Abstract Zacharias Huber (1669-1732) evaluated in the revised Heedensdaegse Rechtsgeleertheyt arguments, hitherto unknown, which were brought forward in a case, pursued before the Court of Friesland and decided on December 14th 1718. The case dealt with the ownership of a box with gold, found on the beach of Schiermonnikoog in 1710 and which came from the ship De Witte Haas, shipwrecked off the coast in 1674. Newly found civil records show that Maria Wilree (1667-1729) from Amsterdam started the procedure to recover the box with gold, because it purportedly belonged to her father Dirck Wilree (1636-1674), director-general for the West India Company in Guinea and who died in the shipwrecking. She took legal action against Henrica Helmhout, regent of Schiermonnikoog and receiver of wrecks, and Gillis Vermeersch, representative of the West India Company. Only Vermeersch was successful in his argument, which he based on the instructions of the Company: it was forbidden to transport unregistered private goods. Such goods forfeited immediately to the Company. Consequently, Wilree claimed for the Company ownership and possession of the box with gold. Helmhout claimed to be the owner by prescription. Their arguments appear not to have been convincing.

Significance Paris announced on March 27 that it would renew efforts to pass a resolution that would include a fixed timeframe for resolving the Israeli-Palestinian conflict and establishing a Palestinian state. Frustration and mistrust of Prime Minister Binyamin Netanyahu is growing even among Israel's strongest European allies, resulting in increased pressure on Israel on the Palestinian issue. Netanyahu's rejection of a Palestinian state on the eve of the March 17 Israeli general elections is moving European governments to reassess policy. If he succeeds in returning to office, Israel's relationship with the EU and European governments will face significant strain in the months ahead. Impacts The EU will accelerate efforts to label settlement products and warn European companies of risks in settlement-related activities. Military cooperation, intelligence sharing, and military sales between Israel and national governments will continue. Escalatory Israeli actions in the West Bank or a new conflict could prompt European sanctions and legal action on settlements and firms. Israel will seek to boost ties and trade with Asian countries to offset mounting pressure from Europe.


Significance Articles containing the bogus quotes were shared across social media globally. The case illustrates how disinformation is created and spread for malign influence, and its ease of entry into social media discourse, which makes it so difficult to untangle and counter. Impacts Political polarisation within the United States is impeding a 'whole of society' response. Russian and Chinese disinformation campaigns will claim the two nations are falsely accused victims of bullying by envious foes. Artificial intelligence-created synthetic media such as deepfakes will enable a step-change in the sophistication of 'infowars'.


Significance These are: artificial intelligence, semiconductors, quantum computing, genetics, biotechnology, neuroscience and aerospace. Impacts It is not always useful to view technological competition between China and the West as a ‘race’. China will likely burn significant capital just to achieve parity with advanced countries, and may never achieve it. Low margins will encourage protectionism and import substitution, with an impact on efficiency and productivity.

The Lower Greensand (LGS) forms the second most important aquifer in the London Basin but, being largely absent beneath the city itself, has received much less attention than the ubiquitous overlying Chalk aquifer. While the general directions of groundwater flow in the Chalk are well established, there has been much less certainty about flow in the LGS owing to regionally sparse borehole information. This study focuses on two hitherto uncertain aspects of the confined aquifer: the sources of recharge to the west-central London Basin around Slough, and the fate of LGS water where the aquifer thins out on the flank of the London Platform in the Gravesend–Medway–Sheppey area on the southern side of the basin. The application of hydrogeochemical techniques including environmental isotopes indicates that recharge to the Slough area is derived from the northern LGS outcrop, probably supplemented by downward leakage from the Chalk, while upward leakage from the LGS in North Kent is mixing with Chalk water to the extent that some Chalk boreholes on the Isle of Sheppey are abstracting high proportions of water with an LGS fingerprint. PurposeOrganisational decline has far-reaching, negative emotional and financial consequences for staff and customers, generating academic and practitioner interest in turnaround change processes. Despite numerous studies to identify the stages during turnarounds, the findings have been inconclusive. The purpose of this paper is to address the gap by defining these stages, or episodes. The characteristics of leaders affect the outcome of organisational change towards turnarounds. This paper focusses, therefore, on the leadership requirements during specific episodes, from the initial crisis to the full recovery phases.Design/methodology/approachA total of 11 semi-structured interviews were conducted with executives from the public sector in South Africa who went through or were going through turnaround change processes and 3 with experts consulting to these organisations.FindingsContrary to current literature in organisational change, this study found that, in these turnaround situations, leadership in the form of either an individual CEO or director general was preferable to shared leadership or leadership distributed throughout the organisation. This study found four critical episodes that occurred during all the public service turnarounds explored, and established that key leadership requirements differ across these episodes. The study shows how these requirements relate to the current literature on transactional, transformational and authentic leadership.Practical implicationsThe findings on the leadership requirements ultimately inform the selection and development of leaders tasked with high-risk turnaround change processes.Originality/valueFour episodes with corresponding leadership requirements were established in the particular context of public sector turnaround change processes.

Purpose The purpose of this paper is to develop a preliminary model of instructional leadership in the Chinese educational context and explore the ways in which Chinese school principals locate their instructional-leadership practices in response to traditional expectations and the requirements of recent reforms. Design/methodology/approach In-depth interviews were conducted with 22 selected primary school principals in Shenzhen and Guangzhou. A qualitative analysis was conducted to categorize the major leadership practices enacted by these principals. Findings An initial model of instructional leadership in China with six major dimensions is constructed. The paper also illustrates and elaborates on three dimensions with the greatest context-specific meanings for Chinese principals. Originality/value The paper explores the ways in which Chinese principals enact their instructional leadership in a context in which “the west wind meets the east wind”; that is, when they are required to accommodate both imported reform initiatives and traditional expectations. The paper contributes to the sparse existing research on principals’ instructional leadership in non-western cultural and social contexts.


