The study investigates the effects of e-learning as an alternative form of curriculum dissemination for rural Technical and Vocational Education and Training (TVET) college students. This study adopted connectivism theory, which enabled lecturers to reflect and adapt to how learning has changed and the accompanying implications of designing the spaces and structures to the current mode of learning. The researcher made use of two research methods to gather data; phone interviews and questionnaires. The data was analyzed using thematic analysis and the Statistical Package for Social Sciences (SPSS) Version 20.0, Office Word format. The results indicated that the unavailability of technological resources, lack of financial support from single parents’ side due to socio-economic factors, and child-headed families hinder the correct implementation of e-learning and make it difficult to reach its objectives.

Abstract Background: Legal substances use is prevalent in Ethiopia. Substance use can have several health problems that are potentially harmful to educational performance, social issues, psychological and physical wellbeing. This study aimed to know the prevalence of lifetime and last month’s substance use and its associated factors among technical and vocational education and training College students in Ataye town. Methods: An institution-based cross-sectional study was conducted from 1 March to last May 2019. Participants were selected using a simple random sampling technique. Data collected by using a structured and pretested interviewer-administered questionnaire. Data collected by five trained diploma nurses with close supervision. Odds ratio with their 95% confidence interval, and p-value less than 0.05 used to declare the statistical significance of associated factors. Results: Four hundred eighty-three individuals participated in the study, which was a response rate of 94%. The prevalence of lifetime legal substance use was 32.5% (95% CI: 28.2, 36.5). The prevalence of last month's legal substances use was 21.9% (95% CI= 18.2, 25.5). Among lifetime legal substance users, the majority (25.5%) chewed khat. The others, (19.5%) drunk alcohol, and, 15.3% smoked cigarettes in a lifetime. Lifetime cannabis and cocaine users were 2.5%, and 7.2% respectively. Among last month's legal substance users, (21.9%) chewed khat followed by alcohol drinking (16.6%), and cigarette smoking (15.3%). In the last month, 1.2% and 3.3% of students used cannabis and cocaine respectively. Multivariate logistic regression showed that being male, having a divorced family, living greater than twenty years in the town, having substance user family members, having intimate friend substance users, and easy availability of substances were independent predictors of lifetime legal substances use. Conclusions: The prevalence of last month and lifetime legal substance use at Ataye Technical and Vocational Education and Training ( TVET ) college students were analogous with most studies done in Ethiopia. It is advisable if the college administrators work together with town administrators to mitigate the problem including closing substance use houses around the school. Overall, Substance use among adolescents should get further emphasis to lower the prevalence.

This article reports examples from new, ongoing distance learning activities in Romania that utilize state of the art digital media, tools, and methods. Examples include state of the art video tools, design of video infrastructure, and training courses employed for classroom modernisation, to address technological and pedagogical innovations in vocational education and training. The objective is to renovate the teaching infrastructure used by specialists in vocational education, and improve vocational training quality by providing more flexible trainings paths to the Romanian labor market. The latter includes dissemination of a new model for organizing and delivering professional vocational training comprising of competence transfer, competence export, building networks, and development of contacts with vocational schools within a regional development perspective. The training delivery utilizes state of the art ICT solutions, high definition video services, and blended learning frameworks.

What we mean by digital learning? Why digital learning matters? Which are the main skills that will help to boost the employability of digital learning professionals? How can we structure a good training course? Based on these questions, the eVirtue project (http://groupspaces.com/eVirtue/), funded by the European Commission in the context of LifeLong Learning Programme, conducted an in-depth research of the competences and skills necessary for trainers so that they meet the requirements of emerging, technology-based training job roles. In addition, a set of guidelines to design trainings that would provide qualifications that match the specifications of each of the new role roles has been developed, to be used by Vocational Education and Training (VET) providers, employers and employees. These are based on a thorough review of current training and educational offers and present in a practical way a complete structure of learning units that should be designed by VET organisations who are active in the field of e-learning professions.

Technical and Vocational Education and Training (TVET) colleges are intended to equip youths with work-relevant skills, but the capacity of the labour market to absorb them is limited and South Africa has high levels of unemployment. Employers argue that young work-seekers from TVET colleges may well possess technical skills but lack employability skills, including appropriate work-based attitudes and values. In response to this scenario, a team of experts designed a short, interactive programme for TVET college students to acquire an improved understanding of and insight into their own values and how these inform their behaviour in the workplace. The values selected were respect, accountability, self-improvement and perseverance. The programme’s intended outcome was to increase the participants’ awareness of the link between values and their actions so that they could improve their own decision-making and their relationships with colleagues in the workplace. Following this programme, the students were afforded a period of workplace exposure during which they were required to reflect on their experience and how workplace behaviour revealed their own and work colleagues’ underlying values. A crucial challenge for the project team was to be able to measure any impact on the participants’ understanding of the values and how this understanding might guide their behaviour. The focus of this article is on how the assessment instrument was conceptualised, designed and piloted in South Africa and Kenya. The instrument was required to measure effectively any changes in the participants’ understanding of the meaning of each value and the adjustments in their ability to apply the values in real work-based scenarios.

Vocational education and training (VET) has been facing a lot of challenges lately in the context of geostrategic forces that are shaping our world. Recent technological changes, combined with shifts in global economic power, accelerating urbanization, and demographic changes have put pressure on the VET to become more responsive to the needs of the labour market and society. E-learning has been seen as an effective way of improving the quality of teaching and learning in VET schools due to its various forms. Nevertheless, there has been some disagreement in the litearture on the advantages and disadvantages of the use of of e-learning in VET. Besides, some studies recently reported a decline in enthusiasm about the effects of e-learning in companies. In order to closely examine the effects of e-learning in VET, we conduct a literature review. We then carry out a discussion of the pros and cons with the aim of developing suggestions for the better use of e-learning in VET. The results of the litearture review show that learners and providers of e-learning benefit from it in different ways. In order to minimise the risks involved in using e-learning, a mixture of online and face-to-face events could be used, and adjusted pedagogical concepts should be designed and developed explicitly for e-learning.
