Anadromous Sturgeons: Habitats, Threats, and Management

<em>Abstract.</em>—Large-scale commercial fisheries for Atlantic sturgeon <em>Acipenser oxyrinchus</em> in the late 1880s eventually led to substantial reductions in the population size. The coastwide Atlantic sturgeon population of the United States has not recovered to the levels seen prior to the 1900s. A number of factors have contributed to the slow recovery or continued decline of Atlantic sturgeon populations, including continued commercial fishing and the targeting of females for caviar, bycatch in other fisheries, and changes in habitat due to dam construction and water quality degradation. The Atlantic States Marine Fisheries Commission (ASMFC) developed the first coastwide management plan for Atlantic sturgeon in 1990. In response to the shortcomings of that plan, the ASMFC applied new standards and the authority granted to it by the U.S. Congress to adopt a coastwide moratorium on all harvesting in 1998. A federal status review conducted in 1998 concluded that the continued existence of Atlantic sturgeon was not threatened given the situation at the time. Since then, monitoring programs have indicated varying levels of relative abundance in several water bodies along the Atlantic coast. The U.S. government is responsible for undertaking a status review to document any changes since the last review and determining whether those findings warrant a threatened or endangered listing for the species. The government’s findings may have far-reaching effects on many other Atlantic coastal fisheries.

Using the Teaching and Learning International Survey (TALIS) 2018, this study examines U.S. and Japanese new teachers’ initial teacher preparation (ITP), feelings of preparedness, motivations, and self-efficacy. The analysis of 355 U.S. and 433 Japanese new secondary teachers provided several findings. First, ITP in the U.S. more often included teaching in mixed-ability and multicultural settings, cross-curricular skills, and technology than Japan, and U.S. teachers felt more prepared than Japanese teachers in every category of preparation. Second, Japanese teachers were more likely to declare teaching as their first career choice and reportedly scored significantly higher on motivations to become a teacher of personal utility value, while U.S. new teachers scored higher on social utility value. Third, there were no significant differences in self-efficacy between U.S. and Japanese new teachers. This study contributes to the gap of large-scale, comparative literature between the U.S. and Japanese initial teacher preparation. Implications for practice and directions for future research are discussed.

This chapter examines the rise of financial sanctions as a tool of U.S. foreign policy and the role of U.S. prosecutors in enforcing sanctions against global banks. It describes how the United States developed its financial sanctions capabilities against terrorist groups, then turned them against state actors such as North Korea, culminating with elaborate sanctions programs against Iran and Russia. It shows how U.S. federal and state prosecutors uncovered large-scale sanctions evasion efforts at numerous global banks that processed U.S. dollar payments. This enforcement campaign led to some of the largest criminal fines ever levied, and global banks such as HSBC and BNP Paribas agreed to implement U.S. sanctions and anti-money laundering controls in their worldwide operations, thus broadening the reach of U.S. policy. Although U.S. enforcement actions faced strong criticism by U.S. allies, banks facing large fines, negative publicity, and potential loss of access to essential U.S. dollar payment infrastructure complied with U.S. demands. Unlike other cases, U.S. sanctions did not lead to multilateral reforms, instead triggering efforts by sanctioned states and bystanders to reduce their dependence on the U.S. dollar and U.S. payment systems.

