This research was conducted on the basis of existing facts, in the area of ​​the Regional Government of Ngawi Regency, East Java Province, there is one plot of land covering an area of: 158,798 M2 on which there is a building that was a legacy of the Dutch Knil Army, when the Dutch colonized Indonesia, namely Fort Pendem Ngawi.Pendem Ngawi Fortress by the Dutch, used as the headquarters of the Dutch Knil Army, to maintain colonial power in Indonesia, the location of the fort is located in Pelem Village, Ngawi District, Ngawi Regency, East Java Province, Indonesia.At the time of this research, the location of the land and buildings of the Pendem Ngawi Fortress, since Indonesian Independence on August 17, 1945, changed the ownership status from the Dutch Colonial to become the State assets / State Property of the Republic of Indonesia, in the past it was used for the Armed Para Ngawi Battalion, now it is Tourism locations for the public.Building Pandem Ngawi Fortress, in 1950 the Ministry of Defense of the Republic of Indonesia carried out mapping and drawing of land plans and buildings together with the Office of the National Land Agency (BPN) of Ngawi Regency, formerly known as the Head of the Land Registration Office (KKP) - Ngawi Agrarian Office.The ownership of the Pendem Ngawi Fort building becomes the State asset / wealth of the Republic of Indonesia, based on the Perpu No. 23 of 1959 concerning the Repeal of Law No. 74 year 1957 and set the State of Danger.The problems that will be studied are: Pendem Ngawi Fort becomes a public tourism and cultural heritage place.

This chapter deals with the circumstances leading to the first of three Anglo-Dutch wars. Beginning with a proposal for political union, the chapter addresses the growing animosity between the English and the Dutch through two major themes. In the first place, from the moment of its foundation the English republic was, and behaved like, an empire. Second, it was the product, as in the Netherlands, of a rebellion and fiscal/military revolution which built the state. More than its Dutch model, the English republic entailed a sharp, indeed spectacular, break with the past, accompanied by a revolutionary as well as an imperial ideology.

The State recognizes and respects regional government units that are special or special in nature which are regulated by law. The review considered the next IV Volume of a multi-volume publication: A Code of monuments of history, architecture and culture of the Crimean Tatars, prepared jointly by the Crimean Scientific Center of Sh. Marjani Institute of history of Academy of Sciences of the Republic of Tatarstan, the Department of History of Fevzi Yakubov “Crimean Engineering and Pedagogical University” and the State Hermitage with the involvement of specialists studying the history and archeology of Solkhat. This volume is entirely devoted to the monuments of history, archeology and architecture of Solkhat – Stary Krym and its district of the second half of the XIII-XIX centuries. For the first time in Russian historiography, the most complete list of cultural heritage objects has been collected. All archaeological works were carried out in Solkhat and its district from the second half of the 1920s and up to today. Previously unpublished photographs and drawings are given in the volume. This publication is rightly considered a new stage in the study of this unique historical place of the Crimea.

Abstract Traditional Cultural Expressions (TCE) is all the intangible cultural heritage, developed by local communities, collectively or individually in a non-systemic manner and that are inserted in the cultural and spiritual traditions of the communities. The catagories of TK and TCE ... “expressions of folklore in the form of  tekstual fonetic or verbal, music, dances, theater, fine art, ritual ceremony”. The legal framework of TCE in Indonesia that can be implemented as contained in the 1945 Constitution of the Republic of Indonesia (Fourth Amendment) Article 32 (1), Article 38 and 39 on Copyright Law Number 28 Year 2014 on Copyright, Law Number 5 Year 2017 on Futherance Culture, Presidential Regulation No.78 Year 2007 on the Convention on Protection of Intangible Cultural Heritage), Permendikbud N0.106 of 2013 on Intangible Cultural Heritage of Indonesia. Further provisions by the state are required to immediately ratify the Traditional Knowledge Bill and EBT into a separate law in Indonesia  Defensive protection TCEin Blora community is urgent to be protected as a whole so as not to be abused by others. The process of recording, stipulating, proposing to the Indonesian Conservation Heritage Agency on ICH Unesco's list is the final process of digital documentation in the database of intangible cultural heritage as official data of the state which has a positive impact on the welfare of its supporting community. This research indicates that there are only 16 cultural works for the community in Blora Regency that have been designated as Indonesian Culture Heritage / Intangible Cultural Heritage in accordance with UNESCO Convention Year 2003. While there are still many cultural works that need to be prioritized for immediate recording for next year. (Barong, batik motif etc). Keywords : Defensive Protection, Traditional  Cultural Expressions (Tce), Misappropriation, Digital Document. Abstrak TCE/Ekspresi budaya tradisional (EBT) adalah semua warisan budaya tak benda, yang dikembangkan oleh masyarakat lokal, secara kolektif atau individual dengan cara yang tidak sistemik dan disisipkan dalam tradisi budaya dan spiritual masyarakat. Kategori warisan budaya tak benda meliputi tradisi lisan, seni pertunjukkan, praktek-praktek sosial, ritual, perayaan-perayaan, pengetahuan dan praktek mengenai alam dan semesta atau pengetahuan dan ketrampilan untuk menghasilkan kerajinan tradisional. Kerangka hukum EBT di Indonesia  yang dapat diimplementasikn sebagaimana terdapat  dalam UUD RI Tahun 1945 (Amandemen ke empat) Pasal 32(1), Pasal 38 dan 39 tentang Undang-undang Hak Cipta Nomor 28 Tahun 2014 tentang Hak Cipta, Undang-Undang Nomor 5 Tahun 2017 tentang Undang- Undang Pemajuan Kebudayaan yang lahir dalam rangka melindungi, memanfaatkan dan mengembangkan kebudayaan Indonesia, Perpres RI No.78 Tahun 2007 tentang Konvensi Perlindungan Warisan Budaya Takbenda), Permendikbud N0.106 Tahun 2013 tentang Warisan Budaya Takbenda Indonesia. Diperlukan ketentuan lebih lanjut oleh negara untuk segera mengesahkan RUU Pengetahuan Tradisional dan EBT menjadi Undang-Undang tersendiri di Indonesia.Perlindungan defensif EBT di masyarakat Kabupaten Blora sangat mendesak untuk dilindungi secara keseluruhan agar tidak disalahgunakan oleh pihak lain. Proses pencatatan, penetapan,  pengusulanke Badan Warisan Budaya Takbenda Indonesia dalam  daftar ICH Unesco merupakanproses akhir dokumentasi secara digital dalam database warisan budaya takbenda  sebagai data resmi negara yang memberikan dampak positif bagi kesejahteraan masyarakat pendukungnya.Penelitian ini menunjukkan bahwa baru ada 16 karya budaya bagi masyarakat di Kabupaten  Blora yang telah ditetapkan sebagai Warisan Budaya Tak Benda Indonesia/Intangible Cultural Heritagesesuai Konvensi UNESCO Tahun 2003.Sementara masih banyak karya-karya budaya yang perlu diprioritaskan untuk segera dilakukan pencatatan untuk tahun-tahun mendatang.(Barong, motif batik dll). Kata Kunci: Perlindungan Defensif, Ekspresi Budaya Tradisional (EBT), Penyalahgunaan,  Dokumen Digital.

