Background. The article covers the meanings of term “integration”, the spheres of use of these terms, the prospects of application in the education system, the concepts of integration of higher education and production. Opinions on the cooperation of higher education and manufacturing enterprises, taking into account the mutual interests, were expressed. The integration is mainly aimed at training qualified personnel, improving their skills, as well as conducting joint research, implementation of scientific developments, formation of qualified specialists’ database, etc. Methods. The article used survey, differential-semantic, control, observation and comparison methods to determine the opportunities of students to occupy a place in the labor market through cooperation between higher education institutions and manufacturing enterprises. Results. 1. The integration of higher education and industry is, firstly, economical and efficient, secondly, it accelerates scientific and technological progress, and thirdly, they allow the rational use of the intellectual potential of science and higher education not only in one country but in the world community.

The paper analyzes the shifts in government priorities in terms of support of big and medium manufacturing enterprises amid 2008—2009 and 2014—2015 crises. Based on the data of 2009, 2014 and 2018 surveys of Russian manufacturing firms, using logit regressions we identify factors that affect the receipt of financial and organizational support at different levels of government. The analysis shows that in 2012—2013 the share of manufacturing firms that received state support shrank significantly as compared to 2007—2008; moreover, the support concentrated on enterprises that had access to lobbying resource (such as state participation in the ownership or business associations membership). In 2016—2017 the scale of state support coverage recovered. However, the support at all levels of government was provided to firms that carried out investment and provided assistance to regional or local authorities in social development of the region, while the factor of state participation in the ownership became insignificant. The paper provides possible explanation for these shifts in the criteria of state support provision in Russia.

Research highlights the importance of potato crop, which occupies a prominent food and economic status in food security besides rice, wheat and corn at the local and global level. Despite the expansion of the cultivation of potato crop in Iraq in general and Ameriyah district in particular However, potato productivity remains substandard, this may be due to a lack of knowledge of the most efficient varieties and not to use productive resources at the levels at which technical, specialized and economic efficiency is achieved. Therefore, the aim of the research is to determine the technical, specialized and economic efficiency according to the cultivated seed category. The data envelope analysis (DEA) method was used to estimate technical, specialized and economic efficiency, assuming constant and variable capacity returns. As a result of the study, the Safrana variety achieved the highest average technical efficiency according to the stability of the yield and capacity efficiency in addition to achieving the highest average specialized and economic efficiency, The Lapadia variety achieved the highest average technical efficiency, assuming that capacity returns have changed. Therefore, we recommend the adoption of items that achieve higher efficiency and the need to redistribute the elements of production better and Achieving the optimum levels at which technical, specialized and economic efficiency is achieved and saving what has been wasted.
