In recent decades, the global processes of technological development of industry, due to innovative modernization, have become comprehensive, affecting both manufacturing and raw materials industries. One of the components of global technological modernization is technological convergence – the combination of technologies from different industries, resulting in a inter-industry genesis of new production methods. Despite the fact that technological convergence is transforming, first of all, the industries associated with the deep processing of raw materials and highly intelligent intangible production, mining industry is in the greatest need for modernization. This is due to turbulent demand and volatile prices for mineral resources in the global market, with the widespread introduction of energy and resource saving technologies. Therefore, the mining sector of the Russian economy is looking for a "fulcrum" in initiating the diffusion of convergent technologies in mining and management processes of industrial enterprises. This "fulcrum" is intended to be the National Technology Initiative, the key target markets of which are fully consistent with the technological requirements of the Russian mining complex.

The method proposed in this paper allows us to determine the most promising areas of regional development within the framework of The national technology initiative (NTI) concept, taking into account the region's industry specialization. According to this method, the priority NTI markets for the Vladimir region were evaluated, and a map of the innovation ecosystem was compiled for the TechNet market, which received the highest points in the evaluation. The map shows the main stakeholders of the regional market “TechNet”, such as key enterprises in this area; educational organizations that train qualified specialists in this field; regional executive authorities responsible for legal regulation of innovation activities in the region, etc.

The article indicates the draft model of an NTI specialist, built on the basis of the generalized opinion of experts. Education as an integrated process is focused on the intellectual, spiritual and moral, creative, physical and/or professional development of a person. Based on the analysis of personality theories, the main criteria of the personality model of an NTI specialist are determined. An algorithm for group expert assessment of the personality model of an NTI specialist is presented. Methods for registering indicators of the formation of personality substructures of NTI specialists are pedagogical and psychological diagnostics and expert assessment. The tendencies of positive changes in the personality development of NTI specialists are revealed.

A country’s national technology strategies can be an important contributor to economic development through its support of technology adoption and by advancing the national technology capacity. The development of a domestic information and communications technology (ICT) sector within a developing country requires the creation of specialized institutions that carefully coordinate their initiatives with the private sector. This case study research of Thai and Malaysian science and technology (S&T) institutions shows that this institutional and policy reform process is directly influenced by regional activities, as countries seek to match their regional peers for technology development. This effort to support ICT utilization requires governments to rapidly alter their policy goals and initiatives in response to shifts in technologies, global market demand, international investment, and local workforce capabilities.

The article discusses the pedagogical aspects of forecasting the future in the context of preparing schoolchildren in the framework of the National Technology Initiative (NTI). It is planned to train highly qualified specialists of the “new formation” using cross-cutting educational technologies. The risks arising from the training of schoolchildren in the technology of NTI are analyzed. The technology of risk identification is presented, which includes the following stages. The first stage is the construction of a universal model of an NTI specialist. The second stage is the differentiation of the model based on the specifics of the NTI markets. The third stage is the definition of an action plan to achieve the desired result in the process of training students in NTI technologies. The fourth stage is the definition of areas of responsibility in the end-to-end technology. The fifth stage is the identification of risks in the assimilation of learning technologies of NTI. The sixth stage is the identification of ways to minimize and eliminate risks. The seventh stage is the determination of the risks of integrating general, vocational and additional education. The eighth stage is the determination of ways to minimize and eliminate risks. The article identifies the main actions within each stage.
