Food activism in the United States has followed two broad currents that are critical of the conventional food system. The first seeks to reform the system by improving wages, working conditions, and the environmental impact, and the second focuses on alternative methods of production, transportation, and marketing. Steve Striffler argues that neither of these approaches has been terribly successful in changing the conventional food system because they are quickly co-opted by profit seeking corporations. Meaningful change, says Striffler, will only come when we remove the profit motive from the food system, and build a new system based on human need.

There has been a resurgence in the use of impact multipliers of the economic base type in the United States, particularly in response to recent legislation and judicial decisions which require socioeconomic as well as environmental impact analyses. This paper presents a bracketing approach whereby upper and lower bounds of the multiplier are estimated. It also presents and applies a procedure that can be used to test the accuracy of alternative methods for estimating economic base multipliers.

Rates of food insecurity have increased substantially in the United States (US), and more families are turning to the charitable food system to help meet their needs. Prior studies have examined the nutritional quality of foods offered through food banks, but little is known about what government policies may shape the healthy food donation landscape. The purpose of this study was to review US federal policies that impact food and beverage donations to food banks and assess whether policies encourage healthy food donations. In spring 2020, two researchers independently reviewed federal food and beverage donation policies using predefined search terms in two legal databases. We identified six categories of policies based on the existing food donation literature and themes that emerged in the policy review. We identified 42 federal policies spanning six categories that addressed food and beverage donations to food banks. The largest category was “government programs,” with 19 (45%) policies. The next largest category was “donation via schools,” with 12 (29%) policies. However, no policies specifically addressed the nutritional quality of food donations. There is an opportunity for the federal government to strengthen food bank donation policies and improve the nutritional quality of donated foods and beverages.

Corn production, and its associated inputs, is a relatively large source of greenhouse gas emissions and uses significant amounts of water and land, thus contributing to climate change, fossil fuel depletion, local air pollutants, and local water scarcity. As large consumers of this corn, corporations in the ethanol and animal protein industries are increasingly assessing and reporting sustainability impacts across their supply chains to identify, prioritize, and communicate sustainability risks and opportunities material to their operations. In doing so, many have discovered that the direct impacts of their owned operations are dwarfed by those upstream in the supply chain, requiring transparency and knowledge about environmental impacts along the supply chains. Life cycle assessments (LCAs) have been used to identify hotspots of environmental impacts at national levels, yet these provide little subnational information necessary for guiding firms’ specific supply networks. In this paper, our Food System Supply-Chain Sustainability (FoodS3) model connects spatial, firm-specific demand of corn purchasers with upstream corn production in the United States through a cost minimization transport model. This provides a means to link county-level corn production in the United States to firm-specific demand locations associated with downstream processing facilities. Our model substantially improves current LCA assessment efforts that are confined to broad national or state level impacts. In drilling down to subnational levels of environmental impacts that occur over heterogeneous areas and aggregating these landscape impacts by specific supply networks, targeted opportunities for improvements to the sustainability performance of supply chains are identified.

The main trend of recent years is the complication of tax administration. In order to improve it states develop forms of work with taxpayers, including alternative tax dispute resolution. The author analyses alternative tax dispute resolution that have already developed in Russia and compares them with similar procedures in the United States, the Netherlands and Germany. To the alternative methods that are applied in Russia the author refers tax monitoring and agreement on the settlement of a tax dispute. Tax monitoring is not seen as a form of tax control, but as a mean of resolving and preventing the occurrence of a tax dispute. The conclusion of an agreement between a tax authority and a taxpayer on the settlement of a dispute in court is possible by reaching a compromise on the qualification of relations, on actual circumstances, on the interpretation of the tax rate. The article contains examples of programs that exist in the US and Germany in the sphere of tax dispute resolution. Also issues related to the implementation of the mediation procedure existing in the United States, the Netherlands and Germany and the possibility of their application in Russia are considered. The author emphasizes the impossibility of applying the procedure of mediation in tax disputes in Russia at the moment due to the lack of legislative regulation.

