The objective of the research was to structure conceptual approaches for the establishment, development and improvement of the formation and functioning of (civil) public management systems in Ukraine and the Republic of Poland, as well as the identification of ways and methods to improve national mechanisms for the implementation of the state personnel policy, based on the modern positive Polish experience. The positive experience of modelling an effective public (civilian) service management system in Poland that can be used in Ukraine to solve its problems has been systematized. Materials and methods were used from the analysis of documentary sources. The basis was the dialectical method of knowledge of the facts of social reality, on which formal and comparative legal approaches are largely based. Conclusions indicate that ways and directions for further reform of the management system in the field of public service in Ukraine, include the further integration of the national public service model, and management mechanisms in this area to the standards of the single administrative area within the framework of the Association Agreement between Ukraine and the European Union.

This article examines the role and importance of agriculture in the economy of the Republic of Uzbekistan and demonstrates the need to improve the competitiveness of fruit and vegetable products in future economic reforms and the need for implementing a network management system. The SWOT method also shows the prospects and ways to increase the competitiveness of fruits and vegetables in the global agrarian and food markets.

This article presents important steps and achievements accomplished by the Republic of Moldova towards integration, by analysing its collaboration with the European Union.  The development of relations with the EU is the priority goal that Moldova strives for, which means not only economic, but also political and cultural integration.  The first steps of the Republic of Moldova towards the EU were encouraging.  After years of isolation, this process was difficult and required a lot of efforts.  This is due to many reasons, the most important of which are Russia's political and economic pressure, theunresolved issue in Transnistria, the ideological and geopolitical schisms of the population, some of which see their future with Russia, and the other part with Europe.  Despite the existing problems, cooperation with the EU has yielded tangible results: the EU-Moldova Association Agreement has been signed, the visa regime has been abolished and financial support for the socioeconomic and public sectors is provided.  Moldova, for its part, is making great efforts to form a single political, economic and cultural educational space with the EU, which supports its efforts in the process of European integration.  Its speed and success largely depend on the country itself, its economic and political development.  A strong statepolicymaking aimed at strengthening reforms and stimulating the transition to a market economy in accordance with the international principles is inherent in the future development of Moldova. The article is devoted to the research of the latest approaches to providing of environmental management in Ukraine on the way to European integration. Based on the research, the necessity of introducing new approaches to providing of environmental management in Ukraine as one of the most important directions of European integration processes in Ukraine as a whole has been substantiated. The ways of improvement of separate directions of ecological management are offered, which are considered in the article through the prism of separate functions of ecological management and are considered innovative, in particular, for Ukraine. The European aspirations of Ukraine in the environmental sphere have been argued by the norms of the recently adopted Association Agreement between Ukraine, on the one hand, and the European Union, the European Atomic Energy Community and their member states, on the other. The prospective directions of introduction of the mentioned approaches in the modern practice of public administration of Ukraine, given the high environmental risks and threats faced by the entire world community, are indicated. Keywords: environmental management, public management of the environmental sphere, new approaches to providing of environmental management, eurointegration, European integration processes in the environmental sphere.

The article deals with the characterization of the legal status of a judge of a court of general jurisdiction as a public servant. In the context of the active development and improvement of public administration in the world, the role of public service as a defining feature of the state for which the rights, freedoms, and legitimate interests of citizens is of the highest social value is increasing. Since the signing of the Association Agreement with the European Union by Ukraine, it has become necessary to introduce and establish in the national legislation such an institution as a public service. This became the lever that started the process of reforming the government system in the country and determined the correct vector for the development of public service in Ukraine. Legislative improvement of the judicial system and the status of judges of courts of general jurisdiction in the context of public service reform in Ukraine is one of the prerequisites for the further development of our country as a rule of law and democracy. In particular, public service reform in Ukraine should be aimed at creating a fundamentally new system of judiciary. Unfortunately, as of today, the domestic legislation has not undergone significant changes and additions regarding the introduction of the Public Service Institute. Particular attention is paid to the concept of “public service”, which is the defining legal definition for the study. Based on the analysis of the opinions of scientists, scientists form a list of the main features of public service. The nature and content of the activity of judges of courts of general jurisdiction is determined by the totality of the relevant legal elements that are part of the structure of their legal status. These include the judge’s legal personality, his rights and obligations, functions, principles, legal liability, and safeguards. The list of features of activity of judges of courts of general jurisdiction as public servants is determined. It is concluded that the status of judges of the courts of general jurisdiction is to be legally enshrined as a fundamentally separate and distinct type of public service. Abstract This investigation is focused on two objectives: 1) explaining the relationship between quality management and performance management in higher education; 2) evaluating the existing quality management systems in the higher education institutions of the Republic of Moldova. In order to accomplish the first objective, a comparative theoretical analysis of the quality management and performance management was carried out in terms of common aspects and distinctive peculiarities. Consequently, it was reasoned that the performance management system of a higher education institution is created and functions on the basis of the quality management system by extending the area of the quality objectives to the level at which they will ensure performance or, in other terms, by moving towards excellence. In order to achieve the second objective, an opinion survey for the teaching and managerial staff from 6 universities was carried out. As a consequence of processing the obtained results, there were identified problems related to the functioning of the quality management systems. The investigation resulted in the formulation of a set of recommendations for the higher education institutions of the Republic of Moldova in order to increase the efficiency of the quality management systems functioning and thus to ensure an efficient management.

