Part III of Dual Penal State uses dual penal state analysis to generate a comparative-historical account of American penality. With comparative glimpses at Germany and, to a lesser extent, England, it distinguishes between two responses to the shared challenge of legitimating state penal power in a modern liberal democratic state: (1) the failure to appreciate the legitimatory challenge of modern state penal power in particular (United States) and of modern state power in general (England); and (2) the failure to address the legitimatory challenge of modern state penal power as an ongoing existential threat to the legitimacy of the state (Germany). Chapter 6 undertakes a critical analysis of Jefferson’s 1779 draft of a criminal law bill for the State of Virginia, concluding that it fell well short of a criminal code that reflected the ideals of the American legal-political project as spelled out, for instance, in Jefferson’s Declaration of Independence of 1776.

AbstractThe involvement of oligochaetes in the life cycles of fresh water myxozoan parasites in Brazil was investigated. Of 333 oligochaetes collected in a fish farm in the State of São Paulo, three (0.9%) released Aurantiactinomyxon type spores. From 86 worms collected in a fish farm in Mato Grosso do Sul State, 1 (0.9%) released actinospores with a novel morphology for which we propose the name Seisactinomyxon. Three-and-a-half-years into the crisis that struck the heart of the Gulf Cooperation Council (GCC), the 41st Gulf Summit, held on January 5, 2021, in the Saudi city of al-Ula, brought the blockade of Qatar to an end. The summits final communiqué stated that the GCC member states will “stand together as one to confront any threat to the security of the block” and prevent any “violation of sovereignty of any member state.”1 According to the Saudi Foreign Minister, Faisal bin Farhan, “points of disagreement with Qatar have been solved.”2 The Saudi minister declined to give more details on the compromises the two sides may have agreed on and the timeframe for their implementation. Lack of enthusiasm in the state-owned media on both sides of the fence suggests, however, that the agreement will merely return the relationship between the parties to the pre-June 5, 2017 position. So far, the two sides blame COVID-19 for ‘social distancing.’ Trade has not been fully resumed and cross-borders movement of goods and peoples remain low. It is assumed that cold peace is likely to prevail until the two sides re-establish mutual trust, which was badly damaged, especially at the level of the heads of states.

The study of semiconductor materials with point radiation defects of the crystal structure in three charge states (–1), (0), (+1) is important for determining the conditions of their radiation resistance under the influence of gamma rays, fast electrons, etc. Such defects are self-sufficient to ensure electrical neutrality of the material under conditions of ionization equilibrium, that issue determines the radiation resistance of materials. In silicon and diamond crystals, such irradiation-induced defects during their accumulation stabilize the Fermi level in the vicinity of one third of the band gap from the top of the valence band. The purpose of the work is an analytical description of the stationary hopping electron transfer in a semiconductor, taking into account the joint migration of both the single electrons and the pairs of electrons over these triple-charged defects. A crystalline semiconductor is considered as a matrix containing immobile point defects of one sort in the prevailing concentration. For the first time in the drift-diffusion approximation, a phenomenological theory is constructed of coexisting migration of both the single electrons (transitions from the charge state (–1) to state (0) and from the state (0) to state (+1)), and the electron pairs (transitions from the state (–1) to state (+1)) by means of their hopping between such defects when an external stationary electric field is applied to the semiconductor. In the linear approximation, analytical expressions are obtained for the screening length of a static electric field and the length of the hopping diffusion of electrons migrating via such defects. It is shown that the additional contribution of the hopping transport of electron pairs leads to a decrease in the screening length and also changes the diffusion length.

ABSTRACTBinding to the receptor, CD4, drives the pretriggered, “closed” (State-1) conformation of the human immunodeficiency virus (HIV-1) envelope glycoprotein (Env) trimer into more “open” conformations (States 2 and 3). Broadly neutralizing antibodies, which are elicited inefficiently, mostly recognize the State-1 Env conformation, whereas the more commonly elicited poorly neutralizing antibodies recognize States 2/3. HIV-1 Env metastability has created challenges for defining the State-1 structure and developing immunogens mimicking this labile conformation. The availability of functional State-1 Envs that can be efficiently crosslinked at lysine and/or acidic amino acid residues might assist these endeavors. To that end, we modified HIV-1AD8 Env, which exhibits an intermediate level of triggerability by CD4. We introduced lysine/acidic residues at positions that exhibit such polymorphisms in natural HIV-1 strains. Env changes that were tolerated with respect to gp120-gp41 processing, subunit association and virus entry were further combined. Two common polymorphisms, Q114E and Q567K, as well as a known variant, A582T, additively rendered pseudoviruses resistant to cold, soluble CD4 and a CD4-mimetic compound, phenotypes indicative of stabilization of the pretriggered State-1 Env conformation. Combining these changes resulted in two lysine-rich HIV-1AD8 Env variants (E.2 and AE.2) with neutralization- and cold-resistant phenotypes comparable to those of natural, less triggerable Tier 2/3 HIV-1 isolates. Compared with these and the parental Envs, the E.2 and AE.2 Envs were cleaved more efficiently and exhibited stronger gp120-trimer association in detergent lysates. These highly crosslinkable Envs enriched in a pretriggered conformation should assist characterization of the structure and immunogenicity of this labile state.IMPORTANCEThe development of an efficient vaccine is critical for combating HIV-1 infection worldwide. However, the instability of the pretriggered shape (State 1) of the viral envelope glycoprotein (Env) makes it difficult to raise neutralizing antibodies against HIV-1. Here, by introducing multiple changes in Env, we derived two HIV-1 Env variants that are enriched in State 1 and can be efficiently crosslinked to maintain this shape. These Env complexes are more stable in detergent, assisting their purification. Thus, our study provides a path to a better characterization of the native pretriggered Env, which should assist vaccine development.
