AIR TRANSPORTATION POLICY FOR SMALL COMMUNITIES: LESSONS FROM THE U.S. EXPERIENCE

The last decades have witnessed a global trend toward airline deregulation, which has significant impacts on national policies regarding air accessibility to smaller communities. One important result of this liberalisation is that carriers are no longer constrained to serve routes, and may thus neglect service to less profitable destinations with lower traffic. Economic deregulation can therefore have detrimental effects on smaller communities. The United States has dealt with this issue through its Essential Air Service program. Its experience suggests lessons for other countries. U.S. policies have been reasonably successful in sustaining basic air service to smaller communities over the past thirty years of deregulation. Moreover, they have done so relatively effectively and efficiently. A large-scale analysis of the U.S. experience, and three case studies of the communities of Columbia and Jefferson City (Missouri), Rutland (Vermont), and Merced (California) demonstrate this phenomenon. The results show overall gains in efficiency, mostly attributable to the US policy of encouraging competition between air carriers seeking to provide service to small communities. The major flaw in the U.S. arrangements seems to be that the policies have not kept up with changing conditions since deregulation in 1978.

In April 2020, when most businesses in the United States were shut down because of Covid-19, many people became unemployed and their incomes vanished. They lined up at the charitable food banks in their neighborhoods, but the shelves were quickly emptied. At the same time, many large farms buried their crops because the restaurants and hotels they served had closed. Some news agencies said the obvious solution was for government to organize transport of those farms’ produce to food banks or to idle restaurants for distribution to people in need. Only the federal government could make that work at a large scale, perhaps with the help of the National Guard and the U.S. army’s logistic capacities. It didn’t happen. Where are governments’ plans for dealing with food system disruptions, in the US and throughout the world?

This section, updated regularly on the blog Palestine Square, covers popular conversations related to the Palestinians and the Arab-Israeli conflict during the quarter 16 November 2017 to 15 February 2018: #JerusalemIstheCapitalofPalestine went viral after U.S. president Donald Trump recognized Jerusalem as the capital of Israel and announced his intention to move the U.S. embassy there from Tel Aviv. The arrest of Palestinian teenager Ahed Tamimi for slapping an Israeli soldier also prompted a viral campaign under the hashtag #FreeAhed. A smaller campaign protested the exclusion of Palestinian human rights from the agenda of the annual Creating Change conference organized by the US-based National LGBTQ Task Force in Washington. And, UNRWA publicized its emergency funding appeal, following the decision of the United States to slash funding to the organization, with the hashtag #DignityIsPriceless.

Hydrogen produced from renewable energy has the potential to decarbonize parts of the transport sector and many other industries. For a sustainable replacement of fossil energy carriers, both the environmental and economic performance of its production are important. Here, the solar thermochemical hydrogen pathway is characterized with a techno-economic and life-cycle analysis. Assuming a further increase of conversion efficiency and a reduction of investment costs, it is found that hydrogen can be produced in the United States of America at costs of 2.1–3.2 EUR/kg (2.4–3.6 USD/kg) at specific greenhouse gas emissions of 1.4 kg CO2-eq/kg. A geographical potential analysis shows that a maximum of 8.4 × 1011 kg per year can be produced, which corresponds to about twelve times the current global and about 80 times the current US hydrogen production. The best locations are found in the Southwest of the US, which have a high solar irradiation and short distances to the sea, which is beneficial for access to desalinated water. Unlike for petrochemical products, the transport of hydrogen could potentially present an obstacle in terms of cost and emissions under unfavorable circumstances. Given a large-scale deployment, low-cost transport seems, however, feasible.