Since 1900, United States troops have fought in more foreign conflicts than any other nation on Earth. Most Americans supported those actions, believing that they would keep the scourge of war far from our homes. But the strategy seems to have failed—it certainly did not prevent terror attacks against the U.S. mainland. The savage Oklahoma City bombing in 1995 and the 11 September 2001 (9/11) attacks on New York and Washington, D.C. were not the first to inflict war damage in America’s 48 contiguous states, however—nor were they the first warlike actions to harm innocent citizens since the Civil War. Paradoxically, making war abroad has always required practicing warfare in our own back yards. Today’s large, mechanized military training exercises have degraded U.S. soils, water supplies, and wildlife habitats in the same ways that the real wars affected war-torn lands far away. The saddest fact of all is that the deadly components of some weapons in the U.S. arsenal never found use in foreign wars but have attacked U.S. citizens in their own homes and communities. The relatively egalitarian universal service of World War II left a whole generation of Americans with nostalgia and reverence for military service. Many of us, perhaps the majority, might argue that human and environmental sacrifices are the price we must be willing to pay to protect our interests and future security. A current political philosophy proposes that the United States must even start foreign wars to protect Americans and their homes. But Americans are not fully aware of all the past sacrifices—and what we don’t know can hurt us. Even decades-old impacts from military training still degrade land and contaminate air and water, particularly in the arid western states, and will continue to do so far into the future. Exploded and unexploded bombs, mines, and shells (“ordnance,” in military terms) and haphazard disposal sites still litter former training lands in western states. And large portions of the western United States remain playgrounds for war games, subject to large-scale, highly mechanized military operations for maintaining combat readiness and projecting American power abroad.

Abstract In 2007, a team of U.S. scientists performed a status review of Atlantic sturgeon Acipenser oxyrinchus oxyrinchus and concluded that the species would likely become endangered (U.S. Endangered Species Act 1973, as amended) in the foreseeable future over much of its range, including populations of the New York Bight, which is comprised of the Hudson and Delaware rivers. Therefore, we evaluated an experimental release of hatchery-produced Atlantic sturgeon that took place in 1994 to determine the value of using stocked fish as a population recovery tool. We obtained recapture data on hatchery fish (identified by presence of pelvic fin removal) from the Atlantic Coast Sturgeon Tagging Database. Our evaluation of retention for a pelvic fin removal mark on hatchery fish showed that 36% of clipped individuals retained a clean fin clip after 49 d. The minimum survival rate for hatchery fish to age 5 was estimated to be in the range of 0.49–0.66% using documented recaptures (N  =  24), known number of fish stocked, and results of the pelvic fin removal evaluation. Length and weight-at-age for recaptured hatchery fish at known ages 5–17 were within the range of values reported for wild fish whose ages were estimated by pectoral spine analysis. We also report that one ripe male hatchery fish at age 15 was captured along with other spermiating males at its parental spawning area in the Hudson River in 2009.

Abstract Although monitoring data for sea ducks (Tribe Mergini) are limited, current evidence suggests that four of the most common species wintering along the eastern coast of the United States—long-tailed duck Clangula hyemalis, white-winged scoter Melanitta fusca, surf scoter Melanitta perspicillata, and black scoter Melanitta americana—may be declining, while the status of American common eider Somateria mollissima dresseri is uncertain. The apparent negative trends, combined with the fact that sea duck life histories are among the most poorly documented of North American waterfowl, have led to concerns for these species and questions about the impacts of human activities, such as hunting, as well as catastrophic events and environmental change. During winter, thousands of sea ducks are found along the U.S. Atlantic coast, where they may be affected by proposed wind-power development, changes to marine traffic, aquaculture practices, sand mining, and other coastal development. Possible impacts are difficult to quantify because traditional winter waterfowl surveys do not cover many of the marine habitats used by sea ducks. Thus, the U.S. Fish and Wildlife Service conducted an experimental survey of sea ducks from 2008 to 2011 to characterize their winter distributions along the U.S. Atlantic coast. Each year, data were collected on 11 species of sea ducks on &gt;200 transects, stretching from Maine to Florida. In this paper, we describe distribution of common eider, long-tailed duck, white-winged scoter, surf scoter, and black scoter. Densities of the two species with the most northerly distribution, white-winged scoter and common eider, were highest near Cape Cod and Nantucket. Long-tailed duck was most abundant around Cape Cod, Nantucket Shoals, and in Chesapeake Bay. Surf scoter also concentrated within Chesapeake Bay; however, they were additionally found in high densities in Delaware Bay, and along the Maryland–Delaware outer coast. Black scoter, the most widely distributed species, occurred at high densities along the South Carolina coast and the mouth of Chesapeake Bay. Spatial patterns of high-density transects were consistent among years for all species except black scoter, which exhibited the most interannual variation in distribution. The distance from land, depth, and bottom slope where flocks were observed varied among species and regions, with a median distance of 3.8 km from land along the coastal transects and 75% of flocks observed over depths of &lt;16 m. Common eider and long-tailed duck were observed closer to shore and over steeper ocean bottoms than were the three scoter species. Our results represent the first large-scale quantitative description of winter sea duck distribution along the U.S. Atlantic coast, and should guide the development of sea duck monitoring programs and aid the assessment of potential impacts of ongoing and proposed offshore development.

