Subject. In the twentieth century, the most developed countries formed a permanent military economy represented by military-industrial complexes, which began to perform almost a system-forming role in national economies, acting as the basis for ensuring national security, and being an independent military and political force. The United States is pursuing a pronounced militaristic policy, has almost begun to unleash a new "cold war" against Russia and to unwind the arms race, on the one hand, trying to exhaust the enemy's economy, on the other hand, to reindustrialize its own economy, relying on the military-industrial complex. Objectives. We examine the evolution, main features and operational distinctions of the military-industrial complex of the United States and that of the Russian Federation, revealing sources of their military-technological and military-economic advancement in comparison with other countries. Methods. The study uses military-economic analysis, scientific and methodological apparatus of modern institutionalism. Results. Regulating the national economy and constant monitoring of budget financing contribute to the rise of military production, especially in the context of austerity and crisis phenomena, which, in particular, justifies the irrelevance of institutionalists' conclusions about increasing transaction costs and intensifying centralization in the industrial production management with respect to to the military-industrial complex. Conclusions. Proving to be much more efficient, the domestic military-industrial complex, without having such access to finance as the U.S. military monopolies, should certainly evolve and progress, strengthening the coordination, manageability, planning, maximum cost reduction, increasing labor productivity, and implementing an internal quality system with the active involvement of the State and its resources.

The development of diversification of integrated structures of the military–industrial complex, as well as the need for their modernization in order to accelerate innovative development, necessitate the improvement of their management efficiency. The most important direction for solving this problem is the creation of information systems for managing diversification activities. The relevance of the study, the results of which are presented in the article, is determined by the urgent need to improve the theory and tools of managing information support in modern conditions. Previous studies by various scientists of the process under consideration were focused on the economic conditions for the development of integrated structures, which are fundamentally different from modern ones. The article presents the methodological foundations of the development of rational solutions governing the information support of the diversification of integrated structures based on optimization models for the management tasks that are being solved. The results of the study allow us to develop certain aspects of the theory of strategic management, the theory of financial management, the theory of economic and mathematical modeling. Their practical application provides an increase in the quality of management of the diversification process of integrated structures and an increase in the efficiency of their activities.

In modern conditions, an integrated quality management system (ISMC) that meets the requirements of several international standards and contributes to improving the efficiency of enterprise management, creating conditions for its sustainable development, as well as the competitiveness of the enterprise and its products is becoming more and more popular. The monograph considers theoretical and methodological approaches to quality management at the enterprise. The relevance of the application of an integrated quality management system, including at the enterprises of the military-industrial complex (MIC), consisting in the most effective management of the enterprise, energy efficiency and resource conservation, is justified. The assessment of the use of quality management tools at the defense industry enterprises was carried out, the trends in the development of defense industry enterprises were substantiated, a marketing approach was applied to the classification of defense industry enterprises, in particular by market type, which allows identifying potential consumers of enterprises ' products, the degree of production diversification. Organizational and economic approaches to the formation of an integrated quality management system are presented. The procedure for creating an ISMC is considered. The methodology and criteria for evaluating the effectiveness of ISMC are substantiated. The presented material is of practical importance and can be useful to specialists in quality management, graduate students, researchers, teachers.

Security components of the production management information system of the military-industrial complex are a single mechanism that can protect restricted access information from possible violators. If one of the elements of information security does not work efficiency, it will become a problem for the entire defense system of the military-industrial complex. Production management information systems need to take into account all available ways to prevent information leakage to do this, the owners of military-industrial complexes must conduct an efficiency assessment. The article suggests a possible way to solve the problem when considering one of the most important subsystems: intrusion detection system. Currently, there is no methodology for evaluating the efficiency of intrusion detection systems for production management information systems. This system is located on a real object located in the Irkutsk Region and belongs to the military-industrial complex.

High Efficiency Particulate Air (HEPA) filter was introduced during the World War II for removing or blocking very small particles (0.3μm particles) or contaminant from entering the air stream into the clean space. A new HEPA filter production line has been developed, however it has no production management system for the new production line. A lean production management system for HEPA production was developed. Value stream mapping tool was applied by analyzing the current state situation and developed the future state improvement. Production flow was designed into five sessions as a batch flow process to improve the productivity in limited space of working environment and manpower. After reducing the wastes identified in current state study, future state development in production line showed 22% improvement compared to current state study.

The main objective of the article is to substantiate a systematic approach to the introduction of all types of innovations in the development of the military-industrial complex of the Russian Federation. The relevance of the study is due to the fact that in the modern world it is especially important to ensure the national security of the country and the defense industry plays a crucial role in this. At the same time, one cannot but note the importance of the defense industry in the production of high-tech civilian products and dual-use products, which enhances the country's competitiveness in the world market. In addition, the relevance of the topic is due to the presence of rather serious problems in the Russian defense industry, which require immediate resolution. The article uses the methodology of structurally functional analysis, the institutional approach and the method of comparative assessments. The authors conclude that technological innovation alone will not be able to achieve strategic results for ensuring national security, only in conjunction with organizational, product, social and marketing innovations, the domestic defense industry is able to solve its tasks.
