Women’s knowledge has often been seen as “a whole set of knowledges that have been disqualified as inadequate to their task or insufficiently elaborated: naive knowledges, located low down on the hierarchy, beneath the required level of cognition or scientificity." (Foucault 1980, p. 82). In this description, scientific knowledges are seen to be hierarchically more important, with traditional knowledges ranged beneath them. In this hierarchy, women’s knowledges are found wanting. The purpose of this paper is to explore the assertion that women’s knowledges are inadequate and to document ways in which they are marginalised. Revaluing women’s knowledge is recognised as one of the most direct methods of changing the way a society works. A vast literature has argued that is a key factor in development and has been shown to lead to poverty alleviation, to the development of active citizens and to the creation of a more open and democratic society. Possibilities for the revaluing of women’s knowledge using information and communication technologies are considered, focussing on the concepts of open access and the information commons. The availability of proper human capital represents a key-factor in order to support the current fast pace of diffusion of Internet-based applications. The careful assessment of the skills and competencies required to manage and develop Internet technologies in different application domains represents a necessary step to solve the emerging skill shortage and skill gap problems. While most existing analyses of skill needs in information and communication technologies deal with broad professional categories, the paper focuses the attention on a specific professional figure, the Web designer. By resorting to an on-line questionnaire administered to a sample of Italian Web designers, the paper shows that jobholders recognise greater usefulness to organisational rather than technical knowledge domains. However, perceived skill gaps are larger in the case of technical skills and competencies. Moreover, specialisation paths are emerging.

SummaryBackground: Based on today‘s information and communication technologies the open access paradigm has become an important approach for adequately communicating new scientific knowledge.Objectives: Summarizing the present situa -tion for journal transformation. Presenting criteria for adequate transformation as well as a specific approach for it. Describing our exemplary implementation of such a journal transformation.Methods: Studying the respective literature as well as discussing this topic in various discussion groups and meetings (primarily of editors and publishers, but also of authors and readers), with long term experience as editors and /or publishers of scientific publications as prerequisite.Results: There is a clear will, particularly of political and funding organizations, towards open access publishing. In spite of this, there is still a large amount of scientific knowl edge, being communicated through subscription-based journals. For successfully transforming such journals into open access, sixteen criteria for a goal-oriented, stepwise, sustainable, and fair transformation are suggested. The Tandem Model as transformation approach is introduced. Our exemplary implementation is done in the Trans-O-MIM project. It is exploring strategies, models and evaluation metrics for journal transforma tion. As instance the journal Methods of Information in Medicine will apply the Tandem Model from 2017 onwards.Conclusions: Within Trans-O-MIM we will reach at least nine of the sixteen criteria for adequate transformation. It was positive to implement Trans-O-MIM as international research project. After first steps for transforming Methods have successfully been made, challenges will remain, among others, in identifying appropriate incentives for open access publishing in order to support its transformation.

The fact that the development of information and communication technologies (ICT) is a key factor of development of individuals, regions, sectors and whole countries is well known at the beginning of the 21st century. The real situation of ICT utilization is very different in particular sections and it fails to reach standards that we would expect. The sphere of the agrarian sector of the Czech Republic is a very good example. The Information and Consulting Centre FEM at the University of Agriculture in Prague (IPC) has been participating on research of the utilization ICT in agriculture for three years. According to the latest data from July 2002, 55% of agrarian enterprises are connected to the Internet, which is much less than in other sectors.

The increasing presence of advanced information and communication technologies (ICTs) across various fields of our lives has elevated the significance of individuals’ capability to utilize these ICTs substantially. Although scholars have underscored the importance of understanding such capabilities in terms of skills that are multidimensional, few empirical investigations are connected to sound theoretical backgrounds. Analyzing a survey administered to a random sample of adults in the City of Austin, this study empirically examines multiplicities of technological capabilities. Building on the literatures of Bourdieu’s theory of capital, digital literacy, field, and participatory culture, this study finds three sets of technological capabilities that constitute individuals’ “techno-capital.” Furthermore, we analyze the influences of cultural and economic/financial capital reflected by key socioeconomic predictors on the different levels of techno-capital. We find that acquiring basic technological capabilities is a key factor explaining advanced techno-capital, while effects of gender, race, education, and income also persist.

