Technological development has extremely useful facets for everyday life, since disruptive innovations are increasingly present in society. In this current scenario, the State's intervention in the economy is increasingly difficult. The objective of this research is to investigate the regulatory role of the Executive Power and regulatory agencies regarding streaming technologies. To do so, initially, the paper investigates the definition of streaming services, analyzing their legal adequancy according to Brazilian legislation. Subsequently, the regulatory competence of the Ministry of Science, Technology, Innovation and Communication, the National Telecommunications Agency and the National Cinema Agency in relation to new technologies for dispersion of audiovisual content is analyzed. In the end, it is concluded that it is the responsibility of MCTIC to be the granting power of broadcasting services, not interfering in streaming services. Anatel is responsible for regulating the conditions and the relationship between streaming and telecommunications service providers, in this case, the internet, as well as assuring them the right to use the internet infrastructure. Ancine is responsible for acting with the objective of promoting, regulating and supervising the cinematographic and videophonographic industry in the various market segments. The research methodology used is the hypothetical-deductive and research technique is indirect documentation.

In recent years, the application of legislation in the field of personal data has become the focus of attention of legal scholars. With the development of digital technologies, the problem of protection of personal data becomes especially urgent. The importance of personal data is so great that some scholars treat them as intangible goods. In order to protect the interests of citizens, our State takes measures to localize citizens’ personal data by statutory regulation of the Russian segment of the Internet. Such remedies as the right to be forgotten and personal data anonymization are also applied. However, the practice, including judicial practice, shows that the available means of protection of personal data are insufficient in the context of new technologies. However, the practice of application of laws on personal data reveals a number of problems that need to be addressed. The attribution of specific information about natural persons to personal data leads to a number of questions with regard to the practice of the activities of state bodies. Under currently effective Article 3 of the Federal Law, the term personal data refers to any information relating directly or indirectly to a certain or definable natural person (subject of personal data). At the same time, the law does not specify which data about an individual refers to personal data. Due to this broad understanding of personal data, questions arise concerning the attribution of paticular information about an individual to personal data. In this regard, the definition of criteria for the attribution of specific information about a person to personal data becomes an important theoretical task. The issues of primary concern include: 1) strengthening of responsibility for violation of personal data legislation; 2) giving priority to the issue of neutrality of the Internet, 3) solving the problem of the balance between direct access to publicly available data and the need to protect personal data. In the author’s opinion, it is necessary to ensure by means of comprehensive measures the priority of protection of personal data of citizens. This problem is of particular importance in connection with the elaboration of new laws on the digital profile of citizens.

AbstractOur daily life has experienced significant changes in the Internet age. The emergence of e-science is regarded as a dramatic one for science. Wikis, blogs, virtual social networks, grid computing and open access are just a brief selection of related new technologies. In order to understand the changes, it is necessary to define these aspects of e-science precisely. Right now, no generally used term or common definition of e-science exists, which limits the understanding of the true potential of the concept. Based on a well-known approach to science in terms of three dimensions—human, task and technology—the author provides a framework for understanding the concept which enables a distinctive view of its development. The concept of e-science emerged in coherence with the technological development of web 2.0 and infrastructure and has reached maturity. This is impacting on the task and human dimensions as in this context, the letter “e” means more than just electronic.

Stereotypical perceptions of Roma people as those who like to walk along forest paths to camps, or stories about Gypsy fairies with crystal balls have nothing in common with such trendy and contemporary terms as new technologies. How can one imagine a stereotypical Roma who loves horses and campfires surfing the Internet? How do we discuss changes in men-women relations in the context of a patriarchal community in which women have no right to express their opinions and are literally captive? Undoubtedly, a lack of knowledge about Roma people, and with often the only alternative in the form of stereotypical information excludes them from the discussion on cultural changes related to technological development. At the same time media, including the Internet, are important not only in the context of activism of Roma leaders and organizations, but also with reference to people who want to fight against the negative image of Roma people in public space, regardless of membership or lack of membership in Roma organizations.

The way of life has changed with the introduction of information and communication technologies (ICT) in every one’s day to day activities and the business. As ICT technologies are constantly evolving, many people attribute the success of enterprises to the ways they deploy and take advantage of new technologies, not only to make their operations more efficient but most importantly to refine and adopt new effective and adaptive business models. Since the advent of the Internet and the very first Internet service providers (ISP) in operation, the traditional ISP market has been in constant evolution due to the gradual globalisation and commoditisation of ISP services. Deregulation and ICT policies have fostered competition (e.g., unbundling of the local loop and so forth) as well. The Internet is as an important channel of interaction inside and/or outside enterprises. The essence of the Internet is conducting business and running of business processes over data communication networks based on nonproprietary standards (Porter, 2001). The World Wide Web as a portal represents a major electronic business (e-business) platform accessed through communication channels provisioned by network and service providers (such as ISDN, DSL, WLAN, UMTS, etc.). There are many challenging aspects of the e-Business that must be considered for a sustainable business of an ISP (Petrie et al., 2004).

