The article provides an overview of regional studies addressing the hygienic safety of recreational and drinking water use of the population of the Upper Don basin, conducted on the territory of the Voronezh region. The results of dissertation research for 1997–2019 and materials of modern scientific publications on the studied problem for 2015–2019, showing priority regional problems of water use of the population of the Upper Don Basin are considered. The data of scientific and practical work and state monitoring on the inconsistency of water quality with current standards in places of recreation at water bodies and drinking water of centralized water supply systems for sanitary and chemical indicators and microbiological safety indicators are presented. A description of the current system for monitoring the state of water resources is presented and attention is drawn to the need for its improvement.

One of the definitions states that regionalism means a common policy or project aimed at increasing informal links and economic, political and social transactions which strengthen integration processes, intensify intergovernmental cooperation and create regional identity among the community. According to the above, it was assumed that firstly, states in a group are stronger and more effective and secondly, that regionalism and regionalization may be regarded as a way to solve some regional problems and to contribute to the development of individual states. This narrative became especially attractive for underdeveloped and dysfunctional regions as it offered an opportunity for changes. As a result, a quantitative increase in regional initiatives started. The article is dedicated to the integration processes in the East Africa region. The main aim of the paper is to examine the situation in East Africa, regarding the role that the East African Community has played in this area. Moreover, an attempt has been made to analyze the integration model adopted by the organization and find out if the EAC is able to solve the main regional problems or rather to propose a failed solution and maintain dysfunctional patterns in the organization.

This research is devoted to identification and assessment of basic indicators for regional water use as one of components of social-natural-technogenic system. Basic indicators are estimated on the example of Siberian industrial agglomerations such as Krasnoyarsk and the Kemerovo regions. These regions are considered as pilot for development of the social-natural-technogenic systems concept. Identification of basic indicators is a first stage in the problem of sustainable regional development risks assessment.

The paper deals with the problem of water pollution in the Republic of Sakha (Yakutia). Considerable water resources are concentrated on the territory of this subject of the Russian Federation. However, providing the population with high-quality drinking water is one of the main regional problems. Water sources are negatively affected by industrial enter-prises. Natural and climatic features of Yakutia also play a significant role. As a result, there is a negative impact of water consumption on human health, pri-marily children’s health. The author of the paper analyzes how this problem manifests itself in urban and rural settlements. It is concluded that ensuring water security is an important component of the security of Yakutia and the national security of Rus-sia. Solving this problem requires an integrated ap-proach and comprehensive research.

Within the framework of block self-organizing of geological bodies with use of deformation theory the mathematical solution of a problem for effective final speed is proposed. The analytical and numerical integrated solutions of Navier-Stokes equation for deformable porous space were obtained. The decisions of multi-scaled regional problems «on a flow basis» were also presented: from lithology of rock space - to a well and from a well - to petro-physics. The evolutionary transformation of the linear solution of the equation on mass conservation up to the energetically stable non-linear solution of the equation on preserving the number of movements is also offered. Basing upon the analytical solution of Navier-Stokes equation and model of A.N. Kolmogorov we have obtained the energy model of turbulence pulsing controlled chaos, conjugated with risk stability of average well inflow and cluster structure of Earth defluidization.
