze the implementation of the Inapornet system as a whole. All data obtained were obtained from the Immigration Office class I TPI Tanjung Priok. The results showed that the use of the Inaportnet system can be the fastest and easiest solution at this time to overcome the lack of support for technology and information systems that were created specifically to address and fulfill services in the field of immigration inspection at marine TPI. The application of this system supports the movement of the central government in implementing a one gate away system at ports.

Primorje-Gorski Kotar County has eight county port authorities operating since 1999, which manage a total of 101 ports open for public transport, 27 of which are of county importance and 74 ports are of local importance. The focus of this article is directed on county ports communal areas open for public transport, i.e. on communal berths in such ports. The article processes a number of communal berths managed by each county port authority in Primorje-Gorski Kotar County, including the amount of compensation for such moorings. The number of requests for communal berths for each of the eight county port authorities was collected by field research to compare the current capacity with the required capacity of communal moorings. The problems which occur during the use of communal berths and possible solutions to those problems will also be presented in the article.

AbstractThis legal study discusses the provision of trucking and warehousing of goods services and services at the port. This study is intended to address issues related research problems and directions arrangements in the provision of trucking and warehousing of goods services and services at the port. This study uses empirical juridical approach of practices in the truck transportation of goods and warehousing services in the port, while the results of the study are presented in the form of descriptive analysis. The study results conclusion that it is necessary for institutional capacity of port authorities as the organizer of the cultivated commercially port so as to perform the function of government in the harbor. Port Authority set the capacity of the service, organizing auctions and provision of related services to cooperate with trucking and warehousing services provider in the harbor. IntisariKajian hukum ini membahas mengenai penyediaan jasa truk angkutan barang dan jasa pergudangan di pelabuhan. Kajian ini dimaksudkan untuk menjawab permasalahan penelitian terkait permasalahan dan arah pengaturan dalam penyediaan jasa truk angkutan barang dan jasa pergudangan di pelabuhan. Kajian ini menggunakan pendekatan yuridis empirik dari praktek penyediaan jasa  truk angkutan barang dan jasa pergudangan di pelabuhan, sedangkan hasil penelitian disajikan dalam bentuk deskriptif analitis. Hasil kajian diperoleh kesimpulan bahwa diperlukan peningkatan kapasitas kelembagaan otoritas pelabuhan sebagai penyelenggara pelabuhan yang diusahakan secara komersial sehingga mampu menjalankan fungsi pemerintahan di pelabuhan. Otoritas Pelabuhan menetapkan kapasitas layanan, menyelenggarakan lelang penyediaan jasa terkait dan melakukan kerjasama penyedia jasa trucking dan warehousing di pelabuhan.