En México, el “sueño americano” no deja de ser reciente, las expectativas del personal de cuidado de la salud en materia de movilidad dependen de la iniciativa individual. Los factores que determinan tanto la migración, como la admisión de los candidatos, son numerosos y difíciles de objetivar, debido a que se encuentran sedimentados por la historia y las complejas relaciones con Estados Unidos, que simbolizan la promesa de un “horizonte de movilidad abierto”, con referencia al cual se desprecian profundamente las condiciones de trabajo en el país de origen. Sin embargo, las condiciones reales de trabajo en Estados Unidos no son tan idílicas como los estudiantes gustan creerlo.Abstract: In Mexico, the “American dream” is still a topical issue. The expectations of the healthcare workers in terms of mobility depends on the individual initiative. The factors which determine migration, as well as the admission of candidates are numerous and uneasy to specify, given that they are frozen by history and complex relations with the United States, which symbolizes the promise of an “open mobility horizon”, in reference to the disregard of working conditions in their home country. However, the real working conditions in the United-States are not as idyllic as the students want to believe.Résumé : Au Mexique, le « rêve américain » n’en finit pas d’être d’actualité. Les perspectives du personnel de santé en matière de mobilité dépendent de l’initiative individuelle. Les facteurs déterminants de la migration, ainsi que de l’admission des candidats sont nombreux et difficiles à spécifier, puisqu’ils sont figés par l’histoire et les relations complexes avec les États-Unis, lesquels symbolisent la promesse d’un « horizon de mobilité ouvert », et font référence au mépris des conditions de travail dans le pays d’origine. Cependant, les conditions réelles de travail aux États-Unis ne sont pas aussi idylliques que les étudiants veulent le croire.

This speech was given in a homage celebration to Ric Pfeffer on the occasion of his retirement. The article pays tribute to Ric's life and work, showing how his commitment to improve the life and working conditions of the population of the United States led him to stand up to many powerful forces that determined the nature of awards and visibility in this country. The article concludes that it is because of people like Ric Pfeffer that the quality of life improves for working people, even though the Establishment of this country, responsible for most of what is wrong, marginalizes and ignores them.

All upper-air soundings in the United States have been evaluated since January 1, 1950 and 274 selected as representative of air in which hailstones of known size formed. These soundings are summarized and several parameters which are or may be useful in forecasting are discussed. A graph is presented, which permits the translation of a forecast of air structure into one of hailstone size and two groups of forecasts are summarized to show the validity of this forecasting tool. The forecasts discussed were prepared in practical situations by meteorologists on regular forecasting duty and issued before the storms occurred. They therefore constitute a real test of the method under working conditions. Evidence is presented to show a very striking relation between the incidence of surface hail and the height of the wet bulb freezing level above the terrain. It was found that in 91.6% of the 274 representative soundings, the wet bulb freezing levels were between 5000 and 12,000 feet above the surface and the larger the reported surface hail, the greater the concentration of these levels near 8000 feet. It is emphasized that the method of hail forecasting discussed is not susceptible to machine methods, but depends on accurate prognostication of the thermodynamic structure of the air column as it changes in time and space.

Food workers’ health and hygiene are common pathways to foodborne disease outbreaks. Improving food system jobs is important to food safety because working conditions impact workers’ health, hygiene, and safe food handling. Stakeholders from key industries have advanced working conditions as an issue of public safety in the United States. Yet, for the food industry, stakeholder engagement with this topic is seemingly limited. To understand this lack of action, we interviewed key informants from organizations recognized for their agenda-setting role on food-worker issues. Findings suggest that participants recognize the work standards/food safety connection, yet perceived barriers limit adoption of a food safety frame, including more pressing priorities (e.g., occupational safety); poor fit with organizational strategies and mission; and questionable utility, including potential negative consequences. Using these findings, we consider how public health advocates may connect food working conditions to food and public safety and elevate it to the public policy agenda.