Significance An ‘air bridge’ between Kabul and Islamabad of eight aircraft and two helicopters completed the evacuation before the August 31 deadline. Meanwhile, Turkey has stepped up engagement with Taliban leaders, and President Recep Tayyip Erdogan has suggested further high-level meetings in the coming weeks and months. Impacts Russia and China will look to use Afghanistan as another wedge between Turkey and the West. Whatever happens, Afghanistan will remain a politically divisive domestic issue for Erdogan. Without external sources of funding, it will be very difficult for Turkey to convince investors to operate in a Taliban-run Afghanistan.


Significance However, there has been a notable change in the EU’s tone. In July, the European Commission unexpectedly paused legal action against the United Kingdom for an alleged breach of the NIP, and when London announced on September 6 that it was suspending key elements indefinitely, the EU’s response was muted. Impacts France is so deeply aggrieved over AUKUS that any further UK breaches of the Withdrawal Agreement could prompt a bad-tempered response. The possibility of an early assembly election in Northern Ireland would complicate EU-UK attempts to resolve the NIP issue. The exclusion of high profile, pro-EU politicians in the UK cabinet reshuffle shows how important the Brexit agenda remains for London.

PurposeThe increasing globalization of business has led to increasing demand for executives who can function in cultural milieus different from their own. This demand has been exacerbated by the fact that globalization has not led to cultural homogenization and hence, for good or bad, executives are not able to universally apply the home country's conceptualizations of rights, responsibilities and duties and must operate within the constraints of host country's cultural environments. Hence, business scholars and global executives increasingly need to reflect on the conceptualization of rights, responsibilities and duties; understand the historical context which has led to different conceptualizations across geographies and appreciate and harness these differences for improving business effectiveness. This paper helps in this endeavor by explaining the differences and similarities that exists between the Indian and Western cultures regarding the concepts of roles, responsibilities and duties. This exposition will help multinational organizations improve their internal practices and employee training methods.Design/methodology/approachThis study attempts to trace the differences and similarities in the conceptualization of rights, duties and responsibilities between the Western tradition and the Indic tradition by literature review. The Indic tradition refers to the broad cultural paradigm that shapes the thinking of the people of Indian subcontinent. The prominent sources of the Indic tradition include Hinduism and Buddhism. India was a British colony for two hundred years and is home to one of world's largest English-speaking population. There are more Muslims in the Indian subcontinent than in the Middle East (Grim and Karim, 2011). Hence, the Indic tradition has also been substantially influenced by the Western and Islamic traditions.FindingsThe paper argues that Westerners and Indians have different conceptualization of rights, duties and responsibilities and their relative importance. Broadly speaking, Indian ethos focuses on context-specific responsibilities while the Western attitude focuses on universal rights. These differing conceptualizations have been shaped by the cultural history of the two regions and are manifested in the decision-making styles, levels of individual autonomy and views on the ethicality of actions. There is a need to train expatriate Western and Indian managers on these issues to enable smooth functioning.Research limitations/implicationsThe cross-cultural literature has tended to lump together all non-Western civilizations under the category of East thereby ignoring significant differences between them. The Far-East countries of China, Korea, Taiwan and Japan have been highly influenced by the Confucian ethics. India-specific social systems like the caste system, division of human life span into stages with specific responsibilities, enduring worship of nature and Western influence through colonization have been absent in these countries or much less marked. The paper aims to bring forward the distinguishing features in Indian thought that contributes to its distinctive attitude toward rights, responsibilities and duties; contrast it with the Western views on rights and duties and identify the relevance of the discussion to the business context.Practical implicationsThe cross-cultural training needs to emphasize both conflict resolution and behavioral aspects. For example, the conflict resolution process in Western countries can be more algorithmic with conflicts being rationally determined by consistent application as well-defined rules (as nature of duties is more universal in Western tradition). On the other hand, conflict resolution practices in India need to be contextual and may require appeals to higher ideals (as nature of duties is more contextual and idealistic in Eastern tradition).Social implicationsThe differences in attitudes regarding rights, responsibility and duties between the West and India suggest the need for cross-cultural training of managers and contextual conflict resolution techniques. The need is exacerbated by the increase in the number of multinational corporations (MNCs). Earlier, most MNCs were headquartered in the West and hence cross-cultural training was primarily geared to help Western expatriates fit into the host country culture (Nam et al., 2014). The growth of Asian MNCs has increased the need of cross-cultural training for Asian expatriates (Nam et al., 2014).Originality/valueThe training processes can be customized to supplement cultural strengths and promote behaviors that are culturally inhibited. Employees in India can be trained to emphasize the value of assertiveness in communication, the need to articulate one's personal success and appreciate the rigid nature of rules in Western contexts. Similarly, Westerners can be trained to emphasize the importance of context in business interactions, the need to forge personal relations for business success and the importance of paternalistic behavior in securing employees commitment.


Significance Many are facing a combination of ethical and commercial dilemmas as China uses the commercial power of its domestic consumers to silence critics. Those targeted so far, mostly apparel retailers, have expressed concern about reports of forced labour by minority Uighurs in Xinjiang, where 20% of the world's cotton is produced. Impacts Upstream supply chain visibility in Xinjiang will remain opaque, even if downstream operations are sourced elsewhere. The WTO may take up the issue as its new director-general is keen to re-establish the agency's credibility. The EU's attempt to use its investment agreement with China to impose labour standards will be exposed as ineffectual. Viscose, of which Xinjiang produces 10-18% of global supply, may follow cotton as a 'forced labour' issue for apparel companies.