The paper must have abstract. The rapid growth of networks base on IP, and the current challenge posed by the technological deployment of IPv6 and annexed applications, challenges that must confront the Internet Service Provider and have stimulated the development for rigorous researches on the topic. The Internet Service Providers ISP offer infrastructure for implementation of virtual private network VPN, where is fundamental the definition of routing schemas between the border route of client CE and the provider PE. In this sense, have been proposed different schemas where the new protocols as Open Short Path First version 3 OSPFv3 have a key role. In the context of VPN, the routing protocol BGP is used to distribute the client’s path, the multi-protocol label switching MPLS is used to send the information packages through the network core in tunnel mode. Originally, only IPv4 was supported and expanded after support OSPFv2 and VPN IPv6. Based on the new specifications in order to support OSPFv3 as a routing protocol PE-CE and the current technological infrastructures begin the process of IPv6 deployment, these elements driving this research which evaluate the performance of routing protocol OSPFv3 on border scenarios MPLS/VPN/IPv6.

Abstract The number of refugees on a global scale is increasing. In fact, the United Nations High Commissioner for Refugees estimates that in 2011 there were 43.7 million forcibly displaced persons reaching a worldwide record. In France, more than 57 thousand persons applied for protection to the French Office for the Protection of Refugees and Stateless Persons. Somalis are among the refugee groups on the rise in France due to the humanitarian, political and security crises that shook their country. Numerous studies have been conducted in the context of the reception of refugees in France and the weakening of the right to asylum. This study aims to analyze the uses of Information Technology and Communication (ICT), in particular Internet and television, by refugees as such studies remains limited. This research study strives to fill this gap by contributing to the analysis of the usage of the Internet and television by Somali refugees during their settlement in France.

Industrial biotechnology is the commercial application of biotechnology using cells or components of cells, like enzymes, for industrial production processes including consumer goods, bioenergy and biomaterials. In the last years this area has gone through a fast technological development resulting in a high number of basic technologies based on research efforts at universities and research institutions. But a technology transfer gap exists between basic research and the commercialisation of the results. This gap can be closed by academic spin-offs which manage the technology transfer from universities and research institutions to industrial companies. After the spin-off process, the technology is further developed within the new venture normally using additional resources from external investors. As soon as the technology reaches a certain grade of maturity, the spin-offs can co-operate with an established company and work for them as a service provider or be acquired. The chosen approach of technology transfer depends on the type of company. Whereas multinational enterprises (MNEs) are very active in making new technologies available both by acquiring spin-offs or engaging them as service providers, small and medium enterprises (SMEs) are focused on partnering with spin-offs, due to limited financial and management resources.

A wide-ranging discussion of the evolution of pricing in early transportation industries, such as lighthouses, canals, and turnpikes, is presented. It shows that price discrimination was an important factor in the development of those industries, and tended to intensify with time. In order to make differential tariffs effective, service providers had the right of detailed inspection of the cargo. These historical precedents help explain the drive by large sectors of the telecommunications industry to gain greater control over what is transmitted over the Internet. The implications for the evolution of the Internet are briefly explored.

The article covers the issues surrounding the global Internet TV market’s evolution during the COVID-19 pandemic. The rapid changes in the modern Internet television market mean that an in-depth analysis of its development strategies is necessary for further development. The article goes over current trends that affect the development of the industry, and the factors that have led to its changes listed. Today, the main directions of the development of Internet television include multi-screen, video on demand, and the evolution of streaming platforms. This phenomenon became possible by the growing convergence of the Internet and television. The main driving force of the industry has become the so-called streaming services that provide content to subscribers anywhere and anytime — the main requirement to access it being the Internet. The battle for audiences has become truly international. But due to quarantine in many countries, most viewers have drastically changed their habits. Home entertainment has been taking first place, and television became one of them. For the first time in years, TV channel ratings have doubled, movie premieres have been delayed, and sports events around the world have come to a standstill. Audiences turned to those who could offer them the best content. The article examines trends caused by the pandemic, such as a significant increase in Internet traffic, the halting of movie and TV series production, a decrease in the number of sports games and related events, streaming services changing their tariff plans, and the subscription payment model taking leadership in the video-on-demand market. Both the negative and positive effects of these factors on television service providers’ activities, as well as the new habits of subscribers are analyzed. This situation has completely changed the industry, but it has only helped the business of large and local operators. Companies around the world have had to improve their service in a matter of weeks. These changes in the market would have taken years under normal conditions, but the pandemic has significantly accelerated the progress of Internet television and made it possible for end-users to get high-quality services.

The development of technology and communication has brought many changes, especially in broadcast industry. Since the internet era, people could listen to music through various media portals that they accessed through smartphones. This trend is known as media convergence, where there is an interlacing between internet and radio. The birth of media convergence in radio industry also gave rise to the term of ‘streaming’, where the content broadcasted live through the internet, in the form of audio and video. One of the streaming radio service providers in Indonesia is JOOX. This scientific work’s aim is to provide an overview and contribution to the era of new media, especially for music and radio industry. The concept of online strategy in music radio programming from Newton and Kaiser is being used. The result showed that JOOX is an audio visual based live streaming program that facilitates musicians to promote their new albums, as well as the place to interact with their fans through the live-chat feature as a form of engagement.
