Through a critical document-based methodology, the research analyses the essence of social risks as the object of public administration, proposes their classification, tests the need for interconnection of social and fiscal policies, bases the structure of the financial and budgetary mechanism for public management of social risks and, consequently, proposes to improve it by increasing investment in human capital to prevent social risks. It is concluded that the orientation of the social protection system to countervailing measures in relation to certain groups of the population seeks to solve the problem of poverty by strengthening tax distributional processes, increasing the amount of social spending on total state spending, but if it fails to increase the effectiveness of social programmers, the main social problems will not be solved. It is established that the main direction of improvement of the public social risk management tax mechanism should be the minimization of the compensatory nature of the financial provision of the consequences of social risks and, the activation of the application of investment tools for the prevention of their occurrence.

Introduction. Accelerated pace of development of society contributes to the accelerated generation of social risks, modern society is characterized by constant technological, natural, economic, environmental, socio-cultural changes. Therefore, minimizing social risks and leveling their consequences is of paramount importance. Methods. Diagnosis of the state of the social risk management system combined the principles of systemic, structural-functional and targeted analysis, which provided a comprehensive assessment of the whole and individual components. Results. The analysis of expenditures on the social sphere showed their stable absolute growth despite the dynamic reduction of their share in the budget. Social risks are largely due to the non-transparency of the mechanism for regulating the supply and demand of labor in the domestic labor market. A significant share of macroeconomic social risks is related to the problems of social infrastructure, which is financed from the budget. Problems with access to health care, the opacity of the pharmaceutical market, the degradation of the health care network, chronic underfunding, and the lack of health insurance also generate social risks. The task of state policy should be to prevent and prevent social risks, identify social conflicts that lead to destructive consequences. Systematization of social risks allows to methodologically substantiate the mechanisms of social risk management, to modernize the models of social protection of the population, to develop effective tools for ensuring public management of social risks. Discussion. The impossibility of reducing funding for social needs without deteriorating the quality of life and social protection of the population requires further search for alternative sources of funding for socio-cultural expenditures, rationalization in the budget structure to effectively combat the development of social risks. Abstract. The changes in the economic and social spheres that occur in conditions of rapid technological changes and affect the structure, form and nature of employment are studied. It is argued that increasing employment flexibility, which is in line with the idea of expanding economic freedom for employers and employees, may exacerbate the social risks associated, in particular, with a weakening of the social security of employed. The existing foreign mechanisms of risk prevention in promoting employment flexibility are analysed, and it had reflected in the flexicurity concept. It is proved that the strengthening of employment flexibility in Ukrainian practice is accompanied by three main tendencies: diversification of employment forms that are characterized by flexibility; maintaining the rigidity of labour legislation on employment and employment in the public sector; preservation of the non-sufficient and inefficient level of social protection of flexible employment. Various points of view of different scientists on employment flexibility are analysed that allowed to study the specific forms of flexible employment in the Ukrainian economy. Proposals had developed to improve the conditions for the development of flexible employment, covering organizational, economic and institutional vectors. The article is devoted to the study of historical aspects of the formation of the social risk management system. The study is based on a deep retrospective analysis that allows to establish the stages of formation of social risk management systems in world practice. This is of fundamental importance for the rationalization of social policy, and within its framework, in particular, the policy of social risk management. The effective functioning of such a system should, in turn, refer to the historical awareness of social risks, the principles of organization of risk communities. According to the author, the study, conducted to describe and explain the attitude to the social risk management system through the prism of the evolution of the social state, aims to establish not only opinions on Social Security through social security systems, the scale of satisfaction with the possible benefits derived from this insurance, and trust in the institution associated with them. The result of these studies should also be a diagnosis of the attitude of society and states to the ideas and rules of the social risk management system, and in particular recognition of the degree of understanding of the need for social security by creating appropriate mechanisms. Therefore, it is important, taking into account the evolution of the development of the social state, to also answer the question of the possibility of directing other public institutions covering this important sphere of social relations formation in the social risk management system. The author finds in the article that social risk has a historical character, which is associated with both technological and cultural development of the individual. It is proved that the state played a key role in the development of the social risk management system. The stages of formation of the social risk management system are allocated and a scheme of methods of public management of social risks was built on the basis of the performed analysis. Also based on the analysis, strategic goals were identified in the system of public management of social risks, which allows to increase its effectiveness. Diante das dificuldades sofridas pela proteção social em tempos de agudização da crise do capital, este artigo tem por objetivo principal apresentar uma metodologia de análise crítica do orçamento público para além dos manuais tradicionais de finanças públicas. O artigo está organizado em quatro seções. A primeira seção evidencia os conceitos de fundo público e orçamento público, destacando a presença ativa dos recursos públicos na esfera da acumulação produtiva e na garantia das políticas sociais. A segunda parte do texto apresenta critérios relevantes para a análise dos gastos orçamentários, especialmente os gastos sociais. A terceira seção aborda o financiamento das políticas sociais na perspectiva crítica que busca uma análise da totalidade do custeio dos gastos sociais. Por fim, destaca a importância do controle democrático do orçamento e do fundo público. The article is organized in four sections. The first section evidences the concept of public fund and public budget, emphasizing the active presence of public resource in the scope of the productive accumulation and the assurance of socialpolicy. The second section shows relevant criteria for the analysis of budget expenditures, especially social spending. The third section addresses the financing of social policies in the critical perspective that seeks an analysis of all costs of the social spending. In the end, highlights the importance of the democratic control of the budget and the public fund. It is ananalytical perspective corroborates with the delineation of trends about the condition of social and human rights.

