This paper presents the results of an empirical study investigating the relationship between Total quality management (TQM) practices, Just-in-time (JIT) production practices, and flexibility performance in manufacturing companies. Correlation and regression analysis are applied to analyze the data collected from 280 manufacturing plants in 12 countries including China, Finland, German, Italy, Israel, Japan, Korea, Spain, Sweden, Taiwan, United Kingdom, and Vietnam from 2013 to 2015 in the framework of a High Performance Manufacturing Project. The analytical results confirm the closed linkage between TQM, JIT production practices and flexibility performance. Moreover, this study indicates that the effect of JIT production practices on flexibility performance can be strengthened with a higher level of TQM practices. The main findings of this study suggest that flexibility performance can be built up by implementing both TQM and JIT production practices, and TQM should be regarded as the platform to maximize the effect of JIT production on flexibility performance.

Kata kunci: TQM, JIT, produktivitas, efisiensi, efektivitas The quality of management system is important to apply in construction projects considering that it is related to stakeholder satisfaction. Quality management can be conducted through Total Quality Management (TQM) that covering all aspects of contractor activities that must be managed properly so that the quality of work can satisfy the stakeholders. In TQM, there is the concept of Just in Time (JIT) which is the whole philosophy in management operations where all resources are needed which aim to increase productivity and reduce waste. JIT is a concept with the primary goal of producing the required product in the required amount at the right time. This paper will explain about the implementation of JIT in renovation project of several buildings at Institut Teknologi Bandung (ITB). The design provided for the project is the JIT system where the contractor and supplier are scheduled at the first time about the delivery of the material and the estimated productivity of its work. From the results of the research it is found that to control the anticipated inventory and fluctuation, the JIT concept can run inventory mechanism that is able to meet the limitations and scarcity of inventory. The concept of JIT involves all aspects and all human resources that exist as a whole that has a shared responsibility in improving efficiency and productivity. Keywords: TQM, JIT, productivity, efficiency, effectiveness

There are research gaps and phenomena that occur in the era of globalization need to be done research that aims to know and evaluate the implementation of Just in time (JIT) and Total Quality Management (TQM) using Confirmatory Factor Analysis (CFA). The research was conducted at PT. XYZ. Resources are obtained through field observations, interviews, documentation and questionnaires using a sample of 180 respondents. Data is obtained from primary and secondary data sources. According to the level of explanation including qualitative descriptive research. The analysis technique used is descriptive analysis using Confirmatory Factor Analysis (CFA). The results showed that PT. XYZ has implemented JIT and TQM only found a few obstacles. This research has implications on managerial policy and can be used by management in determining company policies to produce JIT and TQM which both CFA Test Results show the highest standardize estimated value exists in the flexible workforce dimension which is the right way especially in the JIT section and an important initial role before the implementation process where the main focus is employees. While the implementation of good TQM the highest standardize estimated value is in the respect for employee’s dimension which is the right way especially in the TQM section.
