The article presents the conceptual and practical dimensions of the Nazi military administration in the North Caucasus in 1942-1943. The issue’s relevance draws on the academic assumption on the “special” German policy in the annexed North Caucasus. The analysis of documentary material enabled reconstruction of some aspects of the German occupation policy before and during the battle for the Caucasus. Germany’s plans contained explicit contradictions. The clear goal to seize the Caucasus’s resources and geopolitical benefits coexisted with the idea of applying a brand new type of occupation strategy and propaganda to prevent the resistance of local ethnic groups prone to conventionally dismiss the state’s penetration of society. A set of documents and the expert opinions of some German military-political actors are the source of the concept of a “special” occupation policy, which is based on the idea of reviving traditional Caucasian institutions and the restrained use of military violence in national regions. It is argued that a significant gap has appeared between the theory and practice of the occupation policy. Germany failed to conquer the entire Caucasian region, establish the Reichskommissariat “Caucasus” and create an effective management system. The occupation policy did not correspond to the idea of implementing a “special” approach. In practice, the structure and functions of the military administration were reduced to the political support of economic exploitation. A system of economic services was deployed in the North Caucasus to extract strategic assets whilst the punitive authorities acted within the standard framework.

Статья посвящена вопросам активизации экономического сотрудничества России и Ирана в целом и Северного Кавказа и Ирана в частности. Экономические отношения России и Ирана в последние годы вновь рассматривается российскими политиками как весьма перспективные и актуальные в контексте геополитических реалий. Цель данной работы состоит в изучении факторов эффективного механизма экономического сотрудничества России, в том числе Северного Кавказа, и Ирана. В настоящем исследовании использованы общенаучные методы познания, а также исторический и статистический методы. История развития российско-иранских отношений наглядно показывает, что в течение без малого трех столетий, начиная с Рештского (1732) и Гянджинского (1735) договоров, взаимосвязь политических и экономических аспектов определяла особенности торгово-экономических отношений России и Ирана, от привилегий беспошлинной торговли русских купцов, займов и концессий царского правительства до масштабных планов двустороннего советско-иранского сотрудничества. Формирование эффективных механизмов экономического сотрудничества России и Ирана предполагает дальнейшую политическую поддержку российско-иранских программ и проектов, совершенствование правовой базы в контексте изменений в таможенном законодательстве, предоставление налоговых преференций участникам совместных российско-иранских проектов и рост эффективности институтов развития российско-иранского сотрудничества. Геостратегический статус Северного Кавказа в рамках Стратегии пространственного развития России до 2025 г. имеет определенный потенциал расширения экономических связей между Россией и Ираном. Перспективы проектов по созданию в Северо-Кавказском федеральном округе совместных российско-иранских предприятий, в частности, по выращиванию и экспорту в Иран зерновой и мясной продукции связаны с соответствующими мерами государственной поддержки. Успешное осуществление мегапроекта Север-Юг также предполагает всемерное использование экономического потенциала Северного Кавказа. The article is devoted to the activation of economic cooperation between Russia and Iran in General, and the North Caucasus and Iran in particular. Economic relations between Russia and Iran in recent years are again considered by Russian politicians as very promising and relevant in the context of geopolitical realities. The purpose of this work is to study the factors of the effective mechanism of economic cooperation between Russia, including the North Caucasus, and Iran. The present study uses General scientific methods of cognition, as well as historical and statistical methods. The history of Russian-Iranian relations clearly shows that for nearly three centuries, starting with the Rasht (1732) and Ganja (1735) treaties, the interrelation of political and economic aspects determined the features of trade and economic relations between Russia and Iran, from the privileges of duty-free trade of Russian merchants, loans and concessions of the tsarist government to large-scale plans of bilateral Soviet-Iranian cooperation. The formation of effective mechanisms for economic cooperation between Russia and Iran involves further political support for RussianIranian programs and projects, improving the legal framework in the context of changes in customs legislation, granting tax preferences to participants in joint Russian-Iranian projects and increasing the effectiveness of institutions for the development of Russian-Iranian cooperation. The geostrategic status of the North Caucasus within the framework of Russias spatial development Strategy until 2025 has a certain potential to expand economic ties between Russia and Iran. The prospects of projects to establish joint Russian-Iranian enterprises in the North Caucasus Federal district, in particular, to grow and export grain and meat products to Iran, are linked to appropriate measures of state support. The successful implementation of the North-South megaproject also implies the full use of the economic potential of the North Caucasus.