Background: Cardiovascular disease (CVD) has been the number one cause of death and disability in the US and globally for decades, and its comorbidity complicates the management of CVD. However, little is known about the secular trend of CVD comorbidities in national representative populations in the last 20 years. Methods: Prevalence of CVD and nine major chronic comorbidities was estimated using data from 1,324,214 adults aged 18 years and older in the National Health Interview Survey (NHIS) from 1997 through 2016, with age-standardized to the U.S. population in the year 2000. Results: CVD prevalence in the US adult population significantly declined in the past twenty years (from 6.6% in 1997 to 5.9% in 2016, P trend <0.01in Figure a). And such trend was shown in women and whites (P trend <0.01), but not in men and blacks (P trend >0.05). We ranked the nine major chronic comorbidities (high to low) in the CVD patients (Figure b.), including (1) hypertension, (2) respiratory conditions, (3) nervous system conditions, (4) digestive conditions, (5) diabetes, (6) cancer, (7) genitourinary conditions, (8) circulatory conditions, and (9) endocrine/nutritional/metabolic conditions. From 1997 to 2016, the prevalence of CVD comorbidities including hypertension (38.8% to 50.2%), digestive conditions (17.0% to 27.1%), diabetes (10.0% to 19.2%), cancer (9.4% to 12.8%), and genitourinary conditions (4.1% to 5.2%) continuingly increased (all P trend <0.01), while respiratory conditions declined (35.9% to 27.6%, P trend <0.01). Similar trends of CVD comorbidities were observed among subgroups stratified by gender or by race. Conclusions: CVD prevalence in the U.S. adults have declined significantly in the past two decades, but rates of CVD comorbidities including hypertension, digestive conditions, diabetes, cancer, and genitourinary conditions increased substantially.

The article analyzes the prospects for US-North Korean and inter-Korean relations, taking into account the completed policy review of the new US administration towards the Democratic People&apos;s Republic of Korea (DPRK), as well as the results of the President of the Republic of Korea Moon Jae-in’s trip to Washington in May 2021 and his talks with US President Joe Biden. It is concluded that the “new&quot; course proposed by the United States in relation to the DPRK will not lead to a solution to the nuclear problem of the Korean Peninsula and will interfere with the normalization of inter-Korean relations. During his visit to the US President Moon failed to obtain the US consent on ROK more “independent policy” toward North Korea. In spite of lavish investments into US economy and other concessions, Seoul was forced to promise to coordinate his approaches to the DPRK with US and Japan and support US position on Taiwan straits and South China Sea. The author argues that in the current conditions, the introduction of a regime of arms limitation and arms control in Korea should be a necessary stage on the way to complete denuclearization of the peninsula. The transition to a such method of the settlement of the nuclear problem could lead to the resumption of the negotiation process, mutual concessions, including reductions in the level of military-political confrontation, partial or large-scale lifting of economic sanctions in exchange for North Korea&apos;s restrictions of its nuclear weapon and missile systems.

Abstract. Our understanding of the natural variability of hydroclimate before the instrumental period (ca. 1900 in the United States; US) is largely dependent on tree-ring-based reconstructions. Large-scale soil moisture reconstructions from a network of tree-ring chronologies have greatly improved our understanding of the spatial and temporal variability in hydroclimate conditions, particularly extremes of both drought and pluvial (wet) events. However, certain regions within these large-scale reconstructions in the US have a sparse network of tree-ring chronologies. Further, several chronologies were collected in the 1980s and 1990s, thus our understanding of the sensitivity of radial growth to soil moisture in the US is based on a period that experienced multiple extremely severe droughts and neglects the impacts of recent, rapid global change. In this study, we expanded the tree-ring network of the Ohio River Valley in the US, a region with sparse coverage. We used a total of 72 chronologies across 15 species to examine how increasing the density of the tree-ring network influences the representation of reconstructing the Palmer Meteorological Drought Index (PMDI). Further, we tested how the sampling date influenced the reconstruction models by creating reconstructions that ended in the year 1980 and compared them to reconstructions ending in 2010 from the same chronologies. We found that increasing the density of the tree-ring network resulted in reconstructed values that better matched the spatial variability of instrumentally recorded droughts and to a lesser extent, pluvials. By sampling tree in 2010 compared to 1980, the sensitivity of tree rings to PMDI decreased in the southern portion of our region where severe drought conditions have been absent over recent decades. We emphasize the need of building a high-density tree-ring network to better represent the spatial variability of past droughts and pluvials. Further, chronologies on the International Tree-Ring Data Bank need updating regularly to better understand how the sensitivity of tree rings to climate may vary through time.

