The current socio-economic situation in rural areas is characterized by a number of problems that hinder sustainable development. The low quality of life, the existing level and quality of life in the village, the lack of social infrastructure, the environmental situation, limited opportunities for work in the village, low incomes of the population compared to the city had a significant impact on the process of migration and deterioration of the quality of the labor force, depopulation of the rural population. In this context, the solution to the problem of rural settlement development is very relevant. The regional leadership chooses the direction of rural development without taking into account the current socio-economic situation at the municipal level and the peculiarities of rural settlement development, which reduces the effectiveness of territorial administration. The level of rural development was assessed on the example of the Orel region. The current socio-economic situation in rural areas is characterized by many problems that hinder its transition to sustainable development. The problem of depopulation of the population in rural areas is revealed. At the same time, the destruction of social and engineering infrastructure is observed, the area of cultivated land is reduced, and differences in the level of socio-economic development of the periphery, semi-periphery and suburban areas are increasing. The analysis of the differences in the socio-economic development of the municipalities of the Orel region indicates an increase in intraregional differentiation during the period under review and the absence of an effective intraregional policy aimed at reducing the existing socio-economic asymmetry within the subject of the Federation. Proposals for its solution have been developed, which should be implemented in the context of continuous monitoring of the state and development.

The article is devoted to the study of trends in the socio-economic development of single-industry cities of the Ural Federal District and the Ural economic region, their typology in accordance with industry specifics, the development of proposals for improving the economic situation in this type of settlements. The choice of territories for the study was dictated by the special uniqueness of the Ural Federal District. It lies not only in the fact that 37 monotowns of the macroregion make up a third of its entire urban environment — almost 20% of the district's residents (with the all-Russian one — slightly less than 10% of the country's population), but also in the fact that all mono-settlements are concentrated in three constituent entities of the district out of six : Kurgan region (4), Sverdlovsk region (17) and Chelyabinsk region (16). And for them the share of the population of single-industry towns is already more than 30%. In addition, in the Sverdlovsk and Chelyabinsk regions, single-industry towns form single-industry districts (this kind of phenomenon still exists only in the Kemerovo region). An increase in the values of the decile coefficient, the unemployment rate and the proportion of the population living at the poverty line can lead not only to an increase in social tension and an increase in crime, but also to outbursts of protest actions. In this regard, the study of trends in the socio-economic development of monotowns in the Urals has a high scientific and practical relevance and significance for the sustainable development of Russia.

The aim of the paper is description of the new approach, which provides the construction of models having the opportunity to reflect in the predicted trajectories of the plans, the expected implementation of which in the future period will lead to changes in the past patterns of socio-economic development of the region. In order to implement this idea, it is proposed to use the adaptive mechanism of targeted adjustment of the forecast model coefficients. Correction is based on the newly received observation data. As a newly arrived observation, a specially formed target value is used, in which the plan is concentrated on changing existing patterns. It is possible to conduct multivariate predictive calculations depending on the variation of target settings, followed by an assessment of the obtained options’ preference according to special criteria. Results: computational experiments with models built on real data showed that the proposed approach is a fairly effective tool for developing forecasts of the socio-economic development of regions and municipalities.

The paper examines a number of socio-economic and geographical factors of rural settlement Gnjili Potok. Isolated traffic and geographical position adversely affects the economic and social development of the settlement. Natural characteristics of the area indicate that the rural economy of the village is not in compliance with all the existing natural conditions. Incompatibility between the existing natural conditions and contemporary rural economy is determined by the overall socio-economic development factors. The percentage reduction in population in the settlement period 1948 to 2009, amounted to - 75.1 %. The main characteristic of the modern development of the settlement provide processes of industrialization and urbanization. Age groups, due to migration and the reduction of fertility change and take on unfavorable characteristics, reduces the proportion of younger and older increases the proportion of the population. In both cases, the disturbed age structure has a reverse effect on the movement of the population (the size of reproductive contingent), but also to all other structures of the population (the size of contingent employment, population, compulsory school contingent, contingent dependent population ratio). The paper, in the end, given the potential and limitations of socio-economic development of the settlement as well as the survey results, and the analysis focuses on whether the respondents and their perceptions of the quality of living conditions in the village.

The loss of country’s socio-economic development stability puts on the agenda the problem of finding solutions contributing to the maintenance of Russian households’ welfare. The authors believe that these solutions lie in the broader area than applying various instruments of monetary support. The most effective solutions are related to the actualization of own resources of households that can act as a safety margin as well as a source of social development. The attempt to evaluate the households’ resource provision and highlight the significance of each resource enabling or creating barriers to the growth of households’ welfare is made in this article. On the basis of received conclusions social policy areas directed at preserving or enhancing the welfare are defined.
