Coconuts provided commodities for the West in the form of coconut oil and copra. Once colonial governments established control of the tropical Pacific Islands, they needed revenue so urged European settlers to establish coconut plantations. For some decades most copra came from Indigenous growers. Administrations constantly urged the people to thin old groves and plant new ones like plantations, in grid patterns, regularly spaced and weeded. Local growers were instructed to collect all fallen coconuts for copra from their groves. For half a century, the administrations’ requirements met with Indigenous passive resistance. This paper examines the underlying reasons for this, elucidating Indigenous ecological and social values, based on experiential knowledge, knowledge that clashed with Western scientific values.

Much of the recent surge in writing about the practice of nonviolent forms of resistance has focused on movements that occurred after the end of the Second World War, many of which have been extremely successful. Although the fact that such a method of civil resistance was developed in its modern form by Indians is acknowledged in this writing, there has not until now been an authoritative history of the role of Indians in the evolution of the phenomenon.The book argues that while nonviolence is associated above all with the towering figure of Mahatma Gandhi, 'passive resistance' was already being practiced as a form of civil protest by nationalists in British-ruled India, though there was no principled commitment to nonviolence as such. The emphasis was on efficacy, rather than the ethics of such protest. It was Gandhi, first in South Africa and then in India, who evolved a technique that he called 'satyagraha'. He envisaged this as primarily a moral stance, though it had a highly practical impact. From 1915 onwards, he sought to root his practice in terms of the concept of ahimsa, a Sanskrit term that he translated as ‘nonviolence’. His endeavors saw 'nonviolence' forged as both a new word in the English language, and as a new political concept. This book conveys in vivid detail exactly what such nonviolence entailed, and the formidable difficulties that the pioneers of such resistance encountered in the years 1905-19.

<p class="3">This literature review seeks to outline the state of the art regarding collaboration between educational institutions on Massive Open Online Courses (MOOCs) launched in Europe and in the US for the past 10 years. The review explores enablers and barriers that influence national institutional MOOC collaboration, and looks into how existing knowledge about institutional collaboration on e-learning can be used in MOOC collaboration. The review is based on a literature search in databases and on snowballing techniques. It concludes that collaboration on MOOCs can be advantageous in terms of ensuring quality and innovation in the common learning designs, and that—in order to succeed—such projects need strategic and institutional support from all partners involved. Moreover, the review points out barriers concerning the reluctance of individual institutions to engage in national collaboration due to fear of potential loss of their own national branding and the teachers’ hesitancy or passive resistance to new educational platforms and formats.</p>

Most power relationships between organizations and stakeholders are episodic circuits of power whereby resource dependence is exacerbated by prohibitive rules. Such relationships are usually constraining rather than empowering and generate resistance and reluctant compliance rather than co-operation and creativity. Clegg's (1989) concept of facilitative circuits of power, however, suggests that some power relationships, particular where high amounts of discretion are delegated, can result in innovation by stakeholders. Public sector agencies have multiple and diverse external stakeholder groups that they need to influence in order to implement their strategies. In this paper, we explore a facilitative circuit of power using a case study of a public sector research funding organization that employed strategic ambiguity to delegate considerable authority to stakeholders, stimulating a variety of creative responses during a period of major system restructuring. Risks associated with such a practice include the generation of active and passive resistance as well as a propensity for the system to revert to an episodic power circuit over time. Despite these risks, we propose that the deployment of strategic ambiguity is a previously unrecognized mode of high discretionary strategic agency in authority delegation that can generate creative responses on the part of stakeholders within a facilitative circuit of power.

Nana Sita (1898–1969) is best known for being the secretary of the Transvaal Indian Congress and for his leadership in the passive resistance movement for which he was incarcerated three times. This article focusses specifically on three more times he was sentenced to hard labour for refusing to submit to the Group Areas Act and to leave his (business and) house at 382 Van Der Hoff Street in Hercules, Pretoria. The main sources for telling the story of Nana Sita’s resistance are interviews with his 93-year-old daughter, a chapter written on him by E.S. Reddy and other unpublished material placed at the author’s disposal by Maniben Sita herself. The focus of the article will be on the religious arguments against the Group Areas Act put forward by Nana Sita himself in his defense during his final trial in 1967.Contribution: Historical thought and source interpretation are not limited to historic texts but include social memory in the endeavour of faith seeking understanding. People of faith in South Africa can only come to grips with reality by engaging with the stories of the past, like that of Nana Sita.

Static and dynamic (statnamic) lateral load tests were performed on a full-scale 3 × 3 pile group driven in saturated low-plasticity silts and clays. The 324-mm outside diameter steel pipe piles were attached to a reinforced concrete pile cap (2.74 m square in plan and 1.21 m high), which created an essentially fixed-head end constraint. A gravel backfill was compacted in place on the back side of the cap. Lateral resistance was therefore provided by pile-soil-pile interaction as well as by base friction and passive pressure on the cap. In this case, passive resistance contributed about 40 percent of the measured static capacity. The measured resistance was compared with that computed by several techniques. The log-spiral method provided the best agreement with measured resistance. Estimates of passive pressure computed using the Rankine or GROUP p-y curve methods significantly underestimated the resistance, whereas the Coulomb method overestimated resistance. The wall movement required to fully mobilize passive resistance in the dense gravel backfill was approximately 0.06 times the wall height, which is in good agreement with design recommendations. The p-multipliers developed for the free-head pile group provided reasonable estimates of the pile-soil-pile resistance for the fixed-head pile group. Default p-multipliers in the program GROUP led to a 35 percent overestimate of pile capacity. Overall dynamic resistance was typically 100 to 125 percent higher than static; however, dynamic passive pressure resistance was over 200 percent higher than static.

Slow, shallow ground movements in a slope near Yellowknife caused excessive tilting of timber piles that supported an engineering structure. To avoid damage to the structure, the pile foundations had to be replaced by rigid concrete piers that were designed to resist the forces of the moving soil mass. Downhill movements were rather slow and, during an initial inspection, were indicated only by soil that was pushed up against a series of piles on their uphill sides, while gaps had formed on their downhill sides. No open cracks or bulging was observed on the slope. A stability analysis indicated that the slope was not in a state of limit equilibrium. To obtain a better understanding of the creep movements in the slope and their effect on the rigid concrete piers, extensive instrumentation was carried out after the construction of the piers. This included slope indicators, piezometers, thermistors, and total-pressure cells against one of the concrete piers. In addition, a triaxial testing program was undertaken in which the effect of cyclic pore-water pressure changes on the long-term deformations of the shallow clay layer was investigated. From the data collected in the field and laboratory, it could be concluded that (i) tilting of the original timber piles was caused by downslope movements related to cyclic pore-water increases; (ii) the lateral soil movements increased almost linearly with depth from 2 m below the ground surface, with no indication of a slip surface; and (iii) the pressures exerted by the moving soil mass against the rigid concrete piers within the soil mass were equal to the passive resistance activated within the moving soil mass.