The last decades have witnessed a global trend toward airline deregulation, which has significant impacts on national policies regarding air accessibility to smaller communities. One important result of this liberalisation is that carriers are no longer constrained to serve routes, and may thus neglect service to less profitable destinations with lower traffic. Economic deregulation can therefore have detrimental effects on smaller communities. The United States has dealt with this issue through its Essential Air Service program. Its experience suggests lessons for other countries. U.S. policies have been reasonably successful in sustaining basic air service to smaller communities over the past thirty years of deregulation. Moreover, they have done so relatively effectively and efficiently. A large-scale analysis of the U.S. experience, and three case studies of the communities of Columbia and Jefferson City (Missouri), Rutland (Vermont), and Merced (California) demonstrate this phenomenon. The results show overall gains in efficiency, mostly attributable to the US policy of encouraging competition between air carriers seeking to provide service to small communities. The major flaw in the U.S. arrangements seems to be that the policies have not kept up with changing conditions since deregulation in 1978.

Abstract In advance of large-scale development of offshore wind energy facilities throughout the U.S. Atlantic Outer Continental Shelf (OCS), information on the migratory ecology and routes of federally threatened Atlantic Coast Piping Plovers (Charadrius melodus melodus) is needed to conduct risk assessments pursuant to the Endangered Species Act. We tagged adult Piping Plovers (n = 150) with digitally coded VHF transmitters at 2 breeding areas within the southern New England region of the U.S. Atlantic coast from 2015 to 2017. We tracked their migratory departure flights using a regional automated telemetry network (n = 30 stations) extending across a portion of the U.S. Atlantic Bight region, a section of the U.S. Atlantic coast, and adjacent waters of the Atlantic Ocean extending from Cape Cod, Massachusetts, to Cape Hatteras, North Carolina. Most adults departed within a 10-day window from July 19 to July 29, migrated nocturnally, and over 75% of individuals departed within 3 hr of local sunset on evenings with supportive winds. Piping Plovers migrated offshore directly across the mid-Atlantic Bight, from breeding areas in southern New England to stopover sites spanning from New York to North Carolina, USA, over 800 km away. During offshore migratory flights, Piping Plovers flew at estimated mean speeds of 42 km hr−1 and altitudes of 288 m (range of model uncertainty: 36–1,031 m). This study provides new information on the timing, weather conditions, routes, and altitudes of Piping Plovers during fall migration. This information can be used in estimations of collision risk that could potentially result from the construction of offshore wind turbines under consideration across large areas of the U.S. Atlantic OCS.

Public health has always been, and remains, an interdisciplinary field, and engineering was closely aligned with public health for many years. Indeed, the branch of engineering that has been known at various times as sanitary engineering, public health engineering, or environmental engineering was integral to the emergence of public health as a distinct discipline. However, in the United States (U.S.) during the 20th century, the academic preparation and practice of this branch of engineering became largely separated from public health. Various factors contributed to this separation, including an evolution in leadership roles within public health; increasing specialization within public health; and the emerging environmental movement, which led to the creation of the U.S. Environmental Protection Agency (EPA), with its emphasis on the natural environment. In this paper, we consider these factors in turn. We also present a case study example of public health engineering in current practice in the U.S. that has had large-scale positive health impacts through improving water and sanitation services in Native American and Alaska Native communities. We also consider briefly how to educate engineers to work in public health in the modern world, and the benefits and challenges associated with that process. We close by discussing the global implications of public health engineering and the need to re-integrate engineering into public health practice and strengthen the connection between the two fields.
