The article analyzes modern Internet technologies that have a significant impact on the process of relations between the civil society and the state, considers the possibilities of building a dialogue between government bodies with representatives of various social groups, using modern Internet technologies. Special attention is paid to the Internet communications system, as an important principle in the implementation of the policy of openness and accessibility in the activities of public authorities, the priority of which is noted in the relevant regulatory legal acts. The article reveals the mechanism of communication of citizens with state authorities and local self-government through the system of state portals. In this regard, it is necessary to highlight an important feature of the Internet dialogue at the present time: it is close interaction between the subjects of communication, which is increasing due to the modern technical characteristics of the Internet. The relevance of the article is due to the emergence of a serious scientific interest in new forms of Internet communication. The purpose of the article is to study and consider the features of the modern Internet dialogue between the subjects of communication, which is increasing due to the modern technical characteristics of the Internet. In accordance with a specific goal, the following tasks have been set and solved: - to study the concept, forms and organization of communication via the Internet; - to find out the advantages and disadvantages of virtual communication; - to consider the features of the Internet dialogue on the Internet. The practical significance of the article lies in the use of provisions and conclusions in the process of communication between the state and civil society. The methodological basis of the article includes a systematic approach, and methods of comparison and observation. Thus, an information-rich environment can act as an effective platform for the interaction of various people and social groups, representing one of the universal means of communication and information transfer. With the growth of modern computer technologies, the forms and methods of Internet communications are constantly changing and improving. It should be noted that the Internet space is a part of modern society, in which each person has the opportunity for self-realization, which, in turn, arouses great interest from scientists in this topic.

This paper presents the results of a study devoted to the legal phenomenon of political pluralism as a factor in the development of modern society and the state by the example of classical democratic countries. At the same time, attention is focused on such components of political pluralism as formalization of freedom of speech and assembly; a multi-party system, as well as a mechanism for coordinating the interests of various social groups at the parliamentary level. It was found that the most acceptable is the model operating in the FRG, since it allows people to find a balance between guarantees of political diversity, such as freedom of speech and the right to public events. The interaction between civil society institutions and parliamentarians is especially advisable when making decisions in the domestic and foreign policy of the state.

In the modern society, Internet technologies are essential and are used in various fields of activity. This article covers the application of Internet technologies in the state and the municipal management areas. It includes the tools of Internet technologies most in demand at present for effective information interaction of authorities with citizens. The study explores new means of disseminating information using network technologies, such as the ‘Internet of Things’, and examines their application in state and municipal management areas. Social services of the Internet, which are the main technological trends of the third technology platform in the state and municipal management areas, are discussed with emphasis on the Internet technologies used in implementing ‘smart cities’. The scope of the study comprises the situation in Russia and the Rostov region. The paper concludes on the importance of using these technologies in the state and municipal management areas.

The relevance of the issue of combating drug trafficking did not begin to decline with the development ofthe Internet and electronic technologies; it would seem that new means of controlling and combating crimeappear. But as it turns out, all new tools appear with a significant delay as a reaction to the development ofmethods of committing a crime. The criminal world is not asleep and is always in search of new means ofcommitting a crime, the development of Internet technologies and the anonymity of Internet users renderconsiderable assistance to this for the criminal community. The openness of our modern society, in termsof the impact on culture and youth, of Western trends, such as the legalization of certain drugs and theirsanctification in the media, creates new consumers and potential customers for criminals organizing drugtrafficking. Which together gives disappointing forecasts, even on the moral development of modern youth.This article describes the current problems of combating drug trafficking using the Internet, the problemof the development of crime in the field of drug trafficking; the statistics of crimes committed in the AltaiTerritory is investigated; suggested ways to solve these problems.

The purpose of the work is to consider the theoretical and practical aspects of fraud in the Internet sphere and on this basis to identify ways to ensure the confidentiality and cybersecurity of private users and commercial organizations. The methodological basis of the work is the use of general and special methods of scientific knowledge. Methods of combining analysis and synthesis, induction and deduction have been used to identify different types of fraud in the Internet. Generalization methods, logical and empirical, were used in determining the directions of development of the national cyber defense system and ensuring confidentiality. The main results of the work: The most common methods of fraud with the use of bank payment cards are identified, among which: a fake poll on social networks with a prize draw; a phone call to obtain classified information; SIM card replacement for access to online banking; online payments on unsecured sites; phishing; copying card data when handed over; unsecured WI-Fi networks; computers in public places; skimming for card data theft; unauthorized micropayments; ATM fraud; use of malicious programs (viruses), fake sites in order to compromise the details of electronic payment instruments and/or logins/passwords for access to Internet/mobile banking systems; dissemination (sale, dissemination) of information on compromised data; terminal network fraud; fraud in remote service systems; social engineering. Basic security rules are defined to prevent fraud. The experience of European countries in the field of cybersecurity is analyzed. The directions of adaptation of the current legislation on cybersecurity to the EU standards are outlined and the directions of development of the national system of cybersecurity are defined. The practical significance of the results is to deepen the understanding of the nature and mechanism of various types of fraud in the Internet. The recommendations proposed in the paper can form a methodological and theoretical basis for the development of economic policy of the state to ensure the confidentiality and cybersecurity of private users and commercial organizations. Conclusions. The state should establish an effective oversight body in the field of personal data protection, but security measures and online restrictions should comply with international standards. The use of encryption should not be prohibited at the legislative level, as such restrictions reduce the ability of citizens to protect themselves from illegal intrusions into privacy. In addition, the state policy in the Internet should be aimed at promoting the development and operation of secure Internet technologies and the formation of mechanisms to protect against services and protocols that threaten the technical functioning of the Internet from viruses, phishing and more.