Problem setting. In the context of modern transformation processes, the modernization of the public administration system becomes important, in particular in the application of qualitatively new strategic approaches, mechanisms and tools in the social sphere. The current priority of public policy implementation at both the national and regional (local) levels is to meet the social needs of the most vulnerable and socially vulnerable categories of citizens. Current trends in public administration practices in developed countries indicate the need for effective intersectoral partnership in the system of public management of the social sphere, which provides for effective participation in this process, both relevant government institutions and civil society actors.Recent research and publications analysis. Problems of public management of the social sphere, public administration influence on social processes are characterized by considerable attention among both foreign and Ukrainian researchers. Highlighting previously unsettled parts of the general problems. Despite significant scientific interest, the issues of substantiation of the role of decentralization in the formation of the principles of qualitative renewal of the content of the public administration system in the social sphere, the influence of state institutions on social processes, identification of trends and main directions of decentralization on the formation of strategy and modernization of public administration social sphere, etc.Paper main body. Based on the fact that the state level is of decisive and integrated importance in the implementation of the social function, the social responsibility is borne primarily by the state through the system of legislative and executive bodies. In view of this, it is the state that has the power to establish fair and transparent rules for the activities of various actors, including civil institutions, through the functioning of an effective system of control that would ensure their implementation.Researchers and experts point out the inconsistency of the current state policy of social development in Ukraine neither with the challenges formed under the influence of globalization processes and national conditions, nor with European standards for the introduction of this area of public administration.The system of social services provided by the current legislation is largely inconsistent with the current system of budget funding, which is mostly based on a formal approach that does not take into account the real need for material security of vulnerable groups and the real cost of benefits and services.Among the areas set out in the draft of the new National Strategy for Civil Society Development in Ukraine for 2021-2026, emphasis is placed on improving approaches to state support for civil society organizations and strengthening cooperation between them and the executive branch. In particular, one of the main tasks of the Strategy is to expand the mechanisms of support of civil society organizations by the state, as well as to increase the order of services from such organizations.Conclusions of the research and prospects for further studies. Processes of modernization of public administration in the social sphere should include the following key areas: regulatory (provides for the completeness and integrity of regulatory standards for the implementation of sectoral / functional policies and guarantees of social rights); organizational and institutional (consists in improving the institutional support of public management of the social sphere); functional-instrumental (provides for ensuring the integrity of the organizational-functional structure; effective coordination of the functioning of institutions); financial and economic (is to optimize the financial mechanisms for the implementation of tasks of social development and functioning of the social sphere); infrastructural (provides for the modernization of the social services system through the state's demonopolization of the social services market); resource (provides for the development and integration of different types of resource provision).