Strengthening social cohesion is one of the main directions of the Moldova 2030 strategy. At the same time, the Association Agreement between the Republic of Moldova and the EU stipulates social inclusion, poverty reduction, social cohesion, sustainable development and improving the quality of life as social policy priorities. This article analyzes the theoretical approaches of the concept of social cohesion and presents the results of sociological research on social cohesion in the Republic of Moldova conducted in 2020. The sample includes 1202 respondents and is representative by place of residence (urban / rural), sex, age, level of education. The qualitative study included interviews with 90 experts, representatives of local public authorities, NGOs and the private sector and 3 focus groups. The research was carried out within the project “Training and strengthening social cohesion in the Republic of Moldova in the context of rapprochement with the European Union”. As key aspects of social cohesion were analyzed: self-identification of the degree of belonging of Moldovan citizens to the Republic of Moldova, perceptions of solidarity with other citizens, social trust, participation and inclusion of citizens in political, social and economic processes. The research results showed that the level of cohesion and social solidarity in the Republic of Moldova is quite low. The COVID-19 pandemic has deepened social distancing, uncertainty about the future, poverty and the marginalization of certain groups of the population and has further contributed to lowering the level of social cohesion.

The article examines the essence and significance of the quality management system in the process of ensuring the quality and safety of agri-food products, considers the main aspects and prerequisites for its introduction on Ukrainian enterprises in the context of the implementation of the Association Agreement between Ukraine and the European Union. The legal and regulatory documents governing the safety of agri-food products, the level of their harmonization in Ukraine and implementation by Ukrainian operators of the agri-food market are analyzed. It was revealed that mainly large enterprises are currently implementing a quality management system, which is primarily associated with additional costs for its implementation. Attention is focused on the necessity to comply with the requirements of ISO 9001 Quality Management Systems, ISO 22000 Food Safety Management Systems, as well as the principles of the International System for Hazard Analysis and Control at Critical Points of HACCP to increase the competitiveness of agricultural and food products in the domestic and foreign markets and ensure it sustainable quality. The basic requirements of food product standards have been introduced. The dynamics of the development of certification processes at Ukrainian enterprises is traced, in particular, by the number of received quality certificates of the ISO group in Ukraine. General economic and specific reasons that hinder the growth of the quality and safety of agrі-food products at Ukrainian enterprises were identified, including: low level of technological equipment and slow development of innovative processes; imperfection of the domestic regulatory framework in the field of product quality regulation; significant price disparity and the presence of a large number of intermediaries in the chain from the producer of raw materials to the customer etc. A quality management system is proposed, which is a socio-ecological and economic system and combines a well-coordinated interaction of various types of quality management subsystems.

The fundamental thesis of this paper is that the European Union has, at its disposal, economic and political tools to resolve conflict in Transnistria. The EU Association Agreement signed with the Republic of Moldova is an important instrument which could be used to reintegrate Transnistria with Moldova. In the long term, the flourishing Moldavian economy associated with the EU might prove a more attractive alternative for Tiraspol than dependence on unpredictable Russia. However, Russia continues to play an important part in the efforts to solve the conflict.

Purpose The purpose of this paper is to review the literature on public service failure and develop a research agenda for studying public service failure alongside private service failure. The general services management literature has devoted relatively little attention to public services, whereas developments in the private service management literature have not reached public management. Design/methodology/approach This is a conceptual paper drawing on the public management literature. Different failure types and causes are discussed, including service failures that are specific to public sector settings. This is linked to the specific public context within which public services operate. Customer reactions to public service failure are then introduced, as well as service recovery. Findings Service failures in a public and a private context are different. There are different failure types and different standards of failure. Public management literature mainly studies collective and political reactions to service failure, whereas the private service management literature tends to focus on individual reactions. Finally, attention for service recovery was found to be very limited in the public services literature. Social implications Studying public service failure is important because failure can have dramatic consequences for customers, public organisations, and society. Social inequalities that arise as a result of public service failure need to have a prominent role in future research. Originality/value This paper develops the concept of public service failure and sets a novel research agenda for studying processes, causes, and consequences of such failure, as well as public-private differences.