Using the Teaching and Learning International Survey (TALIS) 2018, this study examines U.S. and Japanese new teachers’ initial teacher preparation (ITP), feelings of preparedness, motivations, and self-efficacy. The analysis of 355 U.S. and 433 Japanese new secondary teachers provided several findings. First, ITP in the U.S. more often included teaching in mixed-ability and multicultural settings, cross-curricular skills, and technology than Japan, and U.S. teachers felt more prepared than Japanese teachers in every category of preparation. Second, Japanese teachers were more likely to declare teaching as their first career choice and reportedly scored significantly higher on motivations to become a teacher of personal utility value, while U.S. new teachers scored higher on social utility value. Third, there were no significant differences in self-efficacy between U.S. and Japanese new teachers. This study contributes to the gap of large-scale, comparative literature between the U.S. and Japanese initial teacher preparation. Implications for practice and directions for future research are discussed.

The subject of this research is the death penalty as a mandatory punishment for the most serious crimes in the United States, Asia and the Caribbean and corresponding constitutional problems. The author analyses foreign courts’ judgments and foreign researchers’ points of view. The author considers the influence of the jurisprudence of the US Supreme Court on the countries with similar legal systems, the importance of legal thought in other countries for further development of law-enforcement practice in a particular region and the globalized world. The author analyzes inconsistent position of Singapore, as well as the indecisiveness of the government of Malaysia, because until recently these two countries were fervent supporters of the mandatory death penalty in the Commonwealth. The author supports the global trend towards the abolition of the mandatory death penalty and the fact that the “Asian values” are not an insurmountable barrier to achieve this goal.


<em>Abstract.</em>—Large-scale commercial fisheries for Atlantic sturgeon <em>Acipenser oxyrinchus</em> in the late 1880s eventually led to substantial reductions in the population size. The coastwide Atlantic sturgeon population of the United States has not recovered to the levels seen prior to the 1900s. A number of factors have contributed to the slow recovery or continued decline of Atlantic sturgeon populations, including continued commercial fishing and the targeting of females for caviar, bycatch in other fisheries, and changes in habitat due to dam construction and water quality degradation. The Atlantic States Marine Fisheries Commission (ASMFC) developed the first coastwide management plan for Atlantic sturgeon in 1990. In response to the shortcomings of that plan, the ASMFC applied new standards and the authority granted to it by the U.S. Congress to adopt a coastwide moratorium on all harvesting in 1998. A federal status review conducted in 1998 concluded that the continued existence of Atlantic sturgeon was not threatened given the situation at the time. Since then, monitoring programs have indicated varying levels of relative abundance in several water bodies along the Atlantic coast. The U.S. government is responsible for undertaking a status review to document any changes since the last review and determining whether those findings warrant a threatened or endangered listing for the species. The government’s findings may have far-reaching effects on many other Atlantic coastal fisheries.

This chapter examines the rise of financial sanctions as a tool of U.S. foreign policy and the role of U.S. prosecutors in enforcing sanctions against global banks. It describes how the United States developed its financial sanctions capabilities against terrorist groups, then turned them against state actors such as North Korea, culminating with elaborate sanctions programs against Iran and Russia. It shows how U.S. federal and state prosecutors uncovered large-scale sanctions evasion efforts at numerous global banks that processed U.S. dollar payments. This enforcement campaign led to some of the largest criminal fines ever levied, and global banks such as HSBC and BNP Paribas agreed to implement U.S. sanctions and anti-money laundering controls in their worldwide operations, thus broadening the reach of U.S. policy. Although U.S. enforcement actions faced strong criticism by U.S. allies, banks facing large fines, negative publicity, and potential loss of access to essential U.S. dollar payment infrastructure complied with U.S. demands. Unlike other cases, U.S. sanctions did not lead to multilateral reforms, instead triggering efforts by sanctioned states and bystanders to reduce their dependence on the U.S. dollar and U.S. payment systems.