This article highlights the theme of applying capital punishment to fugitive Cossacks of the Caucasian Linear Cossack Army in the middle of the XIX century. The purpose of the article is to identify the causes and circumstances of the execution of Cossacks of the Caucasian linear Cossack army in the middle of the XIX century. Based on the investigation into the deserters YakovTynyansky and Ivan Khanin, the reasons for the death penalty for these defectors were identified. Hiding in the mountains of the Northwest Caucasus, they took part in raids on Russian settlements. In addition, Ivan Khanin confessed to robberies, murders and abductions in order to obtain a ransom of the girl from the village of Kavkazskaya. The findings noted that such crimes were a kind of “red line”, having crossed that, the fugitive Cossacks could no longer count on the indulgence of the authorities. The military administration took measures to make the execution of capital punishment as public as possible. Analysis of the legal component of the affairs of runaway Cossacks and the memoirs of a contemporary allowed the author to conclude that in the middle of the 19th century a special legal regime of wartime was not introduced in the North Caucasus. This work is based on the principles of historicism, objectivity and systematic.

The authors made an attempt to complete the colorful characteristic of an Emperor Alexander III in his desire to form a common ideological and economic space on the platform of strengthening the position of Christianity in the Caucasus. The authors supplement the well-known narration of V. A. Potto about the visit to the North Caucasus and Transcaucasia in 1888by Emperor Alexander III, the specific materials from local archives and available sources are provided. The article highlights the activities of the military administration of the Nalchik district to organize a meeting of the Emperor at the station Prokhladnaya and in Vladikavkaz in accordance with the instructions of the head of the Terek region. Extensive material is presented about quotas for the number of delegates to the representative office, the procedure of forming a team, and the financing of expenses related to the meeting procedure. The author focuses on the phenomenon of transformation of the consciousness of the inhabitants of the Caucasus, including people who fought with Russia, under the influence of the socio-economic policy of the autocracy, the centralization of local government institutions. According to the authors, during The Emperor's visit to the Caucasus in 1888, a new phase was laid in the formation of Russian patriotism among the native population based on impressions at meetings and audiences with the Emperor. As the following events in the Russian-Japanese and World War I showed, most students in real, parochial schools demonstrated exceptional bravery and loyalty to the oath to The Russian Emperor. The article states the great interest of the Emperor in the Christian faith, and his spiritual and material support for the brotherhood of St. Nicholas Trinity in South Ossetia. Examples are given about the firmness of thanksgiving for faithful service to the Fatherland, about the priority in this issue of taking into account the reaction «to the mass, especially among Muslims».

The article is devoted to one of the activities of the outstanding domestic ecologist Leonty Grigorievich Ramen-skii. In the 1930s, Ramenskii began to develop theoretical and practical issues of lands typology. In essence, the concept of the land’s typology by Ramenskii does not differ from the classification of biotopes, which began to be developed in European countries about 30 years ago under such projects as CORINE, Palaearctic Habitats, EUNIS. Only their results use differs. The lands typology is intended for the economic exploitation of biotopes, and their classification in the CORINE, Palaearctic Habitats, EUNIS projects for their protection. Ramenskii creat-ed a new direction of ecology, namely, the typology of lands, or in other words, the science of the typology of biotopes. Academician V. R. Williams was a strong opponent of the development of this direction of science in the USSR. Detailed characterization of biotopes was accompanied by their mapping. This characteristic was called land certification. Large areas of vacant land appeared in the first half of the 1940s in the North Caucasus and Kalmykia. There was an urgent need for certification of these lands. Ramenskii prepared instructions for carrying out certification. Similar instructions were reprinted several times in the future. In accordance with these instructions, it is necessary to carry out mapping of lands during their certification on a scale of 1 : 10000–1 : 25000 for agricultural areas and 1 : 25000–1 : 50000 for desert, semi-desert and mountainous areas. The author believed that this was nothing more than a mapping of biotopes, designed for their agricultural exploita-tion. Since the late 1950s, the certification of natural forage lands began to be carried out everywhere throughout the Soviet Union. The instructions indicated that re-survey of hayfields and pastures should be carried out, as a rule, every 15 years, and in areas of intensive use after 10 years. In Russia, large-scale mapping of natural hay-field and pasture biotopes ceased in the early 1990s with the transition to market forms of farming. In Western Europe, large-scale biotope mapping began 30-40 years later than in the Soviet Union.

The article examines the history of the uprising in Daghestan in 1823, indicates its formal reasons, describes its course, the actions of the tsarist military administration to suppress the uprising and punish the rebels. Up to now not a single separate article has been devoted to the history of this event, although a number of facts of it have been mentioned by many researchers in their works. Strengthening of the tsarism colonial policy in the North Caucasus resulted in a number of rebellions in Daghestan in 1818–1823 led by feudal rulers.