Actualmente, vivimos en una sociedad cada vez más digital, donde las Tecnologías de la Información y la Comunicación (TIC) están provocando un impacto en todos los niveles, también en el educativo. La escuela debe asumir el reto de integrar eficazmente las TIC, promoviendo situaciones enriquecidas con tecnologías en las que la metodología constituya el factor clave de los procesos de innovación educativa. La escuela rural debe hacer frente para ello a las desigualdades existentes, con el firme propósito de superarlas. Desde esta perspectiva, el artículo presenta un estudio descriptivo del uso que en las escuelas rurales de la Región de Murcia se hace de las TIC. La metodología escogida es la mixta, y la recogida de información se ha realizado a través de un cuestionario ad hoc construido para la investigación. Con los resultados obtenidos, hemos podido conocer las necesidades en la disponibilidad de recursos, y el uso didáctico que hacen de las TIC los docentes de los colegios rurales agrupados (CRA) en la Región de Murcia, constatando que aún les cuesta dejar atrás metodologías tradicionales para dar paso a la innovación educativa, a través de tecnologías emergentes. Today, we live in an increasingly digital society, where Information and Communication Technologies (ICT) are causing an impact at all ranges, in the educative even. The school must take on the challenge of effectively integrating ICT, promoting situations enriched with technologies in which methodology was the key factor in educational innovation processes. Rural schools must take up this challenge, assuming existing inequalities, but with the firm intention of overcoming them. From this perspective, the article presents a descriptive study of the use of ICT in rural schools in the Region of Murcia. The methodology chosen is mixed, and the collection of information has been carried out through an ad hoc questionnaire constructed for research. From the analysis of data, we have been able to know the needs in the availability of resources, and the didactic use that the teachers of the rural schools grouped together in the Region of Murcia make of the ICT, confirming that it is still difficult for them to leave behind traditional methodologies to give way to the educational innovation, through emerging technologies.

Subject. The article considers the impact of digital economy on entrepreneurship, which is a key factor in influencing the social and economic life of countries with market economies. New economic processes are emerging, such as e-commerce, as well as new economic agents, such as digital government and digital enterprises, which, in turn, are shaping the digital entrepreneurial ecosystem. Objectives. We focus on exploring the impact of digital economy on business activity. Methods. The study draws on the methods of logical and statistical analysis. Results. The digital economy is forcing many States to take a new course in their policies to improve socio-economic processes. In 2017, the RF President's Decree was issued called On the Strategy for Information Society Development in the Russian Federation for 2017–2030, which is aimed at the development of information and communication technologies, including those ones in the economy. Conclusions. Any State should provide favorable conditions for digitalization of entrepreneurship. Public financial support is crucial for creating and fostering innovative center for development of new digital enterprises.

Information and communication technologies have revolutionized traditional forms of production of intellectual property with a view to the diversity of creations of the human intellect. However, the institutes of copyright protection do not always allow the resolution of certain peculiarities of the protected assets, and the control is the responsibility of judicial decisions. In this sense, this work aims to discuss the authorial limits in judicial decisions, between open access and copyright protection. For this, it seeks to present the main characteristics of authorial regulation in Brazil today. It examines the new perspectives of open access, in view of the use of technologies, outline with the conditions established for registration, access and sharing. Finally, it conducts an approach on the diversity of understandings in judicial decisions, in processes that involve attribution of authorship and conditions for the publication of intellectual property. It is concluded that there is a need for studies on judicial decisions that can identify the main gaps that make it impossible to align the interpretation of copyright law in judicial decisions, in order to make them more effective.

In addition to visibility, materials should also be easily available, if possible, online. To achieve this goal, catalogues are essential tools for finding the desired information. It is equally important that libra­ries cooperate with each other and share their catalogues among them. In this context, participation of libraries in information networks is a positive alternative. Libraries should not be bound to their local book collection, but they also need to expand it through networks, so that they are able to borrow books or exchange documents with other libraries. University libraries need to create storage of local documents with open access to theses, dissertations, scientific research papers and their institutional memory. Al­though Brazilian university libraries have made significant progress in the provision of services using new information and communication technologies as well as by taking part in cooperative networks, it is neces­sary to see that libraries have reached various stages of development and we still have a long way to go.Bibliotheken setzen sich täglich mit der Frage auseinander, wie sie für ihre Sammlungen eine höhere Sichtbarkeit erreichen können. Zusätzlich sollten ihre Bestände am besten online verfügbar sein. Kataloge sind zur Erreichung dieses Zieles unerlässlich. Dazu müssen Bibliotheken vermehrt kooperieren. In diesem Zusammenhang ist die Bildung von Verbünden eine positive Alternative. Bibliotheken sollten nicht nur auf ihre lokalen Bestände fokussieren, sondern Verbünde bilden um Ausleihen aus anderen Bib­liotheken zu ermöglichen. Universitätsbibliotheken sollten Dissertationen, Abschlussarbeiten, Forschungs­ergebnisse und Dokumente der Institution Open Access zur Verfügung stellen. Obwohl die brasilianischen Universitätsbibliotheken bereits grosse Fortschritte in der Anwendung neuer Informationstechnologien und in der Errichtung von Verbünden erzielt haben, befinden sich noch nicht alle Bibliotheken auf dem glei­chen Entwicklungsstand.
