The world of education is a world where there are learning activities between teachers and students, these two components cannot be eliminated in an educational process because if one of them is lost there will never be a learning goal. However, on the other hand there are components that also play a role as supporting learning activities both directly and indirectly. No less important components are facilities and infrastructure. Administration of educational facilities and infrastructure is very supportive of achieving a goal of education, as a personal education we are required to master and understand the administration of facilities and infrastructure, to improve work power effectively and efficiently and be able to respect the work ethics of personal education, so harmony, comfort can create pride and a sense of belonging both from the school community and the residents of the surrounding community.

Analyzed is experience of distance education in the context of the coronavirus pandemic. In the context of education quality problems, attention is drawn to the inability of most students to organize their independent work and low motivation for independent mastering of the specialty. Meanwhile, under conditions of rapid development of technologies, rapidly changing economic conditions, flexible and timely planning in the context of overcoming the production crisis, specialists, who possess modern technologies in a narrow field, programming languages and the skills of working on specific equipment, are required. But, at the same time, employers are interested in well-educated and big-minded professionals, for example, crisis managers. Graduates should have broad knowledge that allows them to quickly adapt to new requirements, independently choose and master new professions in the future, receiving necessary education, navigate growing flows of information, strive for self-education and self-development, which should be based on the motivation of independent learning. The article focuses on the role of humanitarian knowledge, mastery of which is the basis for self-education and self-development. The definition of the concept of “philosophy of personal education” as a system of thinking in which the principles of philosophy of education are projected onto a personal assessment of one’s own physical, intellectual, spiritual, moral and ethical potential as a foundation for self-education and self-development is given. On the basis of philosophy of personal education, abilities, intellectual and creative potential of the individual are realized and a clear motivation for the need to master a particular specialty and self-improvement in this area is determined.

In this chapter social workers’ and independent reviewing officers’ views on the work they carry out with children in care are presented. Pressures on professionals were a recurrent concern. It was also noted that social workers’ understanding of the concept of participation was limited and the examples provided illustrated that children’s and young people’s participation was largely tokenistic. There appeared to be a disconnect/dissonance between professionals’ views of how important participation is and their actual practice with families. Social workers and IROs both stated that children’s participation was very important to them but then went onto explain that generally children played no role in deciding where the review took place, when it took place, who was invited and what was on the agenda. Social workers and IROs also stated that reviews took place without children to meet statutory timescales and that on occasions CIC reviews would take place just after Personal Education Planning meetings leading to very long meetings. Despite legislation giving children rights to have a say in their care and their wishes taken into consideration, there remains a lack of commitment to this from professionals, high caseloads, systemic pressures and a focus on completing paperwork rather than engaging meaningfully with children seems to be the reason for this. This appears to resonate with Forrester’s (2016) idea of ‘zombie social work’, and appears clear evidence of ‘doing things right instead of doing the right thing’ (Munro 2012).

Based on the analysis of scientific resources, the role of educational environment in personal building, development and education is actualized. It is stated that educational environment is one of the most essential factors of those processes. The author’s definitions of notions “educational environment”, “educational environment of institution of higher education” are given. The authors advocate the point that educational environment is a system of facilities for personal education. It is emphasized that the environmental approach in education is changing accents in teaching which is aimed at creating and developing educational environment, which has to meet educational needs of a student. The author’s technique of evaluating the state of educational environment of institution of higher education is grounded and approved, the rating scale of this technique is introduced. The technique suggests making expert evaluation of educational environment of institution of higher education according to qualitative (modality) and quantitative (professional breadth, professional saturation, sociocultural intensity, congruence, openness, mobility, informativeness) parameters. The typology of educational environment of institution of higher education is presented (innovative-professional, formal-professional, pragmatically-oriented, formal general cultural educational environment). The analysis and interpretation of the results obtained from the experiment at University College of Borys Grinchenko Kyiv University are given. The evaluation of educational environment of the college has been made by three groups of experts, which have included students, teachers and parents. Despite the fact that evaluation by different groups of experts are similar, it is revealed that it has essential differences, which has been proved with appropriate statistical methods. It is determined that the substantiation of the whole monitoring system of educational environment of institution of higher education and corresponding diagnostic tools has great potential.