This article explores an apparent paradox related to the use of Google services in Russia: several NGOs based in the country consider the Internet giant as a protector of civil liberties. The highly polarized Russian political context, in which local technological companies are increasingly controlled by the State, explains the widespread uses of Google services in daily practices of NGOs. We show how their risk model is focused on the threat emanating from the State, seen as more important than risks emanating from global private companies. In this context, “big tech” solutions are preferred to open source software as they are valued for their usability. Internet giants, such as Google, are understood by civil society actors as powerful allies in this internal confrontation, as their dominant economic role is seen as a guarantee that they will not yield to pressure from authorities. Finally, we will see how, in parallel, self-regulatory virtues of the competitive global IT market, and the strength of global public opinion, are supposed to “naturally” force these companies to comply with ethical standards in data use.

The presented work is aimed at identifying the specifics and significance of religious institutions in achieving sustainable development goals (SDGs) in a foreign region - England. Procedure and methods. The data were collected by analyzing the content of available online annual reports reflecting the most diverse aspects of the 41 dioceses of the State Christian Church of England activities and interviewing the leaders of separate dioceses. Results. The study allowed us to confirm active and diverse participation of the dioceses in the implementation of the sustainable development goals, among which the priority is given to environmental responsibility in broad sense and social activities of religious institutions meeting the needs of modern society. Practical significance. The example of effective implementation of the SDGs by the State Christian Church of England can be useful for domestic and foreign religious organizations, as well as for the leadership of Russian regions in developing effective cooperation between the State and the Church at the regional level.

The article covers the problem of the protagonist’s image portrayal in modern cinema on the example of the three most recent film adaptations based on works by Conan Doyle. The relevance of this scientific issue is explained by the fact that the peculiarities of representing the character in modern cinema partly reflect the state of society itself, its social problems, phobias and neuroses. Cinematography, like no other type of contemporary art, has broad opportunities to embody almost any character in three-dimensional reality, which imposes a certain social responsibility for the results of the main characters’ portrayal. The appeal to the archetypal images of world literature implies not only the openness of improvisation, but also the preservation of the character’s social function. The article analyzes the representation of one of such archetypal images of world significance—Sherlock Holmes. The research methodology is based on a systematic approach and general scientific methods, and also includes special methods: content analysis of scientific literature related to the topic; the method of sociological survey (questionnaire survey), the method of statistical analysis. The empirical study, the results of which are presented in this article, is based on three screen adaptations of the Sherlock Holmes stories, produced in the 2000s in Great Britain, Russia and the United States. The study involved 150 respondents, whose answers were converted from a qualitative to a quantitative format to analyze the specifics of the representation of the main character (the protagonist). The authors of the article came to the following conclusions: in modern film adaptations the protagonist is portrayed not as a genius of the scientific method of thinking, but as a sociopath who is unable to interact with society without an intermediary (a companion character). Moreover, modern screen adaptations violate the archetypal image itself due to improvisations with the static characteristics of the character, which leads to a negative perception of such a character by the audience. The very strengthening of sociopathic features of the protagonist’s character, shifting the emphasis from the idea of higher justice, from eternal values to private motives, lead to a certain simplification of the character, and also serve as an indicator of the state of society itself. The theoretical significance of the research is determined by the fact that this article offers original criteria developed by the authors to analyze the representation of the character. The practical significance of the article is backed by the conclusions and results of the study, which can be used for further work to identify the impact of characters’ representations on shaping value orientations in modern society.

In the conditions of virtualization of economic relations, the subjects of the insurance market can not stay away from these processes, so in order to improve the quality and level of availability of insurance services it is necessary to spread internet technologies in insurance. The main incentive for the introduction of Internet services by insurance companies is the need to reduce costs, expanding the geography of activities, ensuring diversification of risks. No less important factors are simplicity and comfort of on-line purchase of insurance product. The Ukrainian insurance market is at the stage of development and formation, having a number of problems and uncertainties. Therefore, its further information and technological development should receive priority in the economic and social aspects of government policy, taking into account its European integration guidelines. The article deals with the concept of Internet insurance. It is established that the approaches of scientists to the disclosure of the content of the concept of "Internet insurance" have differences. However, they converge on the definition of the Internet insurance as a process of interaction between the insurance representative and the insurer, connected with the provision of insurance services by the insurer, their service, performance of insurance payments in case of occurrence of an insured event due to the use of Internet technologies. The main advantages and disadvantages of online insurance are presented. The list of main advantages includes: simplification of the insurance process, efficiency of registration, simplicity and universality of payment methods, minimization of "human" factor, automation of calculation of the sum insured and tariffs with the help of insurance multicalculator. The list of main drawbacks includes: a much smaller number of insurance products are placed on the Internet sites of insurance companies for sale, the need for the client to understand the nuances and subtleties of working with the site of the insurer, set certain options for insurance amounts, which the client can not change. The stages of obtaining the insurance service through the Internet system have been considered, the offer of services by insurance companies of Ukraine "in live" and "on-line" and innovations on the Internet insurance market of Ukraine have been analyzed, the main spectrum of Internet services providing insurance companies in the Internet has been investigated, the number of insurance companies for the last years has been considered in dynamics. For the further development of Internet insurance it is necessary to improve the legal framework on this issue; it is necessary that the sites of insurance companies contain sufficient information content and for the customers a number of opportunities: obtaining true information about the activities of the insurance company and its services; calculation of the cost of the insurance policy with the help of online calculator; filling in an application for insurance; in case of an insured event, the implementation of remote payment of the insurance policy and insurance payments; delivery of the insurance policy to the customers; and delivery of the insurance policy to the customers.