Public–private partnerships (PPPs) are a useful approach that allows the public sector to collaborate with private investors in financing, implementing, and operating public sector facilities. Over the past few decades, the occurrence of social risks and the vulnerability of PPP projects to these risks have caused numerous project failures. While practitioners claim to manage the social risks of PPP projects, little effort has been made to explore the proper ways of doing this. In this study, we present a social risk tolerance (SRT) concept and propose a model to quantify the tolerance of PPP projects to social risks. One hundred and twenty-three PPP projects were collected from China for model validation. The results indicate a positive relationship between SRT values and project size and that the SRT has diminishing marginal values. This paper presents a new concept in PPP research and provides an appropriate approach for managing the social risks of PPP projects. The research findings can help both the public and private sectors understand the social risks associated with PPP projects and determine effective countermeasures to control these risks.

The factors of the functioning of the system of the social protection of the population have been analyzed in the article as the open, the ramified, the multilevel and the multifunctional system aimed at the maintenance of the individual-social balance in its activity, the activation of the socio-economic potential and the prevention of the negative consequences of the transformational processes and the minimization of the social risks in the society by means of legislative, economic, organizational, managerial and educational support of the gender equality. The use for the social-economic analysis of the system of the social protection of the numbers of the categories has been grounded, where the essence of the interaction of economic, social, political, organizational and legal subsystems of the system of the social protection has been reflected and their role in the development of the sustainable social relations. The principles of the integration of the gender approach into the state policy of Ukraine at the interstate, the national and the local levels have been researched on the basis of legislative, legal and other branch sources and the marks of the effectiveness of the state and the branch measures has been given as for the priority implementation of Directive 79/7 / EEC about gradually implementation of the principle of the equal attitude for the men and the women in the sphere of the social providing, the main problematic aspects of the implementation of the mechanisms of the social providing, the policy of the employment, health care have been revealed, which have the significant impact on the state of the gender equality in Ukraine. The ways of the increase of the level of the compliance of the principle of the gender have been determined equality in terms of the improvement of the normative-legal base, the accounting of the gender components in the programs of the economic and the social development, the improvement of the mechanism of the realization of the gender-legal expertise, the improvement of the realization of the mechanisms of the right to the protection from the discrimination on the basis of sex, making the gender component to the programs of the social reforms with the involvement of the public authorities, the local self-governments and the public organizations and the associations, the activities are aimed at the providing of the equal rights and the opportunities of the women and the men.

The article under the auspices of studies aims to elucidate issues pertinent to the Disciplinary Administrative Process (PAD), and an existing disparity with the Inquiry instrument, in order to conceptualize them as connected and opposing spheres. Therefore, the resolution of the project fails to comply with the search for an analysis of the effectiveness, importance and legal basis of the administrative instruments, considering the current legislation, jurisprudence and corresponding doctrines, in order to avoid formation of processes that present defects and nullities, being -the so-called unnecessary to public management. It was possible to obtain by design that the duty of managers in investigating disciplinary infractions, transcends the mere opening of the appropriate administrative procedure. This is because in addition to being associated with public management, the operator must maintain conduct in compliance with constitutional principles, in opening and judging unnecessary procedures. In a conclusive way, it appears that the Public Administration cannot, as an employer, relieve available absences practiced by its employees, even though its labor expression is of enormous quality. The resulting understanding promotes, finally, the opening of such procedures only when based on elements that make their continuity and useful completion essential, in order to satisfy Management's aspirations and desires. Thus, to encourage the study, the applied precept will be the deductive method and the dialectical hermeneutics, starting from a generalization to a particularized question, with the intention of considering the social practices, in the Administrative-Legal scope, in order to explore the means that use the Administration, to stigmatize its administrators.

Na dinâmica contemporânea de crise e reestruturação do capital, ganha fôlego, no atendimento às necessidades sociais, a partilha de responsabilidades entre Estado, Mercado e “TerceiroSetor”. Na Política de Assistência no Brasil, mesmo com o SUAS, a ênfase na participação da sociedade civil se intensifica com a prestação de serviços por meio das entidades beneficentese de assistência social.