The subject of the article is a comparative analysis of the state and features of the manifestation of civic identity in a multiethnic region of Russia on the example of the Republic of Bashkortostan. The work is based on the data of three ethnosociological surveys conducted in recent years with the direct participation of the authors of the article. The object of the study is the modern population of the Republic of Bashkortostan. The purpose of the article is to consider the level and significance for the residents of the region of various forms of group identity in time dynamics (over the past 10 years). The article shows the state of civic consciousness of the population of the region based on specific materials of mass surveys using methods adopted in political and sociological sciences, and identifies factors influencing it.

This article explores governance and accounting practices in hybrid organizations. Currently, hybrid organizations represent an increasingly pervasive phenomenon, but their role has also been central in the past. To achieve this aim, we consider the case of a charity, the Scuola Grande di San Rocco, as its activity grew in scope and complexity during the sixteenth century in the Republic of Venice. The Scuole Grandi represents a form of hybrid organizations because these charities were privately managed, but publicly regulated. They shared a devotional orientation and performed de facto welfare functions in progressive integration with the State. Based on an analysis of balance sheets and administrative documents, this article aims to discuss the role of governance and accounting in enabling hybrid organizations to operate through multiple logics.

Os Fóruns Regionais de Governo de Minas Gerais foram criados em 2015 com a intenção de viabilizar um canal para as demandas provenientes da população das diferentes regiões do estado. A nova instância participativa se desenvolveu nos últimos quatro anos, sob o slogan do governo de Minas Gerais (2015-2018) de “ouvir para governar”. O presente trabalho teve como objetivo analisar características centrais do desenho institucional e do processo participativo, a partir das reflexões teóricas de Fung e Wright (2003) sobre a Empowered Participatory Governance e de Tarragó, Brugué e Cardoso Jr. (2015), a respeito da construção de uma Administração Pública Deliberativa. Na análise, foram identificados potencialidades e desafios na implementação dos Fóruns Regionais de Governo (2015-2018) e levantadas reflexões sobre sua consolidação como inovação democrática no modelo mineiro de gestão.  Palavras-chave: Participação social. The article addresses the main aspects of Kazakhstan’s state policy relating to historical and cultural heritage, namely, with respect to a gradual socially significant transition from heritage actualization to exploration, which represents a new trend in research. At present, the country’s historical and cultural heritage includes over 25,000 immovable historical, archeological, and architectural monuments, as well as monumental art sites. Based on the analysis of the representative historiographical resources and the state periodical press materials, a quantity and quality assessment was carried out regarding the outcomes of independent Kazakhstan’s policy on exploring its heritage at both domestic and international level. The “Cultural Heritage” project launched in 2004 is a unique national strategic project that portrays the state approach to culture and the exploration of cultural heritage. State program “The Sacral Geography of Kazakhstan” also plays an important sociocultural role. In the south Kazakhstan region alone historical and cultural objects have all been registered, including a unique cultural and historical megalopolis – the city of Almaty with a huge tsar necropolis. The President of the Republic of Kazakhstan N. A. Nazarbaev describes this policy as one of the cornerstones of national identity preservation. The mission of the Republic of Kazakhstan alongside the UNESCO World Heritage Committee, collaboration with foreign countries, and a contribution to the development of an ambitious international project “The Great Silk Road” also play an important role in preserving and actualizing its cultural heritage. The state policy of the Republic of Kazakhstan of exploring its historical and cultural heritage should be recognized as rewarding and effective in terms of the preservation and actualization of cultural heritage, national consolidation, and Kazakhstan’s integration into the global cultural space.
